侦查冒险探讨

尽管侦查冒险在侦查实践中有产生风险的现实可能性,但是其无疑在侦查破案中发挥了巨大的作用。只有充分分析侦查过程中风险的来源,因源施策,从多方面对其进行规制,尽量减低侦查中的风险系数,才能将侦查冒险引向一个健康发展的方向,更好的为侦查服务。     

颅内出血体积测量方法的比较

目的探寻一种能够运用于法医临床学实践的测量颅内出血量的方法。方法比较多田公式、体视学技术和软件边界法测量颅内出血的准确性,并比较它们的实用性。结果体视学法和软件边界法的测量值是准确的,而多田公式测量不规则血肿误差很大。结论体视学法是法医临床学中测量颅内出血量最适用的方法。     

Investigation of 74 microhaplotypes for kinship testing in US populations

Microhaplotypes are markers that consist of haplotype blocks of SNPs, which can be analyzed by massively parallel sequencing technologies. These allow determining the haplotype phase at every locus by clonal sequencing each DNA strand. MHs are polymorphic loci with same size alleles, no stutter, and lower mutation rate than STRs. They can provide the same power of discrimination of STR-kits, thus useful for mixture deconvolution, but more accurate ancestry prediction than STRs. In this study we investigated the potential of a recently developed 74plex-MH panel for kinship testing using the Familias software.Samples from families of four major US population groups were collected and genotyped using the 74plex-MH panel. MH allele frequency data from 347 individuals were imported into Familias software along with STR allele frequency data of 29 loci (NIST dataset) from 1036 individuals. Different family scenarios were tested and these included unrelated vs parent-child, unrelated vs full siblings, unrelated vs half siblings, unrelated vs cousin pairs. The prediction of the kinship relation for the four populations of interest was reported as Log10 of the likelihood ratio (LR).Overall, the panel of 74MHs and 29STRs showed similar performance in predicting the correct kinship scenarios tested. Correct prediction was reported for parent-child, full siblings, and half sibling scenarios, but not for the cousin pairs scenario. The panel of 74 MHs showed larger Log10LR values than the 29 STR-assay, thus demonstrating the effectiveness of this biomarker as a tool for kinship testing in addition to mixture deconvolution and ancestry prediction.     

Champions of local authority innovation revisited

This article revisits the concept of the public sector innovation champion. Reflecting changes in sectoral and wider contexts and conceptual advances in the innovation literature, it suggests that much of the underlying thinking behind the original article is of continuing relevance and suggests a number of directions in which this could now be extended, particularly in terms of the nature of innovation and the role of champions therein. It concludes by considering how innovation champions of the future will require a new skillset which draws on new and emergent technologies to align diverse sets of stakeholders in networks of ‘open innovation’.

Eugene: A conceptual manual

The study of international relations using quantitative analysis relies, in part, on the availability of comprehensive and easily manipulable data sets. To execute large‐n statistical tests of hypotheses, data must be available on the variables of interest, and those data must be manipulated into a suitable format to allow the inclusion of appropriate control variables as well as variables of central theoretical interest This paper introduces software designed to eliminate many of the difficulties commonly involved in constructing large international relations data sets, and with the unavailability of data on expected utility theories of war.

In order to solve these two problems, we developed EUGene (the Expected Utility Generation and Data Management Program). EUGene is a stand‐alone Microsoft Windows based program for the construction of annual data sets for use in quantitative studies of international relations. It generates data for variables necessary to incorporate key variables from implementations of the so‐called “expected utility theory of war” into broader analyses of international conflict EUGene is also designed to make building international relations data sets simple. It accomplishes this by automating a variety of tasks necessary to integrate several data building blocks commonly used in tests of international relations theories.     

Current developments in Open Source Software

Open Source Software (OSS) has hit the mainstream in recent years and its scope is set to increase. Best seen as a range of associated licensing techniques, there are many different types of OSS licences. Coupled with a lack of settled case law and rapidly developing market practice, legal interpretation of the OSS world presents challenges to lawyers. Of the ‘top 20’ OSS licences, the GPL is the most commonly used and among the most radical in legal effect. The GPL's legal radicalism centres on its Article 2(b) concept of ‘copyleft’. Copyleft is an inheritance requirement to pass on the GPL's terms to other software that ‘contains’ or is ‘derived from’ the initially used GPL software. I illustrations of Article 2(b) issues from the Linux and Java worlds are provided. Current case law (such as it is) is then overviewed. Finally, contractual and policy implications of OSS governance are then reviewed as the increasing uptake of OSS in the organisation is mirrored in the growing importance of OSS governance.

背景话语与前置话语:我国公共人事价值取向的历史演进研究

公共人事价值是人事制度建立与创新的源动力和重要保证。从建国之初的干部人事制度发展到2006年确立的国家公务员制度,我国的公共人事制度发生了巨大的变化。引领这种变化的核心力量是公共人事价值的演进。本文运用高频词统计方法,以建国以来党的全国代表大会报告的部分文字为材料进行话语分析和历史考察,梳理建国以来公共人事价值取向的变化发展过程,对我国公共人事制度的变化提供一种内在的解释,也为公共人事制度的创新提供逻辑支持。
