出生性别比偏高治理中的公共政策失效原因分析   总被引:3,自引:0,他引:3  
为了分析我国出生性别比偏高问题治理的公共政策失效的原因,通过国家官方网站和中国期刊网检索了出生性别比偏高问题治理的56项政策文本和43篇政策分析类文献,并基于社会性别公平理念和公共政策系统协调性分析框架,采用内容分析方法对上述政策文本和文献进行了深入分析。结果显示,公共政策系统的不协调是出生性别比偏高问题未能得到有效治理的主要原因,该不协调体现在政策的主体子系统内部、客体子系统内部、主体与客体子系统之间、本政策系统与其他政策之间以及本政策系统与环境之间五个方面。研究结论对于中国出生性别比偏高问题的治理、国家关爱女孩行动的顺利开展等都具有一定的借鉴和指导意义;同时也丰富和发展了政策评估方法。  相似文献

目的:建立豨莶片剂中奇壬醇的含量测定方法.方法:采用HPLC,色谱条件为:Phenomenex C18柱,乙腈-0.05 mol/L KH2PO4(125∶75)为流动相,流速1.0 ml/min,检测波长215 nm.结果:奇壬醇在0.133~2.660 μg范围内呈良好的线性关系(r=0.999 9),平均回收率为99.4%,RSD=2.12%;测定3批豨莶片剂中奇壬醇的含量分别为109.46,105.91,107.41 μg/片.结论:HPLC简便、准确、可控,可作为豨莶片剂的定量检测方法.  相似文献

IGNA is the first French laboratory for forensic DNA analysis. IGNA LIMS was developed from the software Microsoft Dynamics NAV which is an ERP (Enterprise Resource Planning) with a real opened solution for specific development and compatible with a lot of Microsoft applications.Thanks to the LIMS, we assure the traceability of analysis and also administrative process (traceability of letters, quotes or phone calls for each case and registration of actions to be done in a case (call for results …)).For one penal case, we can associate one or more sealed items. The DNA expert indicates the analysis to do on each piece (biological fluid detection, type of extraction, nuclear or mitochondrial DNA analysis …).During the technical process, samples automatically pass from a step to the next. Technicians indicate all the information needed for traceability (consumables lot number, used robots …).At the end of the process, the DNA expert validates his results, which are then directly transferred to the final report.Development of the IGNA LIMS from Microsoft Dynamics NAV allows us to use all specific applications of an ERP such as purchases, marketing, sales, etc. and to assure computerization of all our process, from quote to analysis report.  相似文献

银行业监管的理念是银行业监管的科学根据和精神支柱。银行业具有巨大的外部性,主要体现为银行业所具有的系统性风险,银行作为国家货币政策传送带和作为支付清算体系支撑者所具有的负面外溢效果。防范和化解这类风险和效果非监管莫能奏效。同时,银行业还存在严重的信息不对称性,需要借助监管保护金融服务的消费者。此外,银行本身经营中所具有的高杠杆性与期限失配的资产负债结构也使得监管更加必要和正当。以此来审视我国监管的理论研究和实践,我们亟须在深化监管理念认识的基础上进行改进和完善。  相似文献

Child protection services (CPS) are increasingly becoming involved in high‐conflict separations and the related custody and access proceedings. CPS involvement is often necessary to respond to abuse or neglect allegations or protect children from emotional harm. However, these crossover cases are very challenging for family justice professionals. This article reports on research on crossover cases in Ontario, including an analysis of reported court decisions, a survey of CPS staff, and interviews with family justice professionals. We suggest clearer CPS policies; improved understanding of respective professional roles; CPS summary reports for family courts; increased interagency coordination, communication, and training; and use of judicial case management.  相似文献

In the last decade, law enforcement personnel have increasingly been tasked to police the internet in an effort to staunch the production and distribution of child pornography and to investigate computer-facilitated child exploitation. These investigative personnel have encountered a range of assignment-specific challenges and strains as a result of their involvement in this taxing and novel investigative activity. In some cases, the cumulative effects of these strains, together with repeated exposure to highly disturbing images of abused children, have resulted in stress reactions that have commanded the attention of police managers and police psychologists alike. The present article is intended to provide an overview of the stresses unique to child exploitation and pornography investigations, common reactions to these stressors, procedural safeguards to mitigate the impact of this high-risk assignment, and two model programs designed to meet the needs of the current generation of “cyber cops”.

Forensic investigators frequently utilise light sources to detect and presumptively identify biological evidence. The instrumentation typically deploys single or multiple wavelength exposures at various intensities, which interact with constituents of biological material, initiating fluorescence or improving contrast between the material and substrate. Documentation using sketches and/or photographic approaches follows detection, which are essential for scene reconstruction. Recent research has demonstrated the simultaneous detection and capture of biological evidence using a 360° camera system combined with an alternate light source exhibiting broad wavelength ranges of light. Single wavelength light sources reportedly offer enhanced sensitivity, due to the increased light intensity and narrower bandwidth of light, although their combined use with a 360° camera system has not yet been explored.Samples of human blood, semen, saliva, and latent fingermarks were deposited on to a variety of substrates. A 360° camera system combined with a laser light source was used to detect and capture the samples. Ten participants were asked to detect the samples on images of the substrates without ground truth knowledge. It was possible to detect and capture biological evidence, although success varied according to substrate colour and light intensity. Advantageously, presumptive screening for biological fluids and the simultaneous location and visualisation of such evidence as part of a 360° panorama of the scene for contextual purposes was permitted. There was no fluorescent response from the fingermarks, although the oblique lighting effects appeared sufficient to aid mark detection in some circumstances. The use of single wavelength illumination clearly facilitates identification of a range of forensically important material. When coupled with a 360-degree camera, this allows for simultaneous identification and recording of such evidence in the context of the whole environment.  相似文献
