广西打造国际区域经济合作新高地的思路

广西打造国际区域经济合作新高地,除了自身积极加大与东盟的合作外,更重要的是要打造促进中国与东盟经贸合作的平台。以沿海、沿边和沿江可以打造三大合作板块,以服务贸易带动货物贸易和投资合作可以打造十大专项的合作板块,一起形成国际区域经济合作新高地。工作重点是将“南宁渠道”上升到“南宁思想”,把西江经济带打造为新的区域合作平台以及加大与越南的合作,为南宁一新加坡经济走廊打好基础。     

韩国的东盟战略——以其"新亚洲构想"为视角

2009年初,韩国李明博总统在印尼召开的韩国驻外使节会议上提出"新亚洲构想",作为指导韩国外交的新原则。从该构想发表的地点选择上看,该构想的重心应在东南亚。通过考察韩国对东盟的战略,尤其是2009年韩国为推动与东盟关系的各种举措,可以发现在"新亚洲构想"的实践中,韩国高度重视东盟。韩国"新亚洲构想"的主要着眼点就是东盟,通过发展与东盟更紧密关系的新举措,最终推动韩国的发展。     

我国信托业的现状及发展思路

我国信托业的发展可谓一波三折,其间经历了多次整顿,目前仍然存在经营困难、效益低下等问题。我国信托业发展的新思路是:可以兼营银行业,要建设好组织结构。     

District magnitude and voter turnout a multi-level analysis of self-reported voting in the 32 Dominican Republic districts

Although studies of electoral participation in established democracies are abundant, little attention has been devoted to Latin American democracies and few studies combine individual-level and contextual-level variables. We focus on electoral participation in 32 districts of a Latin American democracy, the Dominican Republic. Our research question is: how to explain the different impact of district magnitude in Latin America? Most importantly, we find that it has a negative effect on electoral participation whereas theories based on established democracies would predict the opposite. We argue that the negative effect is caused by the stronger influence of clientelism in smaller districts, which surfaces at less salient elections. This argument accounts for previously unexplained findings in studies of Latin America.     

Privatisation of urban water and sewerage services in Turkey: some trends

This article describes the experience of privatised urban water-supply and sewerage services in Turkey, focusing on the cases of three cities that have opted for such privatisation. The article opens with an examination of the management of urban water and sewerage services in Turkey and explores the development of water services and water policies in local government institutions. The second section introduces case studies of cities that have transferred the management, operation, and maintenance of urban water services to private operators.     

Health and hygiene behaviour change: bottom–up meets top–down in Tibet

The Tibet Poverty Alleviation Fund (TPAF) has been working in the Tibet Autonomous Region of the People's Republic of China since 1998 to increase the income and assets of rural Tibetans. From the beginning, TPAF recognised that high morbidity and mortality were a constraint on efforts of rural Tibetans to improve livelihoods. Early interventions to train township doctors and midwives were not sustainable. In 2005, in partnership with local health authorities, TPAF launched a Behaviour Change Communication (BCC) strategy to build villagers' capacity to improve health and hygiene practices and to make informed choices about using government-run primary and preventive health services. Results from counties and townships in three Prefectures are preliminary, but they show significant changes in health knowledge and practice, and growing links between village needs and government services. Next steps include strengthening implementation and institutionalising government support to extend and support the approach.     

Diary of a participatory advocacy film project: transforming communication initiatives into living campaigns

In August 2007, the government of Tanzania made a commitment to doubling the number of training places for skilled midwives, following a five-year campaign by the White Ribbon Alliance for Safe Motherhood in Tanzania (WRATZ), which culminated in the first television screening of a participatory film, ‘Play Your Part’. With contributions from a range of health professionals, communities, a pop singer, and the Minister of Health, the message was that everyone at every level has a part to play in saving mothers' lives. WRATZ was successful because it was able to promote its message in a way that provides a model for advocacy, combining the reactive creativity of journalism and the methodological rigour of participatory video to bring about a tangible impact.     

东南亚新地区主义及其制度转型的范式研究

东盟-体化进程的加快是东南亚新地区主义发展的一项重要成果,目前对东南亚新地区主义的研究主要是借鉴国际政治经济学的研究套路。东南亚新地区主义具有地区整合和地区离散的双重特征。东盟的扩大、经济一体化、冲突的管理和解决等,又使得新地区主义具有制度转型的特征。东盟期望通过加强内部的文化认同和调适,在未来的全球竞争中更具竞争力。在这种背景下,进行东南亚新地区主义及其制度转型的范式研究就显得十分必要。     

论抗日根据地冬学运动的主要贡献

抗日战争时期,冬学运动在中国共产党的发动与组织下获得了充分的发展,为抗战、提高民众的文化素质作出了突出贡献。同时,它还有力地促使党完成了发动群众的任务,达到了控制乡村的目的;也提高了基层党员干部的文化素质,为新中国准备了干部人才;积累了丰富的社会教育经验,为当代的社会教育提供了诸多可借鉴之处。     

论新一代党外代表人士队伍建设

目前,选拔和培养新一代党外代表人士任务繁重而且紧迫,体制机制亟待健全;新社会阶层的出现,给党外代表人士队伍建设提出了新的课题。当前,要进一步加强党外代表人士队伍建设,必须解放思想,牢固树立以人为本的观念,不拘一格降人才;要继续建立健全党外代表人士的选拔、培养、教育以及推荐、使用、监督的机制;要加强与党外代表人物的联系沟通,积极做好服务工作
