警察形象的主体和客体、内在和外在、整体和局部、静态和动态关系,揭示了警察形象是多重逻辑关系的有机体系。把握和处理好以主体和客体为核心的多层次的警察形象关系,对于塑造良好警察形象,提升警察和公众的互动关系,构筑和谐社会具有重要的价值。

近年来,素有"文化千岛"美誉的贵州省,正面临着如何将民族民间文化之资源优势转化为产业优势的历史难题。因此,通过全面分析民族民间文化的特殊性及现行法律对该类文化保护中存在问题,进而进行有关民族民间文化资源法律保护,特别是知识产权制度安排的理论探讨,争取为贵州民族民间文化资源的整套法律保障体系的尽快建立建言献策,成为本文戮力而为的重要内容。     

Latin American ‘free-trade unionism’ and the cold War: an analysis based on educational policies

The political education of workers and their leaders was viewed as a strategic concern in the cold war period’s bipolar world. This article discusses how this issue was dealt with by Latin American reformist trade unions grouped together in the Inter-American Regional Organization of Workers (ORIT, for its Spanish acronym), analyzing the educational policies promoted by its Inter-American Institute for Labor Studies (IIES), focusing specifically on its educational program for trade union instructors. We argue that the nature of the education provided changed, shifting from a rationale based on explicit ideological confrontation to a more focalized technical type of training. We claim that this shift started in the early 1960s, when the Alliance for Progress was launched.     

Champions of the poor or “militant fighters for a better pay cheque”? Teacher unionism in Mexico and South Africa, 1979–2013

There are some fascinating historical parallels between Mexico’s giant teacher union, the Mexican National Education Union, and the South African Democratic Teachers Union. Although both teacher unions played an important role in challenging political oligarchies at certain points in their history, they became increasingly protectionist. Through their close affiliation to ruling parties, they were able to wield substantial political influence. In both of these cases, the unions played a controversial role in preventing central government surveillance and intervention in schools. Arguably, this often allowed not only for corruption in appointments and promotions, but also the protection of negligent teachers. There is some evidence to suggest that in protecting their sectional interests, both unions have frequently alienated parents and students at the community level. This paper addresses broader debates about the impact of powerful teacher unions on the quality of public schooling.

随着国有企业改革的深化和发展,基层党建工作面临着新问题、新挑战,必须不断认识和把握新时期党建工作的科学规律,创新党建工作理念、机制和方法,努力把党的政治优势转化成企业的发展优势,坚持"融入中心、进入管理、推动发展、促进和谐",夯实堡垒先锋作用,才能为企业的持续稳定发展提供坚强的组织保证。     

Building just community on a college campus

Three professors at a regional public university describe the goals, methods, and results of an experimental course in empowering a diverse group of students to build a more just community among themselves. Students critically examined theories of community and justice in relation to the social construction of difference, including their own experience as members of various social class, racial/ethnic, gender, sexual orientation, and ability groups. A six-hour diversity workshop designed by the National Coalition Building Institute and Arnold Mindell's principles of deep democracy were used to transform the class, increase group awareness, and model more authentic, generous interactions. Students then developed Action Research teams to plan and carry out a project to enhance the larger campus community. Faculty and students reported increased critical consciousness, empathy skills, empowerment, and a sense of community among students. Faculty concluded that it was necessary to focus specific attention on social injustice within the classroom and on campus, rather than "out there" in the world. Sharing our experience and responding to different needs of group members promotes learning, strengthens democracy, and humanizes us all.     

Yoga and restorative justice in prison: An experience of “response‐ability to harms”

Divisions within the contemporary restorative justice movement in the US often manifest in one state‐supported model: balanced and restorative justice (BARJ). Paul McCold, in this symposium frames the problem with BARJ as one of a corruption of restorative justice principles by its foundation in community justice. This article suggests that BARJ and McCold’s critique share a neglect of the transformative potential of restorative justice for realizing social and economic justice. Moreover, recent experience indicates that BARJ policy planning can take place in a way supportive of Social Equity Restorative Justice (SERJ). The time appears opportune for some peacemaking within the movement.     

中国学界对韩国经济—经营领域的研究现状、问题及展望

建交以来中国对韩国经济—经营研究发展迅速,这成为中国韩国学研究的重要部分。从中国知网数据库的统计分析当中可以发现,韩国经济—经营研究是中国学界较为关注的国别研究之一,其关注重点随着中韩经济发展经历了一个变化的过程。1992~1997年,相关研究对韩国经济的制度层面和大企业集团的关注很多,重点是对韩国经济发展经验的引进和借鉴。1998~2008年,中国学界对韩国经济—经营领域的研究进入全面深入发展阶段,对韩国工业经济的关注度明显提高,对韩国企业的经营管理也进行了更加详实的考察和分析。2009年以来,能源问题、文化产业问题、FTA问题、农业问题、宏观经济管理当中的公共政策问题等成为中国学界的关注重点。由于主客观因素的制约,中国学界对韩国经济—经营领域的研究存在基础研究不足、跟踪研究滞后和具体产业研究不深入等问题。目前,韩国在经济—经营方面依然有很多值得中国借鉴的经验,中韩经济关系发展也面临着新的问题,中国学界对韩国经济—经营领域的研究面临着新的机遇与课题。     

Is the Filipino Diaspora a Diaspora?

ABSTRACT:

Despite the widespread popularity of the discourse on diasporas since the 1980s, the recognition of a Filipino diaspora in the wider Anglophone scholarly world did not occur until the mid 2000s. A major factor for this recognition was the considerable number of scholarly works on Filipino Americans produced largely by Filipino American scholars who used diaspora as theoretical frame starting in the late 1990s. Grappling with the realities of the global migrations of Filipinos, the Philippine state and Filipinos in the Philippines and in other parts of the world also began to deploy the diaspora discourse. This article analyzes the ways in which the discursive fields in the US and in the Philippines have converged or diverged. Although diaspora can be a problematic concept, the author examines methodological issues that focus not so much on identities but on the imagined and constructed collectivity within which the putative diasporan identity of Filipinos is embedded. Without reducing diaspora to a reifying checklist, the author explores the Filipino diaspora discourse along these five dimensions: (a) population dispersal from an original homeland, real or imagined; (b) a process of diasporization; (c) ongoing relationship with the homeland, nurtured by collective memory or mythology; (d) idealization of return to the homeland; and (e) self-awareness or collective consciousness that is intergenerational and interrelated to coethnics and compatriots within the diaspora.     

略谈派出所的刑事照相技术手段建设

刑事照相是公安机关办理刑事案件过程中不可缺少的常用技术手段,派出所要独立承担一些刑事案件的查破任务,应该搞好这一技术手段的建设。但从凉山州的调查来看,派出所在这方面还很落后,影响了办案质量。建议加强派出所刑事照相人才的培养和设备建设,建立健全有关激励机制,尽快强化派出所刑事照相技术手段的建设。
