African Indigenous Knowledge Systems and Human Rights: Implications for Higher Education,Based on the South African Experience

ABSTRACT

Africa has rich traditions and knowledge systems founded on the principles of caring for one another and the spirit of mutual support embedded in the African philosophy of Ubuntu. These collective values tend to be marginalised in international human rights standards built on western values. The standards were developed without broad-based consultation of the different value systems in Africa. Therefore, in order to inspire sustainable implementation among diverse cultures, dialogue to develop universal human rights and obligations based on the diversity of cultures and ways of knowing is needed. Using South Africa's experience at two universities, the extent to which these institutions have attempted to incorporate African indigenous knowledge systems (AIKS) and human rights into the higher education curriculum is investigated. The implications for higher education and the human rights and development paradigms built on western knowledge systems are investigated. North-West University has been the pioneer of integrating AIKS into higher education in South Africa and is the only higher education institution in South Africa with an accredited IKS Teaching Programme at both undergraduate and postgraduate levels – which has been notably successful, albeit with some challenges. AIKS has also been integrated into research and teaching at the University of KwaZulu-Natal and has registered significant successes since 2012. The need to embed AIKS in the curriculum of higher education institutions is affirmed.     

人精浆蛋白双向谱型特征及其器官特异性的研究

本文应用双向聚丙烯酰胺凝胶电泳（2D—PAGE）技术分析了60例正常人精浆中的蛋白成分。阐明了人精浆蛋白双向电泳谱型的特征，并将人精浆蛋白双向电泳谱型与其他体液蛋白双向谱型进行了比较，证明人精浆蛋白双向电泳谱型具有器官特异性。本文还用2D－PAGE对不同条件下保存的精斑进行了认定。并将其应用于强奸案的鉴定。     

Human Rights and Unfair Dismissal: Private Acts in Public Spaces

This article addresses the termination of employment because of the conduct of the employee in her leisure time, in the light of the right to private life. It explores the impact on the retention of employment of activities taking place outside the workplace and outside working hours, and argues that the approach of UK courts and tribunals, which is based on a primarily spatial conceptualisation of privacy, is flawed. A fresh approach to privacy, resting on the idea of domination, is proposed, which is sensitive to the particularities of the employment relationship. Considering the fairness enquiry in dismissal, it argues that off‐duty conduct may lead to lawful termination of employment only if there is a clear and present impact or a high likelihood of such impact on business interests; a speculative and marginal danger does not suffice. It further proposes that a particularly meticulous test is appropriate when certain suspect categories, such as the employees' sexual preferences, are at stake.     

Developmental validation of a novel lateral flow strip test for rapid identification of human blood (Rapid Stain Identification™-Blood)

Human blood is the body fluid most commonly encountered at crime scenes, and blood detection may aid investigators in reconstructing what occurred during a crime. In addition, blood detection can help determine which items of evidence should be processed for DNA-STR testing. Unfortunately, many common substances can cause red-brown stains that resemble blood. Furthermore, many current human blood detection methods are presumptive and prone to false positive results. Here, the developmental validation of a new blood identification test, Rapid Stain Identification™-Blood (RSID™-Blood), is described. RSID™-Blood utilizes two anti-glycophorin A (red blood cell membrane specific protein) monoclonal antibodies in a lateral flow strip test format to detect human blood. We present evidence demonstrating that this test is accurate, reproducible, easy to use, and highly specific for human blood. Importantly, RSID™-Blood does not cross-react with ferret, skunk, or primate blood and exhibits no high-dose hook effect. Also, we describe studies on the sensitivity, body fluid specificity, and species specificity of RSID™-Blood. In addition, we show that the test can detect blood from a variety of forensic exhibits prior to processing for DNA-STR analysis. In conclusion, we suggest that RSID™-Blood is effective and useful for the detection of human blood on forensic exhibits, and offers improved blood detection when compared to other currently used methods.     

论精神病患者强制收治程序的法律规制

随着精神病患者违法肇事案件的不断增多,强制收治患者行为越来越受到人们的关注。作为一种特殊入院方式,强制入院的实行,对于部分丧失意识能力,且对自己及他人构成潜在危险的精神病患者,无疑显得极为必要。可令人感到遗憾的是,由于我国立法尚未对此作出明确、统一规定,致使该措施在实际实行中,明显缺乏规范性。因此,应当对精神病患者强制收治程序予以法律规制。     

中国政府人力资源开发及其战略

中国是世界上人口最多的国家,人才强国战略是当今中国政府明智的决策。然而如何实现这一战略,关键在于中国政府的人力资源开发战略定位及其开发体系的建立,在于如何把人口资源转化为人力资源与人才资源。因此,本文主要回答什么是中国政府人力资源开发,中国政府为什么要进行人力资源开发,中国政府应该构建什么样的人力资源开发战略体系。     

对现代企业人力资源面临新问题的几点设想

随着企业人事制度改革的进一步深化,市场竞争的日趋激烈,现代企业人力资源管理面临的新问题也愈加突出。如何采取有效对策处理新问题,是对现代企业生存、发展的重大挑战。笔者认为应进一步深化企业改革,提升企业人力资源管理体系,建立一套符合市场经济需求,科学合理的绩效管理和考核体系,才能促进企业全面可持续发展。     

农村人力资源开发中政府参与现状及对策

目前,我国农村已基本形成了农业专业教育和农业职业教育为主的农业专业专门教育,以农民学校培训、岗位培训和资格证书培训为主的农民素质教育,以及以农村骨干、农技推广和管理人员继续教育为主的农村从业人员继续教育等体系。但是在农村人力资源开发中依然存在许多亟待解决的重大问题,这些问题的存在表明政府在指导、参与农村人力资源开发中存在着一系列的偏差和误区。应当加大财政投资,为农村人力资源开发提供资金支持;提供优质高效的公共服务,加速农村人力资源开发的成效;深化农村教育、医疗卫生、行政管理体制改革,加快农村人力资源开发的进程;强化舆论宣传、提高农民的人力资源开发的自主意识。     

浅谈公安教育改革对公安人力资源获取的影响

公安教育应当服从服务于公安工作的需要,从而推动公安工作的不断发展。进行公安教育改革的最终目的,就是希望通过改革为各级公安机关源源不断地输送数量充足、素质过硬的公安人才。本文对公安教育改革的有关内容及其对公安人力资源获取的数量和质量方面的影响进行粗略的研究,以期公安教育改革能够对公安人力资源的获取产生积极的影响,从而保证公安工作不断向前发展。     

对“信用”的经济哲学分析

反思金融危机应当重视社会信用体系建设。对信用需要进行经济哲学的分析。信用是市场经济运行重要的＂社会资本＂。对信用的认识,联系于个人与他人、个人与共同体、个人与社会之间关系的哲学思考。唯物史观是重塑社会信用的理论指导。信用具有制度性。健全信用体系是我国的当务之急,是构建和谐社会的内在要求。
