Hitler's Shadow: Historical Analogies and the Iraqi Invasion of Kuwait

Leaders often turn to history for guidance. Margaret Thatcher and George Bush were no exception when they responded to Iraq's 1990 invasion of Kuwait. Bush and Thatcher used analogies to the 1930s, the Vietnam War and the Falklands War to frame the crisis, which significantly influenced their policies. They argued that Saddam Hussein was another Adolf Hitler and were determined not to repeat the mistakes of the Western response to the Axis in the 1930s or of the Vietnam War. There would be no 1930s-style appeasement of Iraq, and no slow escalation as had occurred in Vietnam. The prompt use of overwhelming force in the Gulf would succeed, Bush and Thatcher believed, just as the use of force had succeeded in the Falklands crisis, and just as such a policy, they believed, would have deterred the Axis in the early 1930s.

中国共产党文艺制度生成于与国民党争夺领导权的复杂政治斗争.1921至1929年,中国共产党在完成自身政党化的过程中逐渐确立了文艺在整个宣传工作中的地位,不仅通过政策制定和机构设立加强对文艺的组织和领导,而且将体现其政党意识的文艺思想有效地推进到社团、出版、传媒、文学教育和文学论争等现实层面.因此,中国共产党这一阶段文艺制度的建构成为1930年代的"左联"、1940年代的延安解放区以及新中国文艺制度的起源和原型.

The article summarizes the history of the International Commission for the Evaluation of the Crimes of the Nazi and Soviet Occupation Regimes in Lithuania and outlines the work it has accomplished to date. The author reviews the problems and controversies surrounding the Commission’s research into the post-1940 period of Lithuania’s history and describes the clashing perspectives inherent in the starkly different Lithuanian, Jewish, Western and Soviet wartime narratives.     

公安户籍管理的法律原点

户籍管理是国家的一项重要行政管理制度,是国家行下管理的基础,根本职能是从法律意义上确定公民的身份信息。姓名是一个文化概念,其有文化属性,它是一个国有、一个民族或者一个地区历史文化传统的传承与积淀,是具有典型象征意义的一个抽象符号,可以使我们从一个侧面识别公民的身份。基因和基因身份证在个体识别方面有其优越性和科学性,但不具有法律属性。公民的身份号码是公民身份法定化的根本标志,具有唯一性,确定性和法律属性,是理解户籍管理的法律坐标原点,能够真正实现对公民身份进行法律识别和确认。     

刍议当代大学生的思想道德建设

当代大学生思想道德修养主流是积极向上的,由于他们在生理上、心理上尚不完全成熟,再加上社会不良思想、不良行为的冲击,致使部分大学生思想道德素养方面产生一些问题。对此分析了产生这些偏颇的根源,并有针对性的提出了设想和建议。     

台籍日本兵问题之史料挖掘与文化省思研究

通过对报刊杂志以及原台籍日本兵的口述历史等史料发掘，发现台湾文化界在日据时期、光复后40余年、以及解严后20余年的三个不同时期，关于台籍日本兵的典型言论各有特点。台湾文化界关于台籍日本兵言论的流变轨迹反映了台湾人从被殖民到“脱殖民”意识形态的演变过程，也从一个侧面举证了日本帝国主义的殖民政策对台湾造成的伤害，表明了日本对台湾文化的长期暴力扭曲正是造成今日台湾文化“脱殖民”困境的根源。     

Historischer Institutionalismus und Vergleichende Föderalismusforschung: Fragestellungen und Analyseperspektiven

Abstract: Abgesehen von wenigen Ausnahmen sind neuere theoretische Entwicklungen im Historischen Institutionalismus bislang kaum von der vergleichenden Föderalismusforschung aufgenommen worden. Der Beitrag diskutiert deshalb die Möglichkeiten, die eine historisch‐institutionalistische Perspektive für die Bearbeitung von zwei zentralen Fragestellungen der vergleichenden Föderalismusforschung bietet: die Frage nach den Entstehungsbedingungen föderativer Systeme sowie die nach deren Entwicklungsdynamik. Für alle zwei Fragestellungen, so die Grundüberlegung des Artikels, hält der Historische Institutionalismus gewinnbringende Analyseinstrumente bereit, die dazu beitragen können, zwischen den weitgehend isolierten Theoriesträngen der Föderalismusforschung zu vermitteln.
