朱德同志在革命战争年代,曾率领八路军总部和三师主力,转战山西并指挥华北战役,和山西解放区军民共同度过了长达两年零七个月的峥嵘岁月。为太行精神的孕育和发扬做出了巨大的贡献,主要体现在朱德指挥华北抗战坚韧不拔的精神是太行精神的最初孕育、朱德指挥八路军与华北人民血肉相连的团结精神是太行精神的重要内容、朱德与华北军民顾全抗日大局的奋斗精神是太行精神的拓展发扬三个方面。     

Overcoming US-North Korean Enmity: Lessons from an Eclectic IR Approach

ABSTRACT

Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.

中共中央北方局所辖区域处于华北地区中国人民抗日战争主战场。在极其艰难困苦的战争岁月中,为解决农民生活问题,巩固农村的抗日民族统一战线,北方局在所辖各抗日根据地大致分三个阶段,开展了广泛深入的减租减息运动,比较好地处理了农民与地主的关系,巩固和发展了抗日民族统一战线,促进了中国人民的抗日战争事业。     

政府诚信的新制度经济学分析

政府诚信指政府在履行职责的过程中,以诚实守信作为规范和约束自身行为的道德准则。既有的政府诚信研究主要基于行政伦理的分析,而通过外部性、交易费用、制度等新制度经济学的核心概念和理论对政府诚信以新的透视,有利于深化对政府诚信的认识,有利于提出矫治政府诚信缺失的对策。     

朝鲜IT产业管窥

在全球信息化大潮的冲击下 ,没有一个国家能够置身于信息化的发展之外。为挽救经济和建设“强盛大国” ,朝鲜政府给予IT产业很多政策扶持。朝鲜IT产业的发展总体上处于较低的水平 ,但在某些方面如软件开发上具有较强的竞争能力。中国IT企业应该通过软件合作开发等形式早日进军朝鲜市场。     

Women’s equality in Northern Ireland’s transition: intersectionality in theory and place

Women are invisible in mainstream analyses of the Northern Irish conflict. The prodigious literature is uninformed by gender analysis. These absences have discursive and material implications for tackling women’s inequality in a society in transition from armed conflict. Feminist intersectional theory counters and complicates essentialist constructions of identity. It aids understanding of the Northern Irish context by bringing into view issues of gender, sect and class. The tentative intersectional theoretical framework developed in this article is tested in an empirical study of women’s poverty. This supports the argument that intersectional analysis is required if the policy approach to women’s equality in Northern Ireland is to benefit the most marginalised women and thereby improve the prospects of building a more stable and peaceable society.     

Security cooperation,counterterrorism, and EU–North Africa cross-border security relations,a legal perspective

The EU is clearly in the process of developing an external dimension to the Area of Freedom, Security and Justice (AFSJ). This paper focuses on ex. Police and Judicial Cooperation in Criminal Matters (PJCCM) provisions. These developments pose specific legal basis issues for the EU, given its complex EU–member state legal relationship, and the inter-institutional balance, all reflected in the treaty framework post-Lisbon. New Court of Justice rulings are now emerging which will assist in this issue. Equally the approach to be taken in developing these relationships will be crucial. This paper proposes the adoption of an Onuf style constructivism in order to best capture the reality of the process that is developing, and has developed for the ex. PJCCM measures internally. This then needs to be allied with a constitutionalism model to ensure a balanced development of all three aspects of the AFSJ.     

Aid to the enemy: linking development and peacebuilding on the Korean peninsula

This article discusses the link between development and peacebuilding to analyze South Korean aid activities in North Korea in the context of the Korean conflict, where there are deep-rooted cycles of conflict episodes, and to explore the possibility of aid for peace on the Korean peninsula in the future. The Korean conflict is a large part of what makes South Korean aid to North Korea ineffective. For the past 20 years, South Korean aid to North Korea has fluctuated greatly, due to the context of the Korean conflict. The Korean conflict, once seemingly on the way to resolution, appears to have reverted to a time before the end of the Cold War. Many people in both the North and the South still see each other as the enemy. Most of the South Korean aid projects in North Korea have been suspended indefinitely and the fluctuation of aid to North Korea caused serious debates within South Korean society. At one point, the debates grew so heated that they were called the ‘South–South conflict’. Building on the conceptual framework of conflict sensitive development and strategic peacebuilding, this article argues that, to overcome the current impasse, all stakeholders must better understand the context of the Korean conflict and the interaction between the context and themselves, and develop a comprehensive strategy together, to encompass the multiple issues raised by the Korean conflict, as strategic peacebuilding proposes.     

朝鲜改革开放经济发展战略研究

从近年来朝鲜借鉴中国的经验 ,走朝鲜式改革开放之路的动向看 ,对内主要体现在“7·1措施”等一系列的改革 ,对外开放主要体现在建设四足鼎立的经济特区等重大举措上。“7·1措施”是朝鲜改革进入实质性进展划时代标志 ,4大特区建设是对外开放战略的主要载体 ,这两方面的战略措施支持着朝鲜的全方位改革开放 ,但其战略能在多大程度上改善经济困境 ,除本国因素外 ,关键取决于能否获得一个和平安定的国际环境。     

俄罗斯总统普京的朝鲜半岛政策与朝核立场

20 0 0年普京担任总统后 ,俄罗斯对外政策开始转向以国家利益为目标的实用主义外交。在朝鲜半岛政策上 ,改变了过去“重南轻北”的方针 ,积极发展俄罗斯与朝鲜的关系 ,实行南北朝鲜等距离的平衡政策。普京通过加强与南北朝鲜的关系 ,提高俄罗斯对朝鲜半岛的影响力。俄罗斯坚持朝鲜半岛无核化原则 ,主张以和平方式解决朝鲜核危机 ,反对使用武力和各种制裁措施。建议通过对朝鲜提供安全保证的方式使朝鲜放弃核计划。俄罗斯的原则立场对于解决朝鲜核危机无疑具有建设性作用。
