Data attack of the cybercriminal: Investigating the digital currency of cybercrime

It is increasingly argued that the primary motive of the cybercriminal and the major reason for the continued growth in cyber attacks is financial gain. In addition to the direct financial impact of cybercrime, it can also be argued that the digital data and the information it represents that can be communicated through the Internet, can have additional intrinsic value to the cybercriminal. In response to the perceived value and subsequent demand for illicit data, a sophisticated and self-sufficient underground digital economy has emerged. The aim of this paper is to extend the author’s earlier research that first introduced the concept of the Cybercrime Execution Stack by examining in detail the underlying data objectives of the cybercriminal. Both technical and non-technical law enforcement investigators need the ability to contextualise and structure the illicit activities of the cybercriminal, in order to communicate this understanding amongst the wider law enforcement community. By identifying the potential value of electronic data to the cybercriminal, and discussing this data in the context of data collection, data supply and distribution, and data use, demonstrates the relevance and advantages of utilising an objective data perspective when investigating cybercrime.

公安机关社会管理是政府社会管理的重要组成部分,其管理成效直接影响到群众生活和社会稳定。一直以来,公安作为国家的专政工具,围绕着高度集权的政府行使专政与社会管理,在政治、经济、社会领域承担着管控的职能。随着服务型政府的转型,公安行政也面临着服务转型,尤其是社区警务,必须以服务社区为导向,寓管理于服务之中。“公安群众工作综合体”将社区警务嵌入社区生活,为社区警务的转型提供了有效的载体,推动了社会管理的创新。     

我国警务制度的改革与公安高等教育的发展——赴美国学习考察思考

赴美国学习考察期间,学习了解美国警务、教育、经济、法律、科技、管理、制度、民族、宗教等多学科知识。现代警务理论与警务实践、高等教育与人才培养值得学习借鉴。提出三点思考,即：确实用科学发展观,加快我国现代警务理论创新和警务制度改革步伐;确实用科学发展观,加快我国公安高等教育改革和警务人才培养步伐;确实用科学发展观,加快我国人力资源合理配置和能源合理开发步伐。     

统一刑事案件数据结构——公安情报数据系统的实战化探讨

目前,各类警务信息化工具在刑事侦查与治安实战中的运用却往往达不到预期的效果。究其原因,警务数据结构本身的内在缺陷是一个具有关键影响力却往往在相关讨论中被忽视了的因素。数据结构的短板对警务信息化建设的制约是全局性和中枢性的,它一方面并不会因为硬件条件、人员素质或者运作机制等其他方面的改善而自然消融。另一方面．即使在现有各方面条件保持不变的前提下,单纯对数据结构进行优化也可以在相当程度上改善警务情报工作的运作效率。结合我国警务信息化现实需求,在借鉴美国警务情报数据体系建设成功经验的基础上,可以提出一个具有实战价值的统一警用数据结构设想。     

警务驾驶技术信息化应用研究

加强警务驾驶信息化建设与应用,是强化民警驾驶技能的重要举措。依靠"训练系统"的科技手段,收集视、听、做等方面的信息,以模块化教学模块,建立独特的控制机制,有效选择运用警务驾驶信息化的多种方法,并凭借警务驾驶信息化应用的优势,使警务驾驶技能训练更加有效。     

“整体政府”视野下我国现代警务改革初探

我国公安工作虽经多次改革,但仍存在诸多弊端:观念陈旧、职能泛化、效能低下、素质不高等,致使公安机关面临困境,难以适应当前社会治安形势。在"整体政府"视野下,我国警务工作困境的成因主要有思想上的保守封闭、结构上的功能模式、体制上的双重领导三个方面。以"整体政府"理论为指导,推进我国警务工作改革,主要对策包括建立服务型警务模式、深化大部制改革、完善参与型警务模式和建设情报信息主导型警务运行模式等措施。     

零容忍政策探析

美国纽约的犯罪率自1994年之后急剧下降,许多媒体、政治家、警务工作者将其归因于零容忍政策的有效推行,从而使这一政策成为许多国家关注和讨论的热点。零容忍政策的核心意思是对各种反社会的行为和犯罪应当采取严厉打击的态度,哪怕是对轻微的违法犯罪行为,也要毫不犹豫、决不妥协地进行彻底的斗争。通过考察和探析零容忍政策的含义、理论根据、历史、实践和社会评价等方面的意义,探讨将这一政策作为当前我国社会治安工作新方向的可能性。     

Correlates of the endorsement of two competing policing styles among police cadets in China

ABSTRACT

The purpose of this study is to investigate police cadets’ endorsement of the law enforcement style and the community policing style of policing at a time when both styles of police practices have received significant attention in China. The data used in the analysis were collected from a national police university in China featuring a large sample of 900+ cadets. The first research objective concerns the dimensionality of sentiments toward the two styles of policing among police cadets. The second is the identification of key factors associated with these styles. The principal findings are that police cadets do see the law enforcement style and the community policing style as two distinctive conceptual dimensions. Moreover, different factors are associated with endorsement of each of the two styles of policing. Policy implications of these findings are discussed in some detail.
