North Korea, a Cold War remnant in East Asia, has long been treated as an impenetrable mystery and an excruciatingly difficult subject to comprehend given its closed system, under which it has maintained its isolation even from its closest allies and neighbours. The idiosyncrasies that revolve around North Korea do pose challenges for understanding the country through the “conventional wisdom.” Nonetheless, as acknowledged by the scholarly works reviewed in this article, the regime in Pyongyang must be dealt with as it is and as it is becoming so as to better understand both the challenges and opportunities for the country. The difficult task for the United States (US) and its allies in East Asia, however, is to be pragmatic in terms of dealing with the regime in Pyongyang and to project strength in a way that promotes long-term regional and global peace as well as the betterment of people in the country. This article examines the role of free-trade agreements that integrate profoundly asymmetrical economies in simultaneously benefiting the more powerful nation and exacerbating inequalities within and between the countries involved. The latest in a series of such agreements in the Americas, the Dominican Republic and Central America Free Trade Agreement (DR–CAFTA), opens up the economies of these small nations to US investment and exports, as multinational companies are able to take advantage of lower production costs and weak labour legislation. In the global economy, South–South trade agreements offer a far better alternative for countries with weak institutions and little economic or political leverage. 相似文献

ABSTRACT Despite a plethora of research on North Korea, understanding and managing the challenges posed by the country have long been complicated with no simple solution to put an end to this decades-long security and economic predicament on the Korean Peninsula. With the potential for international conflict, attention must be given to the converging messages emerging from the scholarly works reviewed in this article: Glyn Ford, Talking to North Korea: Ending the Nuclear Standoff, Van Jackson, On the Brink: Trump, Kim, and the Threat of Nuclear War and William Overholt’s collection North Korea: Peace? Nuclear War? These works speak to the need to: take seriously the risk of nuclear war; consider the connectedness of the North’s decades-long security and economic reform dilemmas; and to acknowledge that the mistrust that is deeply rooted on all sides must be mitigated to bring peace. These books are published at a critical juncture of increased tensions following a highly publicised but remarkably short-lived effort at a breakthrough on the Korean nuclear issue, Pyongyang’s rapidly evolving security posture and its perennial domestic challenges. This paper seeks to explore the interrelationship between a country's sanction experience, perception, and behavior. The analysis focuses on the case of China, which is one of very few countries that have not only undergone a number of significant economic sanctions but also have experience of imposing economic sanctions upon others. All historical cases of major economic sanctions against China, as well as cases of Chinese economic sanctions against other countries, are examined. A comparison between China's sanction experience and sanction behavior points to a connection between the two: all strategic sanctions in history against China failed, and correspondingly, China rarely employed strategic sanctions against others. In parallel, most tactical sanctions against China were successful, and coincidentally, China has been much more open to using or threatening to use tactical sanctions in its own practice. The findings of this analysis offer an opportunity for Western policy practitioners to reconsider their approach of engaging China in order to improve future coordination and cooperation in multilateral economic sanctions. 相似文献

While many researchers have examined the evolution and unique characteristics of the Islamic State (IS), taking an IS-centric approach has yet to illuminate the factors allowing for its establishment in the first place. To provide a clearer explanation for IS’s successes and improve analysts’ ability to predict future occurrences of similar phenomena, we analyze IS’s competitive advantages through the lens of two defining structural conditions in the Middle East North Africa (MENA): failure of state institutions and nationhood. It is commonly understood that the MENA faces challenges associated with state fragility, but our examination of state and national resiliency shows that Syria and Iraq yield the most deleterious results in the breakdown of the nation, suggesting that the combined failure of state and nation, as well as IS’s ability to fill these related vacuities, is a significant reason IS thrives there today. Against this backdrop, we provide a model of IS’s state- and nation-making project, and illustrate IS’s clear competitive advantages over all other state and non-state actors in both countries, except for Kurdish groupings. We conclude with recommendations on how policy-makers may begin halting and reversing the failure of both state and nation in Iraq and Syria. 相似文献

ABSTRACTUnited States healthcare policy has promoted the development of healthcare systems and community partnerships designed to decrease costs and readmissions, particularly for under-served populations. Typically, these partnerships are “hospital-centric”, focused on following in-house clinical costs into the community. Two contrasting large-scale community system models show results from development practices, integrating faith community partnerships that affect healthcare utilisation. This “community to hospital” focus is key to several such initiatives in the US. This article describes local implementation efforts in North Carolina, known as “the North Carolina Way”, and tests assumptions on implementation practices for creating robust faith-community and healthcare partnerships. 相似文献

The article examines some generic traits of the “new” Russian ethnic nationalism, namely, de-ideologization of the nationalist milieu and its inclination for civic activism. It results from a case study of the Frontier of the North (FN – Syktyvkar), an ideologically ambivalent organization that combines dual Russian/Komi ethnic nationalism, anti-migration sentiments, white racism, and fragments of other ideologies. The article demonstrates that, unlike nationalists of the previous generation, FN is not hostile to public authorities and is ready to cooperate with them. FN’s grassroots activism, as well as sports and healthy recreational activities, attracts young people. The organization tackles the most acute social problems, often neglected by everyone else, and has become a working civil society institution. The authors argue that these tactics win the “new” nationalists sympathy among ordinary people and makes the groups politically stronger and more influential than the previous nationalist generation. However, state anti-extremist policy hampers the advancement of nationalists into mainstream politics. 相似文献

Since the end of the second Chechen campaign, the North Caucasus counterinsurgency has experienced the shift from military involvement toward prevalence of law enforcement instruments. This paper discusses the composition of repressive tactics that the Russian state developed as a result of the two decades long evolution of a counter strategy designed to eliminate illegal armed groups operating in the North Caucasus. It is focused on the late stages of conflict (2007–2014) when the violence that had spread across the region started in the early 2000s had symbolically culminated in 2007 with the proclamation of the Caucasian Emirate. This paper advances a reconceptualization of the Russian counterinsurgency by devising an analysis of indiscriminate and discriminate repressive tactics. It demonstrates that security agencies incorporated more selective uses of violence into their tactics, thereby reducing the number of indiscriminate violent actions to an insignificant level. Moreover, along with selective violence, security institutions reinforced their effort by conducting preventive work such as the detection of secret caches of weapons, seizures, and arrests. Findings regarding the current composition of repressive tactics are illustrated by means of new disaggregated media-based data that were especially collected and analyzed to form the basis of this research. 相似文献

In this paper, we contend that the nexus of security and development lies in the crux of challenges confronting human security and aid failure in North Korea. We first review academic and policy discourses concerning the security-development nexus. We then analyse how the nexus works out its logic in North Korea by exploring how insecurity and underdevelopment have fed into each other, producing a vicious cycle that complicates efforts to address human security in North Korea. In the third and main section, we examine the ways in which South Korea, the USA and the EU provided for assistance to North Korea from 1995 to 2012 at national and international policy levels. We analyse their approaches to international aid and identify differences and commonalities in them so as to better understand how aid giving exacerbates or mitigates the insecurity/underdevelopment and then impacts on the development-security nexus. We finally conclude with a consideration of various strategies to help overcome the dual challenges of underdevelopment and insecurity that besiege North Korea. 相似文献
