How does state repression of non-militant Muslims contribute to violent Islamism in the North Caucasus? This article considers the case of the republic of Kabardino-Balkaria, where young residents' embrace of normative Islam post-perestroika roiled the Sovietized Muslim and secular establishments. Greatly aggravated by the brutal and indiscriminate response from law enforcement agencies, this confrontation culminated in the 2005 Nalchik uprising, the North Caucasus' largest insurgent offensive of the past decade. In the culturally comparable nearby republic of Adygeya, by contrast, analogous state repression in the wake of the uprising did not produce a violent outcome. Salient features of the mosque–state relationship in both republics are examined here, particularly the rationale of Kabardino-Balkaria's Muslim opposition leaders before and after their public endorsement of militant jihadism. The author then posits ways of marginalizing such leaders and thereby limiting the scope for conflict. 相似文献

While Beijing has repeatedly signed up to multilateral sanctions against North Korea, it is widely regarded as having failed to enforce them. Indeed, China’s deepening economic engagement with the country has led observers to debate the causes of this seemingly duplicitous approach. Constructivist and realist approaches have relied on state-centric frameworks that serve to reduce Sino-North Korean relations to the high politics of Beijing-Pyongyang diplomacy in the context of broader geopolitical dynamics. This article argues that such approaches pay insufficient attention to the profound rescaling of the Chinese state in recent years and the implications this process has for bilateral relations. This article sheds light on how Sino-North Korean relations are being driven by actors at multiple scales and by a multitude of objectives as a result of decentralisation and marketisation alongside increasing geographical unevenness within China and new challenges to continued capital accumulation. North Korea has come to play an increasingly important role in efforts to facilitate economic recovery in the northeastern border regions through serving as spatial fix for Chinese manufacturing capital. These new cross-border flows of capital and labour suggest an emerging pattern of Sino-North Korean relations that is by no means static but in considerable flux. 相似文献

This study interviewed 350 African immigrants in North Carolina (NC) to shed light on their economic conditions. It focused primarily on their labor force participation and incomes for the period 2004–2014. The findings showed that both structural changes in NC's economy and prejudicial experiences within the labor force were the most important forces that undermined the economic ambitions of the Africans. The study also yielded a complex picture and raised some questions about the resettlement outcome of African immigrants in the United States. 相似文献

Ideological leadership through the Party was at the core of the North Korean leaders’ hegemonic rule over the people, which resulted in the great popularity of Kim Il-sung. Marketisation in the wake of the economic crisis, however, significantly impaired the mechanism for rule by consent, especially by triggering the influx of outside information and undermining the Party's ideological education activities. The economic crisis led the state to adjust the mechanism of consent and coercion in such a way that the state's control over society could be restored by relying more on rule by force, which was demonstrated by the much stricter penal system, bloody purges and, most of all, military-first politics. This, nonetheless, was a temporary measure because, in Guha's terms, ‘dominance without hegemony’ would not be durable in the long term. The regime can sustain itself in the long-term only through the reinstatement of the consent mechanism, which disintegrated owing to the marketisation. However, as the marketisation, being beneficial to those who have power as well as ordinary people, is irreversible in North Korea today, the reestablishment of hegemonic rule would not be attainable. 相似文献

ABSTRACTThe taxonomy of the state’s effective governance capacity present in the literature is evolving around state fragility. However, this article argues that a state moves along the state transition curve, resulting in governance capacity variations over time. It begins as a fragile state, consolidating to becoming a vibrant state, only to embark, eventually, on a downward trajectory through phases of rigidity, decaying, and fragility, before becoming a failed state. About one-third of MENA (Middle East and North Africa) countries are either fragile or failed states. Only technological change and knowledge accumulation and diffusion can shift this curve upward, thereby increasing a state’s effective governance capacity. 相似文献

ABSTRACTThis article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. This article argues that Africa's developmental efforts can be greatly enhanced by an improvement in its bargaining power and by a more genuine demonstration of generosity by its trading partners, in particular the developed countries. This generosity entails putting no conditions or restrictions on Africa's products, particularly agricultural exports, and eliminating farm subsidies in developed states. Women are invisible in mainstream analyses of the Northern Irish conflict. The prodigious literature is uninformed by gender
analysis. These absences have discursive and material implications for tackling women’s inequality in a society in transition
from armed conflict. Feminist intersectional theory counters and complicates essentialist constructions of identity. It aids
understanding of the Northern Irish context by bringing into view issues of gender, sect and class. The tentative intersectional
theoretical framework developed in this article is tested in an empirical study of women’s poverty. This supports the argument
that intersectional analysis is required if the policy approach to women’s equality in Northern Ireland is to benefit the

Since the coming to power of Kim Jong Un in 2012, the North Korean government has recently announced, and to some degree has implemented, a new set of economic management policies known as the June 28th measures in 2012 and the May 30th measures in 2014. Both of these sets of measures seek to build upon the abandoned reforms of the early 2000s through restructuring North Korea's highly inefficient collective farm and state-owned enterprise management system. In addition, the government has intensified ongoing efforts at building special economic zones for the purpose of attracting foreign investment. As such, the country is attempting to emulate the reforms adopted by China in the late 1970s. Although the success of these efforts is by no means guaranteed, they do serve to question mainstream analyses that suggest that Juche Self-Reliance or S?n'gun Military First Politics ideologies will inhibit any genuine attempt at economic reform in North Korea. We argue, in contrast, that ongoing changes to North Korean state and society mean that, a cyclical stop and start rhythm to the reforms notwithstanding, such attempts at economic reform are likely to continue. However, we also argue that while the contemporary reform drive resembles and may indeed reproduce some of the successes of the Chinese experience, North Korea faces significantly greater challenges, including the greater decline of North Korean industry, local resistance to reform, and the dangers of inflation. Furthermore, North Korea faces a highly challenging external security environment that undermines the ability of the regime to attract investment and by extension the political standing of reformist elements within the country. Given this contrast with the international environment surrounding China's own reform experience, our analysis emphasises the importance of geopolitical context in shaping experiences of economic reform and of development more broadly. 相似文献
