在全球化和信息化背景下,区域管理正在从传统的都市区(Metropolitan)管理过渡到巨型都市区(Megapolitan)或者城市走廊(City Corridor)的管理.从社会技术系统(Societal-techno System)视角,将区域管理作为一个涉众系统(Multi-actor System)考虑,研究物理系统与社会网络之间的交互作用,通过研究基础设施网络和跨区域治理关系,探索涉众系统情境下的政策制定模型.采用理论分析和案例研究相结合的方法,利用哈大齐工业走廊案例和松花江水污染案例进行了研究.结果发现,基础设施整合具有嵌入性特征;基础设施整合和专业化分工网络的形成,是跨区域治理的基础,所形成的城市网络,其核心功能体现在"分散的集中化"上,以保证有效的基础设施整合、分工网络的形成和提供高级生产者服务;在跨区域治理政策制定中,应该采用自上而下和自下而上组合的基于规则和过程的涉众情境下的政策制定过程,以实现社会、政府和市场之间的均衡.  相似文献

In the midst of Implementing Electronic Government (IEG), the almost knee-jerk reaction of our political elite seems to be to embrace hugely ambitious Information Systems (IS) solutions to public-sector operations. Problem after problem has been viewed as solvable by throwing some big IT at it. However hindsight and a wealth of evidence and examples shows that overly large-scale public-sector IT projects do not work and persistently end in failure and costly waste. In this article we consider IT projects 'failures' and the combination of social and technical factors that contribute. We illustrate our argument with more detailed reference to the Connecting for Health agenda, part of the NHS National Programme for IT. We suggest 'think local, think modular' to build on good practice and advocate use of the government's own 2004 eGovernment Interoperability Framework (eGIF) to learn lessons from past IT project catastrophes.  相似文献

The law in England and Wales governing both the provision of medical care in the case of adults with incapacity and the provision of care and treatment for mental disorder presents serious problems for the principle of patient autonomy. The adult with incapacity has no competence either to consent to or refuse medical treatment but the law provides no statutory structure for substitute decision making on that adult's behalf. On the other hand the law does allow a person with mental disorder to be treated for that disorder despite his or her competent refusal. The nature of these inconsistencies is considered and the implications which flow from the singling out of mental disorder are examined with reference to experience in two Australian jurisdictions. The current proposals for reform of the Mental Health Act are then considered in the light of the conclusions drawn.  相似文献

Prior research has indicated that pubertal development and peer associations are important determinants of adolescent smoking behavior. However, more remains to be learned about why these variables matter or how they may be related to one another in ways that lead to the initiation of smoking. Using contractual data from the National Longitudinal Study of Adolescent Health, we consider the relationship between early pubertal development and associations with close friends who smoke, and smoking initiation among male youths. The results of the study reveal a link between advanced pubertal development and the initiation of smoking among boys, but we discover that the effect is indirect, mediated by a greater propensity of sexually mature males to forge friendships with peers who smoke. We also find that this propensity is greatest among the youngest adolescents in the sample, suggesting that the age of the respondent conditions the effects of pubertal development on the formation of friendships with peers who smoke.(Ph.D., The University of Texas at Austin), is an Assistant Professor at Washington State University at Vancouver. 从公共管理的视角,回顾了中国100多年来,特别是最近几十年来,学习外国经验的心路历程。提出,东西方国家差别虽有,但这些差别并不足以用来论证东西方差别的本质性,也不足以支持东西方不能相互学习的结论。用东方还是西方作为思考和比较的基点,来审视国家的治理模式和社会的发展道路,不是一个合理的思维范式。过去被使用,不是因为它理论上的合理性,而是因为它的方便性和情感性。从中国近百年的历史来看,这一方便性和情感性事实上负面影响了中国对外学习的过程,因而有必要正本清源,从理论上给予修正。公共管理的学习和学科发展只有跳出了东方西方之争、最新和过去之争,用现代社会发展理论来审视和解释国家的治理和社会的发展,用科学和社会发展的态度,审视学科建设和管理实践的需要,才能最大限度地从人类文明的成果中汲取必要的养分,辅助中华文明的成长和发展。  相似文献

ABSTRACT

This forum brings together five different angles on the question as to whether and how political regimes and forms of order-making can and should be researched through the concept of ‘illiberalism’. The discussion engages critically with this and associated concepts, such as ‘illiberal peace’ and ‘authoritarian conflict management’, which have been developed out of the Central Asian / Eurasian context and discussed in their wider global ramifications and, within the framing of ‘illiberal peace’, explored in various contexts in and beyond Central Asia. While further assessing the relevance and implications of this approach, this forum also attempts to think beyond ‘illiberalism’ by introducing and discussing the idea of ‘post-liberalism’. This way, the authors engage in an exchange that serves to probe both concepts and to determine their strengths and limitations when it comes to analysing and understanding politics and societal processes in Central Asia.  相似文献

This article explores efforts to bridge multi-disciplinary research and policy engagement to tackle child poverty in the contexts of developing countries, based on the experiences of Young Lives, an international longitudinal policy-research project. It focuses on a case study involving the application of research evidence on child poverty to shape policy debates concerning Ethiopia's second-generation Poverty Reduction Strategy Paper (2006–2010). The discussion is situated within theoretical literature on the interface between knowledge, policy, and practice, which supports the conceptualisation of policy making as a non-linear dynamic process. It pays particular attention to the importance of understanding the political and policy contexts of Southern countries, rather than assuming that they should simply import Northern-derived models of advocacy. It concludes by identifying general lessons for translating research into social-policy change.  相似文献
