Questions regarding the origin and evolution of legislative institutions are at the heart of comparative legislative studies. Much research in this area focuses on the US Congress; in contrast, comparative studies of European democracies have been more limited. Addressing this imbalance, this special issue showcases newly emerging research on legislative organisation in Europe. In doing so, it brings together contributions that explore the rationales behind the emergence of, and variation in, national European voting practices, investiture rules, minority rights, committee power, agenda control, debating rules and individual MPs’ rights. 相似文献
In recent studies, scholars have highlighted factors that influence citizen satisfaction with democracy, with particular emphasis on the role played by the institutional features of political systems, and ideology. This article presents the first empirical study of whether changes in important party characteristics can affect individuals' satisfaction with democracy. Using a measure of parties' character‐valence derived from content analysis of news reports, evidence is presented that when governing parties' images decline with respect to important valence‐related attributes such as competence, unity and integrity, then citizen satisfaction with democracy similarly declines. However, this relationship is conditional on the performance of opposition parties. These findings are relevant to studies of regime support, political representation, democratic accountability and voter behaviour. 相似文献
The concept and definition of borders has evolved significantly over time. In Europe the twentieth century alone has seen remarkable changes. At the beginning of the century borders represented the clear end of the sovereignty of one state and the beginning of another while the second half of the same century brought revolutionary concepts of state borders. This article aims to contribute towards the conceptual discussion of borders, tracing some of the journey of this concept, from centuries ago when they were perceived as more ”sensed”, to more recent interpretations of ”solid” and “liquid” borders to today's “complex” borders. 相似文献
This article presents the findings of a collaborative research project involving seven field teams across Europe investigating a range of new political phenomena termed ‘subterranean politics’. The article argues that the social mobilizations and collective activities in 2011 and 2012 were probably less joined up, more heterogeneous, and, perhaps, even, smaller, than similar phenomena during the last decade, but what was striking was their ‘resonance’ among mainstream public opinion—the ‘bubbling up’ of subterranean politics. The main findings included:
??Subterranean political actors perceive the crisis as a political crisis rather than a reaction to austerity. Subterranean politics is just as much a characteristic of Germany, where there are no austerity policies, as other countries.
??Subterranean political actors are concerned about democracy but not as it is currently practised. They experiment with new democratic practises, in the squares, on the Internet, and elsewhere.
??This new political generation not only uses social networking to organize but the Internet has profoundly affected the culture of political activism.
??In contrast to mainstream public debates, Europe is ‘invisible’ even though many subterranean political actors feel themselves to be European.
The research concludes that the term ‘subterranean politics’ is a useful concept that needs further investigation and that Europe needs to be problematized to seek a way out of the crisis. 相似文献
Populists argue that Islamic immigrants are fundamentally different from Europeans. As evidence, they point to notions of religious and cultural identity. Such arguments have popular resonance. As more mainstream politicians pick up on these themes, they begin to take on an air of common sense. Nevertheless, they are mistaken. Europe has a long track record of reconciling competing identities. This has happened by focusing on patterns of interaction (solidarity) rather than obvious indicators of distinctiveness. Using the examples of the Netherlands and Turkey, this article illustrates the wide spectrum of European approaches to the challenge of getting different groups to share the same geographic space. 相似文献
In the 1970s, Western European countries were hit hard by terrorism, especially by international terrorism that crossed borders easily and allowed terrorists of different origins to carry out attacks against both governments and people. Consequently, the necessity of fighting this menace also extended to international organisations. This article looks at how the Council of Europe dealt with the issue, and assesses the negotiations that led to the Convention on the Suppression of Terrorism from the German perspective. West Germany was very interested in establishing a sounder international legal framework against terrorism and thought that the Council of Europe would be able to make an important contribution by abolishing the political offence exception that had so far been a core feature of most extradition treaties. This clause allowed political criminals to escape punishment by fleeing to a country that would deny extradition to a different country on the grounds of the political nature of the act committed by the person in question. The article gives an account and analysis of the complex negotiations that finally resulted in the adoption of the Convention in 1977, as well as of the problems encountered and compromises reached during these negotiations. 相似文献
Recent developments in East Central Europe have made countries in the region increasingly attractive to organised crime. The development of organised crime in ECE is seen as a significant problem with global implications. The roots of organised crime in ECE date back to the 1970s, but conditions after the revolutions of 1989 led to an influx of foreign-based gangs into the region. This has resulted in the emergence of organised crime that is predominantly international in character. Gangs have established strategic alliances to organise operations spanning three continents. The countries of ECE have been fighting back against organised crime and significant advances have been made. Continued criminal operations through the region, however, are perceived as a threat on a global scale. The accession of the Czech republic, Hungary and Poland into the EU in May 2004 will provide a clear litmus test for how successful these attempts have been to date. 相似文献
Welfare state reform in East-Central Europe can be divided into two phases: in the first phase, when liberalisation, stabilisation and privatisation were of primary importance, only minor or absolutely necessary reform steps were taken. This soon led many countries into fiscal problems that triggered the second phase of substantial pension and health system reforms. Having been already part of the European welfare state tradition in the pre-communist period, the countries of East-Central Europe were not prepared to take over the essentially private three pillar model of the World Bank. Instead the forerunners of reform, such as Hungary, Poland and Latvia, are developing, together with some incumbent EU members, a new European four pillar model with a specific public-private mix. Even if the social acquis communautaire is not very restrictive for the candidate states, they seem keen to join the European welfare state culture. 相似文献
