在华的印尼新娘:商品化婚姻、人口贩卖与骗婚

印尼在华的合约新娘问题引起了中国、印尼政府与社会的广泛关注。中印尼经济发展的差距、非法中介谋求暴利和印尼新娘对富裕生活的向往,成为在华印尼新娘群体日益扩大的动因。在华的印尼新娘问题并不是单一的社会问题,其中杂糅了商品化婚姻、人口贩卖和婚姻诈骗等问题,处理起来千头万绪,十分棘手。稍有不慎,极有可能成为第二个"印尼的中国劳工问题"。因此,在解决在华的印尼新娘问题时,中国应完善涉外婚姻法,加强与印尼的合作,严厉打击从事非法涉外婚姻介绍的个人或组织,严厉惩治人口贩卖,及时解救被贩人员,建立健全跨国婚姻纠纷应对机制,尽快形成两国婚姻信息的互通机制及查询制度,共同扩建自由婚姻领域,促进跨国婚姻的和谐稳定。     

Socio-political tensions in Bus Rapid Transit (BRT) development in low-income Asian cities

International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.     

Reproductive health services: “Business-in-a-Box” as a model social innovation

Access to reproductive health services and products in remote and rural communities is a critical area of concern for developing countries. This article considers a pilot intervention in three districts of Pakistan where “Business-in-a-Box” as a model of place-based social innovation is used to improve the socio-economic conditions of women in remote rural settings through socially responsible micro-franchising. It finds that such programmes help build a sense of community, ownership and grassroots capabilities and skills. The article also discusses the impacts of such actions on the individual and community life, and the need to upscale and sustain these initiatives.     

Uncovering land tenure insecurities: tips for tenure responsive land-use planning in Ethiopia

Land-use planning, although a mechanism for development, can also generate insecurity during its implementation. This article argues that tenure security and land-use planning should not be implemented in isolation from each other. It posits that land-use planning – rather than restricting the security of people's tenure – has the potential to serve as a means of securing tenure. The article explores tenure (in)security elements in land-use planning as a crucial challenge in the urban town of Gelan Sidama Awash, Ethiopia. Using data collected through stakeholders’ interviews, it uncovers their tenure security challenges, and outlines a set of measures for enhancing tenure security through land-use planning.     

吉林省生态农村建设的思考

生态农村建设作为生态省建设的重要组成部分,对吉林省的持续发展有着重要的作用。从国务院以环函〔1999〕436号文批准吉林省为全国生态省建设试点至今已有十年时间,系统回顾生态农村建设情况对吉林省未来发展有着重要的现实意义。本文系统分析了吉林省生态农村建设的现状及存在的问题,提出了相应的对策。     

以科学发展观为指导深化高职教育改革与建设

本文总结了学校坚持以科学发展观为指导,在专业建设、课程改革、教学科研、实训基地建设、师资队伍建设、校园文化、校企合作等方面所进行的探索和取得的成绩。为今后的学校的建设和发展提供参考。     

Building the Rule of International Criminal Law: The Role of Judges and Prosecutors in the Apprehension of War Criminals

International criminal tribunals are weak institutions, especially since they do not have their own police forces to execute arrest warrants. Understandably then, much of the existing literature has focused exclusively on pressure from major powers and on changing domestic politics to explain the apprehension of suspected war criminals. In contrast, this article turns attention back to the tribunals themselves. I propose three ways in which the activities of international criminal tribunals impact compliance with arrest warrants: through the selection of individuals to indict, demonstrated leniency on some suspects and outreach to domestic legal professionals. Using a duration model that accounts for sample selection and data collected on the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda, I test these theories alongside other existing explanations. I find that court activities can have an independent effect on the successful implementation of international criminal law.

Environmental Stressors and Food Security in China

This article considers the immediate forces influencing China’s food system and food security. By immediate is meant events of the reform period, from the late 1970s to 2008. It begins by asking the question that has preoccupied specialists since the publication of Lester Brown’s Who Will Feed China? in 1995: How much arable land does China have? Is that land area sufficient to insure grain sufficiency? To insure food security? The article focuses on the human pressures on the food production environment, and then treats the effects of socioeconomic change: land, air, and water degradation. The core of the article examines six responses of the state to both perceived and actual environmental stressors: policy restricting arable land conversion, China’s one-child policy, investment in irrigation systems, the South–North Water Diversion Project, large-scale afforestation and reforestation campaigns, and the program to convert marginal agricultural lands to forests and grasslands.     

西部高校毕业生求职难度影响因素的实证研究——基于社会资本、人力资本与物质资本的比较研究及其交互效应

本研究旨在考察社会资本、人力资本与物质资本及其交互变量对高校毕业生求职难度的影响。实证分析发现:社会资本、人力资本与物质资本对高校毕业生职业获得难度存在显著的影响。在搜寻成本模型中,社会资本同人力资本的交互项对高校毕业生在求职过程中的搜寻成本存在正向影响,即社会资本欠缺者,可以通过提升人力资本以降低搜寻成本;在求职结果模型中,社会资本同人力资本的交互项对高校毕业生的最终求职结果存在负向影响,即社会资本欠缺者,可以通过提升人力资本以提高求职成功的概率,从而降低求职难度。     

中国-中亚新丝绸之路经济发展带构想

新丝绸之路交通走廊的初步建成,对进一步推进中国与中亚区域经济合作、实现新丝绸之路从“交通走廊”向“经济发展带”的转型提出了新要求、创造了新空间。新丝绸之路是实现经济快速增长和关联带动作用为目的的中国—中亚跨国带状经济合作体。目前,中国—中亚各国已进入经济快速增长期,新丝绸之路的交通走廊初步建成,经济发展带的资源、产业和城市等支撑条件现已初具规模。合作建设新丝绸之路经济发展带,将为中国和中亚国家更好地参与经济全球化,最大程度地化解全球化风险,实现民族经济健康发展提供机遇。
