我省藏区维稳处突中的“四打”之深度解析

当前,我省藏区维稳处突工作面临的形势可谓总体平稳和表面风平浪静,实则暗流涌动,正处于敏感期、高危期、关键期。如何深刻理解“四打”（打得早、大得小、打得准、打得狠）之丰富内涵并正确运用,从而有效防范、及时发现、强化手段、精准打击各类暴力恐怖犯罪活动,净化藏区社会环境和执法环境,筑牢我省藏区维稳处突常态化管理根基。其作用日渐凸显。     

教育实践活动的预期目标——关于扫除“四风”的几点思考

扫除形式主义、官僚主义、享乐主义、奢靡之风“四风”,进一步树立为民、务实、清廉形象,是党的群众路线教育实践活动的预期目标。扫除上述“四风”需要采取认真抓好党的群众观点和群众路线的学习、宣传、教育工作、严格遵守执行党中央“八项规定”、实行决策民主化、加强民主监督、改革完善考核奖惩机制、健全制度体系等对策。

公共产品的特性决定了市场供给的稀缺，因而只能依靠政府出面组织生产和供应才有可能得以解决。面对单一利益主体的格局被多元化、多层次利益主体的新格局所取代，政府必须关注公民的利益诉求，实现民主决策尤其重要。桂林市“两江四湖”工程在决策过程中，形成了政府决策主导、专家决策咨询和社会公众参与决策的联合民主决策模式，为地方政府在提供公共产品的过程中实现民主决策提供了有益的启示。     

和谐社会与公安工作

构建社会主义和谐社会是我们党从全面建设小康社会、开创中国特色社会主义事业新局面的全局出发提出的一项重大任务。公安机关作为武装性质的国家治安行政力量和刑事司法力量,应从构建社会主义和谐社会的内在要求和公安工作的实际出发,担负起“维护社会稳定、促进社会和谐”的时代重任。     

‘The battlefield is in Brussels’: Islamophobia in the Visegrád Four in its global context

ABSTRACT

A common popular and scholarly opinion of Islamophobia in the so-called ‘Visegrád Four’ or ‘V4’ (Poland, Czech Republic, Slovakia and Hungary) sees it as caused by circumstances unique to Eastern Europe. Specifically to blame, it is alleged, is a distinctive local history of intolerance, especially antisemitism, and the fact that under socialism these countries were exempt from the post-war soul-searching that took place in Western Europe. Kalmar’s paper, instead, decentres Islamophobia in the V4 by considering it less as a limited regional phenomenon, and more in terms of how it is linked to Islamophobia in other European Union member states and the United States. As elsewhere, foremost among the conditions that encourage Islamophobia in the V4 is the alienation of certain publics on the periphery, which is an effect of global neoliberal policies. These have generated, along with Islamism and Islamophobia, a reinvented, essentializing discourse of difference between Eastern and Western Europe. In spite of that alleged difference, however, Islamophobic populism in the V4 is not just a regional threat to liberal democracy, but targets all of the European Union and the world.     

中国近代司法改革:从四级三审制到三级三审

审级制度是一国司法制度的重要组成部分。它的设置科学、合理与否,直接关系到司法基本价值目标的实现。中国近代审级制度,从整体上讲,经历了从四级三审制到三级三审制的变革。尽管在观念和形式上,三级三审制更加进步和适合当时之国情,但是,由于政治、经济、人才等各种因素的制约,两种审级制度均未能发挥其预设的理想功能。     

高校思政理论课贯彻“四个全面”重要思想的实施路径研究

随着"四个全面"重要思想的提出,国内掀起了学习"四个全面"重要思想的高潮。高校作为宣传"四个全面"重要思想的"主力军",在学习贯彻"四个全面"重要思想过程中起着重要的作用。笔者分析了高校贯彻"四个全面"重要思想的现状,着重分析了高校贯彻"四个全面"重要思想的优势与不足,同时分析了高校贯彻"四个全面"精神的实效性。通过上述研究得出,注重教材内容与"四个全面"精神的紧密结合、突出人文教育在思想政治教学中的地位、开辟"第二课堂"与考核形式多样化是高校贯彻"四个全面"精神的重要内容与途径。     

唐代法律体系正确理解的转捩点--辨《新唐书》“唐之刑书有四说”并复有关观点

在分析唐代法律体系及唐律性质的史籍中,《唐六典》及《新唐书·刑法志》的有关观点曾起了不同的导向作用。《新唐书》由于错误地以“四刑书”概括唐代法律,违反了唐人“文法有四”的正确概括;《新唐书》的“四刑书说”促使后代有些学者提出了唐代法律“皆刑法”的主张;“四刑书说”与其自身对唐四法的界定,有不可克服的矛盾;与汉、北齐、唐、五代、宋、元各代政治家与史学界的概括之法相乖违;支持“四刑法说”之观点与方法皆失之偏颇。     

Multilateral CBMs on the Korean Peninsula: Making a virtue out of necessity

Abstract

As its economy has become near to collapse, North Korea has tried to avoid direct contacts with South Korea because of the ‘absorption phobia’. Instead, the North has made continuous efforts to improve its relations only with the United States, seeking a guarantee for its survival. Given this circumstance, this paper argues that useful multilateral approaches such as KEDO and Four‐Party Talks will contribute to improving inter‐Korean relations. Thus, it would be sensible to explore every possible way (even through multilateral mechanisms) until both Koreas make a breakthrough for the deadlocked inter‐Korean CBMs. But the multilateral CBMs constitute a transitional and complementary role as South and North Korea should be primarily responsible for addressing major problems such as reunification. Among the multilateral approaches, the Four‐Party Talks will be a most useful mechanism which will enable the two Koreas to resume dialogue for the peace and reunification on the Korean Peninsula. In this peace process, more positive roles of major powers are also requested.
