Abstract

This paper concerns the process of power at the periphery of state bureaucracy with a focus on township governments and their land development projects in the last two decades. I argue that townships at the bottom of the state bureaucracy operate like power brokers between the state and the village. When dealing with the formal party–state system above them, the township's delegated power is highly uncertain. Townships choose to maneuver in the unspecified legal and administrative zone to bypass the scrutiny of the supervising government. When it comes to the village below them, the township's power is under-defined, and therefore can be stretched to intensify and centralize the grips over village resources and land. In both cases, township officials strategize to maximize their control of village land and profit from the booming land-lease market in China's fast industrializing and urbanizing areas. Townships' land deals reflect the general power process of decentralization. Their brokerage of power corresponds directly with that of property rights in post-reform China.  相似文献

While seemingly straightforward, the boundaries of ownership can be confusing. Take the front lawn, for instance. Some local ordinances prohibit such things as parking on one's front lawn or displaying celebratory storks, “For Sale” signs, or political displays out of concern for the neighbours. However, what happens when the front lawn is taken over by an unstoppable lava flow? On the Big Island of Hawai'i, countless front lawns are now vast expanses of hardened black lava. These lawns exist now under changed jurisdiction as legal spaces. No longer are these lava-ed lawns now simply purely private property as state authorities now control the area. On front lawns with or without lava, the notion of ownership is confused by two competing rights: the rights of those who inhabit the property versus the rights of those who view the property. Here, the context of rights expands traditional claims and lines of ownership according to the activity of spectaclizing. This paper will examine the tension of ownership and pursuant competing rights that challenge the construction of traditional boundaries and their enforcement within the framework of the semiotics of space. In this paper, the semiotics of space found in front lawns challenges the standard faculties of law to remedy conflicting rights.  相似文献

Abstract

The global South, as the collective for the peripheries of mainstream development is known, is often regarded as merely a beneficiary of Northern-borne notions in the field of organisational communication. The problem is that the Southern context and circumstance do not always mirror those of the North, meaning that these dominant, revered theories are not necessarily applicable. One Southern context is that of the South African mining and construction industries, which is seen as notoriously dangerous, plagued by various obstacles to internal organisational communication (such as illiteracy and diversity), and what Le Roux and Naudé (2009, 29) refer to as ‘historical baggage’. The research question of this article is whether congenital Northern communication theories can be adequately incorporated into the unique global South, in order to fulfil the important task of communicating safety information to employees. The article explores the appropriate implementation of the principles of the excellence theory, the stakeholder theory as well as the relationship management theory, and the research methodology includes interviews, focus groups and quantitative questionnaires at two organisations. The result of the empirical research is the amalgamation and reworking of these theories’ principles into a model for internal safety communication applicable to the South.  相似文献

Abstract

This article argues that the personal influence model (PIM) be used strategically to resolve conflicts and social crises in Africa. It presents PIM as a complementary, analytic discourse to participatory communication, a development paradigm commonly used globally in a variety of social programs. That discourse, as a framework for theory building, is grounded in Africa's emerging and enduring realities: (a) the growing interest of the international community to assist Africa to meet the U.N. Millennium Development Goals, whose focus is to reduce extreme poverty by 2015; (b) the ephemeral nature of Africa's political and social stability that necessitates reducing fear, improving community security, nurturing public trust, and building inter-group relationships, all as preconditions for attaining social development, and for using a community-agency- contracts-partnerships approach to deliver development services; and (c) the palpable congruence of PIM with Africa's extensive social networks, which are typically used as communication tools for social development. Those realities guide four propositions that serve as a heuristic template for testing and refining the participatory approach, thereby guiding theory building in participatory communication in African communities. That template identifies an expansive three-concept research agenda – culture, community governance and rule of law, and economic freedom – that raises questions, defines concepts, measures key variables, and assesses outcomes.  相似文献

