An American specialist on Russian economic law and managerial behavior examines the means by which enterprise directors cope with non-payments. Analysis is based primarily on evidence from six in-depth case studies of industrial enterprises in Moscow, Saratov, and Yekaterinburg. On-site observation of managerial routines complements intensive interviews with a range of managerial personnel and examination of sales contracts and other documentary records. The author identifies three basic patterns of adaptation to the threat of insolvency, the factors that explain the managers' behavioral choices, and the implications of these changes for the broader banking, inter-enterprise, and legal systems. 相似文献

The furore that greeted news that negotiations were to start on a transatlantic free trade agreement revealed not only the potential importance of any putative deal, but also the tendency of Europeans to view international politics almost uniquely in economic terms. This neglect of security and broader geostrategic issues is short-sighted and dangerous. It is precisely the liberal world order in place since the Second World War that has allowed Europeans to develop their economic potential. Leaving it to the United States to preserve that order is an increasingly problematic strategy, with the US ever more reluctant to police the world in the way it once did. The US has, for many years, asked its partners to contribute more to the preservation of common security interests. Given the failure of these attempts to date, it might be time for Washington to resort to tougher tactics in an attempt to entice Europeans out of their geostrategic retirement. 相似文献

Fifteen years ago, the European Union (EU) launched a Common European Security and Defence Policy (CSDP). Since then, the CSDP has been the focus of a growing body of political and scholarly evaluations. While most commentators have acknowledged shortfalls in European military capabilities, many remain cautiously optimistic about the CSDP’s future. This article uses economic alliance theory to explain why EU member states have failed, so far, to create a potent common defence policy and to evaluate the policy’s future prospects. It demonstrates, through theoretical, case study-based and statistical analysis, that CSDP is more prone to collective action problems than relevant institutional alternatives, and concludes that the best option for Europeans is to refocus attention fully on cooperation within a NATO framework. 相似文献

Abstract Within the next few years, NATO will need to make a collective decision about the future of US tactical nuclear weapons (TNW) in Europe. While opinion about the value of these weapons is not as split as conventional wisdom might suggest, and while NATO will remain a nuclear alliance irrespective of this decision, balancing politics and strategy looks likely to be a difficult task. This decision is made far more complex by the determination of NATO officials to link the withdrawal of these weapons to reciprocal reductions in Russian TNW in Europe, and by the possibility of substituting the key strategic and political link they provide with a ballistic missile defense (BMD) system. This article shows how we have arrived at this position, highlights the potential benefits to NATO Europe of BMD, and considers the key questions that the Alliance will face in achieving this. Ultimately, this article shows how the future of TNW in Europe is likely to be linked to whether NATO values arms cuts with Russia, or the deployment of missile defenses, as its central priority. 相似文献

Abstract The article asks what the evolution of NATO–Swedish relations signifies for the understanding of the evolution of security communities. Given the astonishing evolution of NATO and Sweden as a community of practise, it is logical to imagine the two as forming part of the same security community. It could then be argued that common practise can bring about new security communities rather hastily. Analysing NATO's and Sweden's recent discourses on security, the author identifies a significant gap between a principally realist and a predominantly idealist discourse that indicates that the two parties do not share key characteristics of a security community – identities, values and meanings. However, if Libya is the case of the future, the discursive differences may fade and Sweden could more easily pursue its journey towards inclusion in NATO, not as a member of an Alliance, but as a member of NATO as a security community. 相似文献

Organizing international armaments cooperation: institutional design and path dependencies in Europe

Abstract Few issues are more important to scholars of Europe's emergence as a foreign policy actor than whether the European Union (EU) can forge a common defense-industrial policy out of 27 states' procurement policies and defense industries. Overlooked in most scholarly analyses of European defense-industrial cooperation, the story of Europe's international armaments organizations stretches back more than six decades. In this article, we examine the impact of past institutional outcomes on the defense-industrial field by applying the concepts and analytic tools of historic institutionalism to European armaments organizations. Because past institutional dynamics have channeled the subsequent development of armaments cooperation, what has emerged is a polycentric governance architecture wherein organizations with transatlantic, pan-European and restrictive-European memberships dominate distinct components of the cooperative process. We demonstrate that this maturing institutional pattern will likely limit the opportunities for the EU – and especially its Commission – to shape the future contours of European defense-industrial cooperation. 相似文献

Abstract This article assesses the relative burden European members of NATO are bearing in the war in Afghanistan. Some argue that the current contribution of European forces is on par with the American contribution. However, current studies do not analyze Europe's ISAF contribution in comparison to some benchmark by which relative burden-sharing can be accurately determined. This article compares Europe's involvement in the war in Afghanistan to past missions, current contributions and in light of the benefits each country is likely to enjoy. The quantitative and qualitative findings show that there is an extensive amount of free-riding occurring both in terms of hard and soft power, although it varies across time and even within NATO Europe. Inadequate forces provided by European NATO countries jeopardize the likelihood of success in Afghanistan. 相似文献

As the EU has expanded its authority into areas of high politics such as monetary, defense, and foreign policy, it has simultaneously developed procedures for handling more sensitive and classified information. These critical policy domains require standards regulating secure information and personnel, but the concept of official secrets is in tension with the treaty norms of the EU. Observers allege that the classified information policy of the EU was imposed through the coercion of external actors such as North Atlantic Treaty Organization (NATO) and the USA in a significant historical departure from the information security policies of European member states. This article evaluates the content of EU-classified information policies and compares them to the content of European member states, NATO, and the USA, in an effort to clarify the mechanisms of policy diffusion in the area of information security. 相似文献

Abstract This article discusses Russian perceptions of and attitudes toward the North Atlantic Treaty Organization (NATO). Russia has historically disliked and mistrusted NATO, seeing it as the primary threat to its international aspirations; in practice Russia pursues a dual policy. Its harsh condemnation of NATO has not stopped it from cooperating in selected areas of mutual interest. The most important among them is support for NATO's military operations in Afghanistan. The recent rejuvenation of relations between the west and Moscow is known as the strategic ‘reset’, meaning a return to diplomatic contacts and limited cooperation regardless of disagreements over the invasion of Georgia and Moscow's other recent international transgressions. The reset in NATO–Russia relations has only tactical significance, however. Cooperation will take place on a limited basis, but a genuine reset in mutual relations must wait for a reset in Russia's political and strategic priorities. 相似文献
