Status and emotions in Russian foreign policy

The importance of status concerns on Russia's foreign policy agenda has been increasingly observed. This preoccupation with status is particularly visible in Russia's relations with the West. Although strong claims about status in Russian foreign policy are frequently made in public and private by researchers, journalists, politicians, diplomats and other commentators, such claims often lack any closer theoretical or empirical justification. The aim of this introductory article is, therefore, to outline the basic components that form the research agenda on status. Status, if properly examined, helps us understand not only Russian foreign policy, put also present-day international politics and its transformation in a broader sense.In a first part, we identify the theoretical voids concerning the study of international status. In a second part we outline the drivers and logic of status concerns, considering in particular identity theories, psychological approaches and existing research regarding emotions. The presented research agenda on status, derived from International Relations and related theories, provides a well-structured tool-box for investigating the link between status, identity and emotions in Russian foreign policy vis-à-vis the West. In a third part we present the key questions rose by the contributors to this Special Issue and summarize their main findings.     

依法治国背景下新疆生产建设兵团的法治化研究

我国西北多民族地区的稳定与安全问题一直是中央政权面临的治理难题。成立新疆生产建设兵团正是中国共产党总结历史上屯垦戍边传统与革命根据地建设经验而创造的应对之策。开国元勋的政治指示、党中央的政策领导与兵团的政治功用构成了其存在的正当性基础,但在依法治国成为我国治国理政基本纲领的今天,兵团法律依据缺失、法律地位不明成为阻碍兵团继续存在与发展的瓶颈。为应对屯垦戍边的客观发展规律与适应我国当前的政治、经济体制改革走向,建议全国人大制定《新疆生产建设兵团法》,以明确兵团党政军企四位一体的特殊政权性质和相应的职责权限,理顺兵团的对内对外法律关系。     

“What works” with mentally disordered offenders

Treatment and rehabilitation of mentally disordered offenders has traditionally been a function of high security hospitals, but is increasingly based in community settings. Evidence for the effectiveness of psychological interventions remains scarce, and for secure hospitals, is limited to demonstrations of short-term effects using a conventional range of behavioural and cognitive–behavioural procedures. Some findings support the use of directive community programmes in meeting the needs of public safety and improved reintegration of the individual. Long-term services are required, and more complex psychological contributions are needed to meet the multiple needs of this client group.     

Violence Prevention

Abstract

Violence prevention requires a broad focus. Several multimedia-enhanced, psychological education courses that are capable of Internet delivery have been developed at Arizona State University and at KnowConfhct, LLC. These interactive interventions have evolved from earlier work on simulations and computer-based learning; however, they incorporate recent technological advances and current psychological research in areas such as differential diagnosis, observational learning, and cognitive restructuring. They specifically address changing the irrational beliefs that mediate low self-esteem and occupational stereotyping, educating parents on practices affecting the career outcomes of their children, and altering attributions relevant to academic motivation and performance. Although all of these psychological education curricula are relevant to violence prevention, and all have been subjected to continuing conceptual and empirical scrutiny, the most recent project deals directly with enhancing the conflict management skills of our nation's youth.

人的联合既是基于承认的欲望,也是承认的实现形式,从而是自由本身;相互承认是公民联合的机制和形式,公民身份则是落实、体现人的联合及其相互承认的枢机,而一以法权体制笼统之,法权即自由。法权秩序的人性基础体现为"最初之人"与"最后之人"的预设,而昭示了不同文化、政治共同体的自我政治-道德理解,展现了它们对于人世生活与人间秩序的可欲图景的不同憧憬。
