Exploring the Effective Authority of International Administrations from the League of Nations to the United Nations

This article analyses the concept of international administration by a multilateral organization through the lens of the effective authority of example missions, arguing that the United Nations Interim Administration of Kosovo (UNMIK) and the United Nations Transitional Administration of East Timor (UNTAET) are very specific and distinct attempts at statebuilding. The article’s main argument is that the two most-cited cases in the interwar years – the Saar Territory and the Free City of Danzig, as well as the international administration of West New Guinea by the United Nation (UN) – while presenting interesting parallels with and providing useful insights into the challenges faced by the contemporary international administrations of Kosovo and Timor-Leste, are in fact drastically different endeavours in terms of the effective authority exerted on the ground. The article builds on this special section’s contribution on authority building, analysing the five international administrations through the prism of claimed, recognized, and exercised authority.     

Making space: an exchange about women and the performance of free noise

This article considers the spatial politics of contemporary performance spaces constructed through DIY, improvised noise scenes. Noise (as something performed) is often categorized as “experimental,” “free,” or “avant garde.” It carries associations of emancipation, eschewing as it does conventional musical training, and the constraints of formal compositional and linguistic expression. Unfolding as a debate between the two authors, this article reflects on the contributions post-structural feminist theory brings to an understanding of where and how women practitioners negotiate noise-performance spaces. By considering noise as a conceptual object as well as noise as sonic performance, and by reflecting on debates around radical democracy, the authors debate the issue of female-only performance spaces and their implications on what we can express and how we might be understood. This contribution seeks to initiate further debate on the inherent complexities of how women create and negotiate spaces of noise performance in the face of normative assumptions and associations that have simplified the debate – for example, that the loud, discordant, and arrhythmic is obnoxious, dangerous, and historically a masculine domain.

韩国与东亚地区主义的未来

本文首先回顾了东亚各国签订双边和多边自由贸易协定的历程,认为随着东亚各国相互依赖的加强,东亚的经济一体化将进一步加深,并提出了未来东亚地区主义发展的三种可能方案,进而分析了各种方案可能性的程度。韩国无论在经济领域还是战略方面,都应该在建立东亚合作的进程中发挥重要作用。一定程度上,东盟和韩国在东亚地区自由贸易协定达成的过程中拥有更广阔的空间,同时在中日之间也发挥着协调者和推动者的重要角色。     

Socialist Heroes in East German Schoolbooks

Based on examples of socialist heroes from East German schoolbooks and teaching guides designed for elementary school, this essay examines the role of state ideology in primary education. It assesses the German curriculum of the now-defunct German Democratic Republic (GDR) and illuminates distinctions between civic education and political propaganda. It also shows how the curricular emphasis on socialist virtue helped to form “the socialist personality.”

Assessing China's Cybersecurity Law

In November 2016, China passed its first Cybersecurity Law, aiming to strengthen cyberspace governance through a number of initiatives, including Internet operator security protection, personal information protection, special protection of critical information infrastructure, local storage of data, and security evaluation for data export. This Article discusses the major concepts and principles of the Cybersecurity Law. It also discusses the tensions and controversies inherent in the law. All in all, the Cybersecurity Law exhibits distinctive Chinese characteristics. It is premised on the concept of cyberspace sovereignty and emphasizes security over free flow of data and freedom of speech. It provides a basic legal framework for cyberspace governance in China, to be supplemented by implementing regulations in years to come.

以功能最适当原则构建和完善中国上海自由贸易试验区制度

功能最适当是现代国家机关组织和活动的重要原则,它是指,国家机关设置、权力配置、国家机关的调整和改革、国家机关之间关系以及法律适用等,均要基于实现其功能考虑。根据这一原则,中国上海自由贸易试验区开展改革创新试点要有充分的立法支持;要按照该原则设置国家机关、配备专业人员、保持适当稳定;根据这一原则处理国家机关之间相互关系、解决法律适用中的冲突等。只有做好这些工作,自贸试验区的任务才有可能实现。
