Swiss Energy Policy and the Challenge of European Governance

The European Union establishes external relations with third countries in different ways. Network governance is considered as an organisational opening that provides for more cooperative flexibility and inclusion. In this article, I examine to what extent network governance enables Switzerland's inclusion in the European energy sector. I argue that, as the network governance of EU energy policy becomes more institutionalized – from the regulatory forums of Florence and Madrid to the European Regulators Group for Electricity and Gas (ERGEG) – Switzerland tends to be excluded. I further argue that this lack of political inclusion is partly compensated by patterns of market governance that favor Swiss firms. Neither network nor market governance, however, is a sufficient form of coordination and traditional options such as bilateral agreements (electricity) and autonomous adaptation (gas) seem inevitable.

Tourism,Development, and Media

Tourism has long figured in municipal and state-wide plans for economic development and revitalization. Such plans often articulate themes subsequently used to organize tours, advertising campaigns, and merchandising. In the 1990s, some residents of Roswell, New Mexico, tried to build tourism using typical southwestern themes. Others capitalized on Roswell’s unique association with an alleged crash of an extraterrestrial craft. Early support from the New Mexico Tourism Department (NMTD) facilitated the success of Roswell’s UFO-based tourism. In 2007, NMTD launched its own alien-based advertising campaign promoting New Mexico as a tourist destination.

The Political Significance of Social Media Activity and Social Networks

This paper examines panel data from two waves of the Youth Participatory Politics Survey, a nationally representative sample of young people in the United States. It employs a cross-lagged design to investigate the extent to which common forms of online activity create pathways to online and offline forms of political activity. Specifically, we examine the influence of Friendship-Driven (FD) and Interest-Driven (ID) online activity on online participatory politics and on offline forms of political action. Our findings reveal that FD and ID activity relate to political engagement, but in different ways. In addition, we find that the size of young people’s social networks interacts with both FD and ID online activity to promote political activity. This indicates that having exposure to “weak-ties” (resulting from large social networks) promote higher levels of political engagement. These findings demonstrate the need to specify the kinds of online activities in which youth are engaged and, more broadly, the political significance of social media and social networks

一门学科的发展离不开优秀专家学者的倾力支持，在公共行政学的形成和发展过程中，同样有一批优秀的公共行政学者推动了公共行政不同分支领域的衍生与发展。运用作者共被引和信息可视化方法，对权威期刊《公共行政评论》（Public Administration Review）于1975--2008年间发表的论文引文中被引频次前50名的学者进行分析。研究结果展现了公共行政领域的主要学术流派，并验证了公共行政研究确实是在沿着范式转移的轨迹更迭交替着。而这种变迁是相对的，大部分时间内，不同范式之间以及和其他学术流派之间是共存、互动甚至交融的。研究还发现，网络化治理正凭借其多中心和网络化的组织基础以及服务治理的先进理念迅速崛起，它将成为公共行政新的研究范式，而基于网络理论的公共行政理论大整合也将很有可能成为公共行政未来的研究热点。此外，实证结果与公共行政范式分类的高度相似性也充分表明了作者共被引和信息可视化方法的科学和有效，它的确为学科范式研究提供了一条定量研究的新思路和一个宏观分析的新视角。

改革开放三十年中国意识形态建设的历程与媒体的作用

本文重点探讨改革开放30年来我国意识形态建设的历程，从宏观的视角观察我国媒体发生的变化，以及30年来我国媒体和意识形态所面临的挑战，并且就如何进一步发挥媒体的作用，以推进意识形态建设提出若干建议。     

Partisanship,media and the objective economy: Sources of individual-level economic assessments

Economic voting studies have repeatedly shown that voter's assessment of incumbent economic performance is important for the vote decision. However, there is little work explaining how individuals form their economic assessments. Utilizing individual-level data from Turkey, we find that variation in retrospective assessments can actually be predicted by individual income growth rates over the previous year, and the association is stronger for pocketbook assessments. Nonetheless, partisanship and media are important sources of bias, especially for sociotropic assessments. Controlled for partisanship, viewers of pro-government media are more likely to think that the national economy has done better than their own household over the last year, and also more likely to believe that the economy would fare worse if the incumbent is replaced. The findings testify both to the capacity of the individuals to anchor their assessments to personal experience, and to the media's ability to weaken this anchor.

自发网络政治动员给政府的控制能力带来了巨大的挑战,但网络也给政府控制自发网络政治动员带来了诸多有利因素,政府应充分利用这些有利因素加强对自发网络政治动员的控制,提高网络控制能力,促进政治和社会的稳定进步。
