The integrated system of political–economic relations that has prevailed in the Pacific since the September 1951 treaty of peace with Japan, known here as the San Francisco System, is distinctive in comparison with subregional systems elsewhere in the world. This paper outlines key defining features, such as (1) a dense network of bilateral alliances; (2) an absence of multilateral security structures; (3) strong asymmetry in alliance relations, both in security and economics; (4) special precedence to Japan; and (5) liberal trade access to American markets, coupled with relatively limited development assistance. After contrasting this system to analogous arrangements elsewhere, especially in the Atlantic, it explores both the origins and the prognosis of this remarkably durable political–economic entity. Complementary domestic political–economic interests on both sides of the Pacific, reinforcing a brilliant original Japan-centric design by John Foster Dulles, account for persistence, it is argued, while forces for change center on the dynamic emerging role of China.  相似文献

STAR METRICS is a data platform that is being voluntarily and collaboratively developed by U.S. federal science agencies and research institutions to describe investments in science and their results. It initially emerged as a result of reporting requirements associated with the 2009 American Recovery and Reinvestment Act; it has developed in response to a recognized need to begin to systematically document federal investments in science and their immediate and long‐term results. The eventual goal is to draw information from existing data on scientific and economic activities as well as from research institutions' and federal science agencies' systems to provide data that can be used for a more scientific analysis of science investments and their outcomes.  相似文献

This article analyses the liquidation process, challenging the much repeated proposition that secured claimants 'stand outside' liquidation. It is argued that this proposition (i) is a product of a misunderstanding of the dual duality in the nature of liquidation proceedings, in that, in principle, they serve both public and private functions, and they further the interests of both secured and unsecured creditors; (ii) overlooks how secured creditors benefit from liquidation, and also how unsecured creditors have a real interest in the proper administration of their debtor's encumbered assets; (iii) mistakes the secured creditor's choice in usually being able to gain immunity from the liquidation process, for a compulsion to stand exiled from this process; (iv) is incorrect as a matter of history and practice; and (v) is rendered unsustainable by the statutory text. It concludes that secured creditors have never 'stood outside' liquidation, that liquidation is an important tool for the protection of their interests, and that it is right to require floating charge holders to pay their fair share of liquidation expenses.  相似文献

SUMMARY

The concept of citizenship is a central, necessary, and defining feature of youth civic engagement. Any effort to educate young people for citizenship entails an implicit idea of what a “good citizen” is. There are a number of different and sometimes competing versions of what is a “good citizen.” This chapter reviews “standard” accounts of citizenship in political theory and offers lived citizen as a critical expansion and bridging dimension to current discourses of citizenship. We develop this idea through our readings of the three initiatives in conversation with the writing of Hannah Arendt and John Dewey. Our reading of Arendt and Dewey provides a grounded, embodied, and fluid understanding of the relationship between doing citizen activities (PA, YIG, YSC), becoming citizen (learning through interaction), and being citizen.  相似文献
