从团队建设看北京奥运志愿者的有效管理

奥运会是当今世界最盛大的社会文化现象,在其中扮演着重要角色的志愿者是奥林匹克运动的基石,是奥运会真正的形象大使.但在实际工作中,由于管理制度的不完善,使得志愿者在服务过程中出现了很多遗憾.在北京2008年奥运志愿者培训与管理工作中,团队组织构建具有重要的意义,能够加强志愿者之间的沟通,开展朋辈教育,完善激励和保留机制,促进志愿服务质量的提高.     

云南省警务实战教官建设存在问题及对策

我省警务实战教官建设存在的问题有,教官数量少,适应不了教育训练任务的需要;素质不高,承担不了高水平的教学训练任务;进修机会少,业务能力提高慢;欠缺合理的安排进修机制,收效欠佳;教官得不到重视,建设缺乏动力。对策是,转变观念,充分认识加强警务实战教官建设的重要意义;健全制度,用制度来推动警务实战教官队伍建设;加强交流,确保警务实战教官全面发展;加大培训,促进警务实战教官知识的不断更新;统筹安排,保证警务实战教官培训收到实效;完善考核机制,全面提高教官的综合素质。     

社会资本对农民工信任流入地政府的影响研究

农民工已然成为我国城市建设和经济发展的中坚力量,但由于户籍制度和城乡二元体制的影响,他们无法得到城市、农村两地政府的有效服务和管理,导致他们对政府的信任感偏低。本文利用西安交通大学人口与发展研究所2008年12月在陕西省X市LH区对农民工进行实地调查所获得的数据,以政府信任理论和社会资本理论作为理论基础,对西部农民工信任流入地政府现状及影响因素进行研究。研究结果发现,高素质、年轻一代的农民工对流入地政府的信任感低;社会资本越丰富的农民工越信任流入地政府;政治活动参与意愿越强、社会经济地位越高的农民工则越不信任流入地政府。     

Apoliteic music: Neo-Folk,Martial Industrial and ‘metapolitical fascism’

ABSTRACT

Shekhovtsov suggests that there are two types of radical right-wing music that are cultural reflections of the two different political strategies that fascism was forced to adopt in the ‘hostile’ conditions of the post-war period. While White Noise music is explicitly designed to inspire racially or politically motivated violence and is seen as part and parcel of the revolutionary ultra-nationalist subculture, he suggests that ‘metapolitical fascism’ has its own cultural reflection in the domain of sound, namely, apoliteic music. This is a type of music whose ideological message contains obvious or veiled references to the core elements of fascism but is simultaneously detached from any practical attempts to realize these elements through political activity. Apoliteic music neither promotes outright violence nor is publicly related to the activities of radical right-wing political organizations or parties. Nor can it be seen as a means of direct recruitment to any political tendency. Shekhovtsov's article focuses on this type of music, and the thesis is tested by examining bands and artists that work in such musical genres as Neo-Folk and Martial Industrial, whose roots lie in cultural revolutionary and national folk traditions.     

我国外商投资产业指导政策价值评析——以国际私法为视角

我国外商投资政策主要体现为2001年的《指导外商投资方向规定》、2007年的《新外商投资产业指导目录》以及2010年的《关于进一步做好利用外资工作的若干意见》.通过一宗典型涉澳案例导引出我国对外商投资产业政策的反思,继而对三种外商投资产业政策加以比较,并以稀土产业和机械工业为例分析了我国的外商投资产业政策的意义.最后,从国际私法角度审视了我国的外商投资产业指导政策的价值.     

Innovation in Communication and Media Studies: Reflections from South African Academics

Abstract

This article discusses the possibility of a discipline of communication and media studies that is innovative, pluralistic and open in ways that conduce to development. Based on a set of in-depth interviews with a select group of South African communication and media studies scholars, the article discusses critically how, and if, communication and media studies as a field is innovative. Innovation here talks to a discipline that is imaginatively open to a myriad of different, diverse and divergent contributions relevant to the human endeavour of understanding the world in ways that better humanity. In doing this, the authors critically explore how the discipline is perceived variously by the scholars interviewed as enabling, encompassing and embodying innovation in research, teaching, curricula, theory, methodology, resourcing, and community outreach. As such the article addresses a span of issues that either support or inhibit innovation.     

工伤赔偿与民事侵权赔偿的关系——从司法审判的角度审视

现代工业社会,工伤是经常发生的侵害劳动者权益的问题。工伤赔偿与民事赔偿请求权竞合时给司法审判带来了困难。理性处理二者的关系是和谐社会的必然要求。未来工伤保险立法必须对工伤保险赔偿与民事侵权赔偿之间的适用关系做出明确的界定,应根据工伤发生的原因而适用不同的处理模式。     

论出入境边检机关的“和谐警营”建设

出入境边检机关的“和谐警营”建设,应当放到建设社会主义和谐社会的背景下来考虑,坚持全面协调可持续发展的思路,解决边检体制、法制和工作机制问题,解决边检机关在提高服务水平过程中由“管理者”到“服务者”的职能转变问题。同时,在队伍建设方面,应当努力做到队伍的管理思路与时代精神相适应,队伍职业素质与出入境形势发展的要求相适应。     

网络传播对青年民警思想政治工作影响的新思考

网络正在以巨大的信息容量和快速同步的传幅方式对社会、经济、政治、文化等诸多领域造成影响。网络具有散布性、全球性、开放性、即时性、综合性等特点,也给新时期青年民警思政工作带来难得的机遇和严峻的挑战。利用网络的特性,以“网络政工”为触手,发挥技术优势,采用灵活多样的手段,可以提高青年民警政治思想工作的科技含量。遵从网络发展客观规律,从科技化、信息化和建立现代队伍管理制度的高度出发,以建设精干、高效政工队伍为理念,可以造就出符合时代特点的新型政工网络。
