This article reports on the perceived relationship between leadership effectiveness and the emotional competencies of managers in the public sector, and the impact of this relationship on service delivery. In the light of continual protests over government’s poor service delivery to the public, doubts are raised about the leadership effectiveness of public officials. Research has identified the leadership effectiveness of managers in the public service as crucial for quality service delivery. Industrial psychologists have also identified leadership effectiveness and emotional competencies as important ingredients for success in organizations. This is due to the facts that effectiveness and efficiency can be attained only if an appropriate leadership style and manager’s emotional competencies or abilities are in place. Findings from the research indicate that currently managers in the public sector possess insufficient emotional competencies to subdue emotional outbursts and achieve effective leadership. Based on the findings and the literature, the conclusion is that it is imperative for managers of public entities to acquire effective leadership skills and become emotionally competent. Relevant training and interventions, and a comprehensive management recruitment process, should be put in place. 相似文献

ourselves as more than we really are. Our scientists are right that religious cruelty has often been the product of our manly
inclination to exaggerate our personal importance. Our scientists, however, characteristically forget that we also have the
abstract and idealistic ability to imagine ourselves as less than we really are. Surely their theoretical manliness or proud
self-transcendence is also unrealistically self-confident, and it can even produce its own forms of “dehumanizing” cruelty.
In spite of our scientists’ criticisms, the truth will always be known by a particular person, and any realistic account of
all we can know must include room for persons.

For well over a decade, the European Union (EU) has proclaimed its leadership role in global environmental governance (GEG).
In this article, we examine both the nature of its leadership and the underlying conditions for ‘actorness’ upon which leadership
must depend. The EU’s record in the global conferences as well as its influence on the reform of the Commission on Sustainable
Development (CSD) and the United Nations Environment Programme (UNEP) are also investigated. We argue that the EU has frequently
sought to shape international environmental negotiations and promote sustainable development as an organising principle of
global governance. Despite its inadequate status at the UN and internal problems, it has had a significant effect on the global
agenda. However, due to persistent diplomatic opposition from other coalitions, its real, directly visible influence has been
more modest. For genuine directional leadership, which goes beyond the defence of self-interest, the Union will have to make
internal policy coherence a greater priority. Moreover, apart from relying solely on its weighty presence in the international
system or its potential capabilities, the EU needs to achieve a high level of credibility in order to enhance its powers of
persuasion.
