中国的社区与社区警务——兼论中国社区警务建设中的若干问题

对于中国社区警务,比较一致的共识是：中国社区警务的定位偏重于警务发展战略和警务方式;各级公安机关对实行社区警务战略的重视程度可谓前所未有,即大量理论上的研究和警务运作上的人、财、物投入;中国社区警务发展战略基本成型的标志是2002年3月的杭州会议。社区警务在不断地被付诸实践的同时,效果也因不同的地区而异,一些做法有待于深入研究和实践中完善,主要包括社区警务的协调发展、社区警务的考核、社区警务中的公众参与和警务手段的科技化等问题。     

警务英语中跨文化交际探究

培养警察跨文化交际能力是警务英语教学中必不可少的一环。语言和文化密切相关,警务英语交际广泛体现了语言的文化意蕴、语言使用的“得体性”以及因文化差异引起的理解障碍。在警务英语教学中,文化导入语言教学具有实际意义,需要在建构主义理论指导下培养学员的跨文化交际能力。     

贯彻“三力”发展思路 推动“三大警务”建设——闵行公安工作的思考与实践

社会治安的显著变化要求公安工作必须有所突破,面临严峻复杂的形势,闵行公安工作存在诸多不适应,因此,谋求内涵式发展和警力的无增长改善成为分局的现实选择。民力、科技力和战斗力是拉动闵行公安工作新发展的“三驾马车”,构成了闵行警务工作的“经线”,“三大警务”是适应闵行特点的现代警务机制建设的重要组成部分,构成了闵行公安工作的“纬线”。     

Can you keep a secret? Introducing the RT-based Concealed Information Test to children

The present study validates a novel version of the Reaction time-based Concealed Information Test (RT-CIT) adapted for young children (7–10 years). Their ability to deny the possession of relevant information was related to individual differences in intelligence, processing speed, executive functioning and affective problems. The comparison between the knowledgeable group of children (N = 84) who took part in a mock surprise scenario and the unknowledgeable group (N = 78) indicated that by early school-age the RT-CIT can be considered a relatively reliable diagnostic tool for detecting concealed information. We found evidence indicating that executive functions are predictors of children's proficiency in concealing information; however, the specific interrelations were complex (children with lower inhibition and spatial working memory, but with better shifting performance were easier to detect as possessing concealed information). Finally, we found limited evidence for a substantial association between parent-reported emotional problems and children's proficiency in concealing information. This investigation has practical implications for the development of rigorous protocols to detect children's concealed knowledge within legal environments.     

Patrolling Public Schools: The Impact of Funding for School Police on Student Discipline and Long‐term Education Outcomes

As police officers have become increasingly common in U.S. public schools, their role in school discipline has often expanded. While there is growing public debate about the consequences of police presence in schools, there is scant evidence of the impact of police on student discipline and academic outcomes. This paper provides the first quasi‐experimental estimate of funding for school police on student outcomes, leveraging variation in federal Community Oriented Policing Services (COPS) grants. Exploiting detailed data on over 2.5 million students in Texas, I find that federal grants for police in schools increase middle school discipline rates by 6 percent. The rise in discipline is driven by sanctions for low‐level offenses or school code of conduct violations. Further, I find that Black students experience the largest increases in discipline. I also find that exposure to a three‐year federal grant for school police is associated with a 2.5 percent decrease in high school graduation rates and a 4 percent decrease in college enrollment rates.     

作为劳动基准的个人信息保护

劳动者的个人信息保护问题存在特殊之处,具体表现为资强劳弱和人格从属性背景下知情同意规则的失灵、工作数字化后劳动者被透视和被操控的风险、有组织生产的合作关系中个人信息处理的需要,因此不能完全适用《个人信息保护法》的一般规则。劳动基准法已经纳入立法规划,在其中就劳动者个人信息保护做专门规定,这是对数字时代人权保护新挑战的回应,对于其他劳动基准的实现也有重要意义。在劳动关系中仅遵循私法路径不足以保护个人信息,还需要配备公权力保障,劳动基准法的双重保护机制也契合了这一需求。作为劳动关系中保护个人信息的特别法,劳动基准法的相应条款应该考虑如何对一般规则进行调整,包括限制知情同意规则的适用,满足人力资源管理的正当需求,修改删除权、可携带权和自动化决策条款,协调主管机构、救济方式和法律责任。由于"必需"是一个语境依赖型概念,将来还应该通过配套文件来规制工作场所的视频监控等典型的应用场景。

GPS武装巡逻车在实战中具有定位准、反应快、联动便捷、适应性强等优势,自上海公安机关引进运用以来,其威力日益显现.为最大限度地发挥GPS武装巡逻车的优势,长宁公安分局自建立之初即积极摸索,并初步实现了指挥"垂直化"、管理"集约化"的工作模式,已在实战中体现出现率高、管事率高、抓捕率高的"三高"优势,较好地弥补了传统巡逻警务模式的缺陷和不足.     

现代警务机制下具有"短、平、快"特点的教育培训模式的构建

构建上海现代警务机制,是当前和今后一个时期上海公安工作必须一以贯之的工作主线.在现代警务机制框架下和现有公安教育培训成果的基础上,我们必须不断探索与改进教育培训工作的方式方法,着力从机制上寻求突破,致力于建立常态、长效的教育培训机制,以建构具有时代特征、上海特点、公安特色的,与现代警务机制相适应的具有"短、平、快"特点的教育培训模式.