Abstract

One of the central elements in a sustainable democracy is an informed and independent voters’ corps who is knowledgeable regarding democratic values and the policies of different parties, and who participates in democracy. The literature suggests that voters who are more heavy media users are also more politically knowledgeable. It follows that the media have an important informational role in a democracy. Against this background, the media usage patterns, media usage perceptions and political knowledge of the students of the North-West University on the Potchefstroom, Mafikeng and Vaal Triangle campuses were investigated during May 2009. This was done in the form of a quantitative survey that allowed students to report their real perceptions, experiences and knowledge levels. Questionnaires were administered in a self-administered style to avoid interviewer bias and to increase truthful self-reporting. Trained field workers used certain guidelines to ensure that the sample was representative of NWU students. The study found that students on all three campuses had poor levels of political knowledge. It was furthermore established that they were light users of media and did not often engage in political discussions with peers. On all three campuses, for political information television was the preferred medium, followed by radio. Although there were only weak correlations, it would seem that the students who were heavier users of media, were also more politically knowledgeable.  相似文献

ABSTRACT

Hizb ut-Tahrir is a transnational movement that currently finds support among young Muslims in Central Asia and Western Europe. It presents a complex challenge to both Western and Muslim governments because it calls for the unification of all Muslim countries into a single Caliphate but has consistently rejected violence as a tool of political change. In this paper we focus on Hizb ut-Tahrir in Uzbekistan, a country that is a key U.S. ally in the war on terrorism. Drawing on extensive fieldwork in Central Asia, we find that social movement theories (resource mobilization theory, political opportunities theory, framing theory) cannot explain why Hizb ut-Tahrir has remained opposed to violence under the same circumstances in which the Islamic Movement of Uzbekistan, the other important radical Islamic group in the region, has embraced violence. We suggest that ideology is crucial for understanding why Hizb ut-Tahrir remains peaceful, and consider several scenarios in which the group might reconsider its ideology and turn to terrorism.  相似文献

Although news is a social construction that narrates events in the world by assimilating them to existing cultural categories, there are many cultural categories from which to choose. How do journalists determine whether an event calls for a melodramatic frame or an ironic frame or some other narrative convention? Reviewing two recent studies—of news coverage of 9/11 and news coverage in the early 1990s of an accidental killing of a Japanese exchange student in New Orleans—this article argues that the character of “the events themselves” helps limit what narrative frames journalists select.  相似文献

ABSTRACT

Statistical software applications are increasingly used to measure student engagement in the classroom. However, more work remains to be done to clarify how meaning is created and measured in classroom settings. With the growing use of technology in the classroom, students’ peer review has become a standard practice to improve students’ writing skills. This article examines the use of an open-source R software application based on Peirce’s sign theory to analyze students’ peer-review comments. Peer review is the assessment of student or professional work by others. The importance of open-source R as a platform lies in the fact that users can extend its code without having to ask permission. The results suggest a new approach, based on computational and social semiotics, to the assessment of students’ peer-review comments in higher education.  相似文献

This article explores IVIark Frost and David Lynch's television series Twin Peaks from the perspective of the two dominant world-views it dramatized. The world-view based in bourgeois myth can be described as employing significations that are always present in naturally and mythically transcendent terms. The other world-view is generated by media poetry, which is a virtual mode of signification that re-mediates linguistic/audio/visual phenomena with contingent capacities for meaning. That generative potential for signification is an aspect of all media use, but media poetry specifically highlights and exploits the capacity of new multi-media to enhance “poetic” possibilities for meaning-making. This may occur through either the actual use of virtual media, through a critical ambiguity with regard to official ideologies and formal/generic con-straints, or through thematic content that destabilizes fixed meanings/representations and entertains possibilities for alternative significations. The article makes the case that the adolescent characters in the show specifically embody the productive world-view inherent in media poetry, and the “poetic” challenges they present to adult, mythic society allow for the continual re-mediation of any and all bourgeois myths. Those adolescents, especially Laura Palmer, embody cultural meanings that refuse ideological codification; that is, that can still become. Twin Peaks, as the article demonstrates, is a striking example of media poetry since it was aired on prime-time network television; it still deserves attention for the stunning ways it remediated the mythic nature of American, middle-class society.  相似文献
