当前,高校面临的一项重要而紧迫的任务,就是要认真学习贯彻党的十六大精神,以江泽民"三个代表"和教育创新的重要思想为指导,坚持党委领导下的校长负责制,推进观念创新、制度创新、教学创新、学术创新,加强师资队伍建设,造就高素质创新人才,推出高水平创新成果,开创高等教育的新局面。     

Pubertal Development, Choice of Friends, and Smoking Initiation among Adolescent Males

Prior research has indicated that pubertal development and peer associations are important determinants of adolescent smoking behavior. However, more remains to be learned about why these variables matter or how they may be related to one another in ways that lead to the initiation of smoking. Using contractual data from the National Longitudinal Study of Adolescent Health, we consider the relationship between early pubertal development and associations with close friends who smoke, and smoking initiation among male youths. The results of the study reveal a link between advanced pubertal development and the initiation of smoking among boys, but we discover that the effect is indirect, mediated by a greater propensity of sexually mature males to forge friendships with peers who smoke. We also find that this propensity is greatest among the youngest adolescents in the sample, suggesting that the age of the respondent conditions the effects of pubertal development on the formation of friendships with peers who smoke.(Ph.D., The University of Texas at Austin), is an Assistant Professor at Washington State University at Vancouver. The global threat of race in the decomposition of struggle

ABSTRACT

Many of the struggles that emerged in the wake of the 2008 global economic crisis eventually experienced decomposition in the face of multiple internal and external threats. While movement composition and decomposition are inevitable in the natural cycle of popular struggles, this article argues that what David Theo Goldberg has termed “the threat of race” constituted one important factor that brought about the eventual demise of these popular mobilizations. By drawing on the cases of US Occupy Wall Street, European anti-austerity protests, and South African struggles against xenophobia, it points to global continuity in anti-blackness across disparate geographies. As these same regions currently confront the threat of righting authoritarianism, this article argues we must also take a self-reflexive look at the seeds of reaction embedded in otherwise progressive and left-wing formations in order to achieve a more sobering account of our present predicament.     

The case of the missing victims: Gunshot woundings in the National Crime Survey

National Crime Survey (NCS) data yield an estimate that 171,000 Americans were nonfatally shot in criminal assaults, robberies, and rapes for the period 1973–1979. Comparing this estimate with the number of firearms homicides during this period suggests either that the death rate in gunshot cases is very high (over 1/3) or that the NCS estimate is low. Based on police-generated data appropriate to estimating the true death rate from gunshot wounds, it appears that the NCS estimate is low by a factor of about 3.0 compared with the number of criminal gunshot woundings known to the police. It is common knowledge that survey-based estimates of assault rates tend to be relatively unreliable, a fact that has been attributed to problems with respondents being willing and able to recall threats, fist fights, and other minor assaults. The current result indicates that the estimation problem is not limited to minor assaults. There is reason to think that the underestimate of gunshot woundings is the result of problems with the NCS sample as well as problems with respondent cooperation.

日本2001年度<防卫白皮书>中有关中国军事力量的描述与评论表明,现今的日本已将中国看作事实上的防卫对象和对其构成"潜在"威胁的国家,中国在日本安全战略中地位上升.日本政府的这一动向,表明了日本对现今国际局势、东亚地区安全,特别是对中、日、俄等国国家力量消长变化的认识和因此进行的政策调整,突出反映了日本对华政策中的防范和制约内容,这对未来的中日关系将产生消极影响.     

Party expenditure and electoral prospects: a national level analysis of Britain

The effectiveness of campaign spending is a hotly contested issue. Much of that debate concentrates upon predetermined or assumed campaign periods. Yet, in a party and electoral system such as Britain, parties are continually campaigning. Party expenditure may therefore have a constant and cumulative effect. This article examines whether increased party spending at the national level is electorally significant. It analyses annual data from 1959 to 1994 and concludes that there is insufficient consistent evidence wholly to support this proposition.
