高校思想政治理论课的历史考察及经验启示

高校思想政治理论课是社会主义大学的本质特征,是对大学生进行思想政治教育的主渠道。面对新形势、新情况和新要求,考察和总结新中国成立以来高校思想政治理论课的发展轨迹及基本经验,对于进一步加强高校思想政治理论课的改革与建设、提高教育教学效果,具有十分重要的意义。     

Explaining Quality Management in the Danish and Swedish Public Health Sectors: Unintended Learning and Deliberate Co-Optation

This article examines the development of diverse quality systems in the otherwise quite similar Danish and Swedish public health sectors. After decades of numerous piecemeal medical and managerial quality development programs in both countries, a nationwide mandatory accreditation system was introduced in the Danish health services in 2009. Nationwide quality indicator projects are also found in Sweden, but there has been political attempt to introduce a compulsory system. This article seeks to explain this difference. It argues, first, that resistance from the medical professions blocked the introduction of compulsory, nationwide quality systems in both countries for decades. Second, the implementation of the Danish accreditation system was triggered by a combination of unintended policy learning produced by local reforms in two counties and of the Ministry of Health’s carefully orchestrated policy process that served to co-opt critical voices in the medical profession.     

Mechanisms of environmental policy change in a federal system: The case of open federalism and the 2006–15 Harper government

Between 2006 and 2011, the Canadian Conservative government advocated the concept of ‘open federalism’ which sought to minimize the role of the federal government in areas falling under provincial jurisdiction. Environmental policy-making was particularly impacted with the passage of the highly contentious 2012 omnibus Jobs, Growth and Long-term Prosperity Act, commonly known as Bill C-38. This paper argues that environmental policy needs to ‘bring back federalism’ into their analysis. In order to do so, a mechanisms approach is employed and focuses on the role of both macro and meso level historical institutionalism mechanisms in explaining policy layering and policy dismantling during this period.     

The Historico-poetic Materialism of Benjamin and Celan

This article explores the relationship between the historical materialism of Walter Benjamin and the poetics of Paul Celan, and claims that within Celan’s poetics, we find a form for thinking Benjamin’s Marxism beyond Benjamin. The driving force of Benjamin’s critique of historicism is the desire to free Marx’s ideas (class struggle, classless society, progress) from the empty time of progress. By attending to the “breathturns” at the heart of Celan’s, The Meridian, this article uncovers a poetic historiography grounded in Benjamin’s now-time. It is with this conception of history that Marx’s ideas can be reimagined as a historico-poetic materialism and reinvigorated with revolutionary force.

Du fatalisme en matière de prolifération nucléaire: Retour sur une représentation opiniâtre

Les discours des décideurs politiques mais aussi de la majorité des spécialistes du nucléaire militaire véhiculent l'idée selon laquelle l'augmentation, pas nécessairement linéaire, du nombre d'acteurs dotés de l'arme nucléaire est une tendance lourde, voire une loi de l'histoire. Cet article entend mettre au jour le rôle de la métaphore biologique de la prolifération, transposée aux armes nucléaires, dans la construction de cette vision de l'histoire nucléaire et explorer la sélection qu'elle opère dans la mise en récit qui en découle. Il conclut par la saisie des conséquences politiques de cette vision et une mise en garde contre une alternative fallacieuse au fatalisme proliférant que serait la pédagogie de la catastrophe, avant de proposer plusieurs pistes de recherche sur les autres sources du « fatalisme » que nous avons identifié ainsi que la possibilité d'un changement de paradigme.     

全球化进程中海外华文教育的含义嬗变及其历史分期——以东南亚地区为例

迄今,海外华文教育已有几百年的历史,期间经历了从华侨教育向华文教育的转变.在全球化进程不断加速发展的今天,海外华文教育的含义发生了嬗变,其内涵不断丰富,外延随之扩大.关于海外华文教育的历史,许多学者多从发展兴衰的角度进行分期,笔者认为从认同转换的角度进行分期,更能体现教育的本质特征和东南亚的地区特征.     

中国东亚战略的展开

东亚是中国崛起的战略核心地区。随着东亚制度化合作的进一步推进,中国东亚战略的走向成为世界关注的重要议题。本文概述了中国与东亚关系的发展历程,总结了中国东亚战略的得失,指出中国正在成为东亚负责任的利益攸关方,并通过与地区内各国达成以共同利益为导向的建设性合作,为中国地区战略的优化奠定了基础。本文认为,展望未来,中国应推动创建东亚利益共同体,全面推进东亚合作,确立基于开放地区主义的新单边主义、新双边主义和新多边主义战略路径。     

"无财产即无人格"是人文还是物文?

作为一种客观存在,人格与财产之间存在着复杂的双向互动关系:一方面,人格制约财产,财产对人格存在着依附关系;另一方面,财产状况又会反过来对主体的人格产生一般性影响."无财产亦有人格"强调的是作为人之人格应然的理想图景,即人格的享有不应以财产的享有为前提."无财产即无人格"试图讲述的则是实然的社会图景,即无财产的人不能享受到他应有的人格尊严.面对与理想图景不符的现实,以及由此产生改造之的良好愿望,不同的人选择了不同的进路.谁更对,谁更错?或许不是一张"某某主义"的标签就可以分得清的.
