浅论高科技警用装备在道口安检工作中的现实意义与发展对策

大力推进道口安检警用装备的现代化和高科技化，对进一步提升道口安检能力与加强检查站的规范化建设具有十分重要的现实意义。因此，公安机关应当探索和完善高科技警用装备在安检实践中的推广应用。     

Projective risk variables in early adolescence and subsequent disinhibitory psychopathology

The objective was to examine early adolescent projective risk indicators for the development of antisocial behaviour as related to adult personality traits, psychopathy, and violent behaviour over the life span. Assessment data included Rorschach (Rr) ratings (at age 11-14 years), personality inventories (EPQ-I and KSP scales), and a shortened Psychopathy Check List (PCL) (administered at age 32-40 years), obtained from a group of 199 male subjects; and smoking habits (at age 36-44 years) obtained from 125 of those subjects. Results, controlled for intelligence, indicated that the high and very high risk groups, as determined by level of total Rr risk scores, were (1) significantly higher on self-rated IVE Impulsiveness, the anxiety-related KSP Muscular Tension, and nonconformity traits, as compared to the low Rr risk group--the very high risk group also scoring significantly higher on the EPQ Psychoticism scale, related to aggressiveness and cruelty; (2) higher on clinically rated PCL total sum and factor scores; and (3) they were overrepresented among Ss with subsequent violent offence, and Ss with heavy smoking habits. The results are discussed in terms of the possible usefulness of psychodynamic oriented cognitive-emotional indicators in the search for underlying mechanisms in the development of disinhibitory psychopathology.     

The ‘Othering’ of ‘Red Ed’, or How the Daily Mail ‘Framed’ the British Labour Leader

This article takes as its starting point the attack on the late Ralph Miliband, the left‐wing intellectual and father of the current Labour leader Ed Miliband, by the Daily Mail in late 2013. It argues that this attack was a response by the Mail to its failed campaign to dub the Labour leader ‘Red Ed’. The article demonstrates that ever since Miliband won the Labour leadership in 2009, the Mail has sought to ‘other’ him by presenting him as ‘alien’—this by constant references to his Jewish background, his upbringing in a wealthy North London intellectual milieu, his supposed extreme left‐wing views and his ineffable ‘oddness’—at least, an oddness as characterised by the newspaper. The paper will conclude by asking why the Daily Mail's ‘Red Ed’ moniker failed to catch on, while noting that their ‘Odd Ed’ moniker seems to have had more resonance.

近代中国立宪主义思潮的演进——从“五五宪草”到“期成宪草”

1936年《中华民国宪法草案》(“五五宪草”)公布后遭到社会各阶层的广泛批评。作为抗战时期第一次宪政运动唯一成果的“期成宪草”,则是对“五五宪草”所作的一次大手术,是国民参政会宪政期成会同人在孙中山五权宪法学说的话语体系下借鉴西方分权政体的某些制衡因素的杰作,标志着在那个特定时代中国立宪主义思潮的艰难演进。     

我国再审制度的渊源、弊端及完善建议

探寻我国再审程序的制度渊源 ,有利于总结过去 ,展示未来。现行再审制度在再审程序的启动、时限、再审理由设置 ,以及再审管辖等诸多方面存在弊端 ,亟需改革。应该以总体建立有限再审的法律制度模式 ,以关注当事人申诉权为重点 ,并注意借鉴两大法系现行合理的相关制度 ,认真构建再审之诉。     

英国《1985年通信截收法》：立法背景、制度架构及当代命运

通信截收是英国侦查机构和情报机构长期适用的高效秘密侦查手段，但却缺乏起码的法律依据。1984年．欧洲人权法院就Malone v．the United Kingdom一案所作的判决对推进英国通信截收的立法进程．促使英国《1985年通信截收法》的出台起到了巨大的推动作用。《1985年通信截收法》的内容涉及通信截收之禁止；通信截收许可证的范围、签发、期间及其修正；隐私之保护；通信截收的法律监督及其违法通信截收的救济渠道等等。由于历史的局限性，英国（（1985年通信截收法》存在不少缺陷，《2000年侦查权规制法》最终取而代之，从而使英国的通信截收制度更加完备和发达。     

俄罗斯的秘密侦查制度

俄罗斯的秘密侦查长期以来没有法律规范,导致公民权益时常受到侵犯,为了落实与体现1993年俄罗斯新宪法规范的精神,以及协调打击犯罪与人权保障之间的关系,2002年5月29日,俄罗斯国家杜马对《俄罗斯联邦刑事诉讼法典》作了20多次修订和增补。其中第58号法律增订了第185条第2款、第186条,终于规定了邮件检查和司法监听这两种秘密侦查制度。从此以后俄罗斯执法机构实施邮件检查与司法监听等秘密侦查行为开始具备了法律上的依据。俄罗斯秘密侦查立法的特色是：构建了秘密侦查的程序性制裁机制;加强了司法审查机制对秘密侦查的控制力度。     

制约公安"打防"工作落实的若干因素初探

在目前的公安工作实践中,公安"打击与防范"工作在某种程度上并未得到正确的落实,存在着"重打击,轻防范"的问题.对制约公安"打防"工作正确落实的公安基层现状、公安后勤保障、长效机制和绩效考核机制等相关因素进行分析研究,对于公安理论与实践均具有十分重要的现实意义.
