上海公安文职人员组织文化建设探析

越来越多的管理实践表明,在提升员工绩效、激励员工、留住优秀人才等方面,除了依靠充分的物质因素作为保障之外,塑造和谐、健康的组织文化也是至关重要的。由于用工性质的特殊性,公安文职人员容易产生归属感薄弱、边缘人心态等问题,因此,了解文职人员的思想状况,重视精神激励,加强组织文化建设是非常必要的。     

公众接受政府门户网站的影响因素研究

电子政务系统的成功不仅取决于技术因素,更取决于用户的接受。本文以计划行为理论(TPB)和技术接受模型(TAM)为基础,建立分析公众接受政府门户网站影响因素的理论模型和假设,通过调查获取了225份有效问卷,运用SPSS和LISREL软件进行数据分析和假设检验,结果表明:模型能够解释公众使用意向的方差为58.3%;影响公众接受政府门户网站的主要因素包括感知有用性、信任、感知易用性、外部影响、人际影响、自我效能和便利条件。最后,提出了促进公众接受政府门户网站的若干建议。

研究犯罪行为不能脱离行为人特定的成长经历和案发情境。药家鑫童年阶段不当的家庭教育方式致其人格缺陷,深夜的突发事件使其在极度恐惧中心态失衡,情绪冲动模式下随身携带的刀具和夜幕无形中为其杀人提供了条件。快速的数刀动作,不是因为恐惧,也不是所谓的＂弹钢琴强迫行为＂,而是潜意识中无法抑制的愤怒情绪的瞬间爆发与宣泄。类似杀人的攻击行为有其产生、维持、控制、引起或者触发的内在机制,正确理解和把握这些对于侦查破案和犯罪防控都有重要的意义。     

组织嵌入与功能调适:执政党基层组织研究

中国共产党的基层组织体系是独具特色的。由于组织禀赋和政治使命的要求,执政党运用基层组织嵌入社会的方式,获得强大的动员和组织力量。改革以来的社会变迁,为执政党的基层建党策略提出新的问题。在新的社会背景下提高基层党组织活力,需要培育和统筹发展多重政治功能,包括动员、组织、利益聚合与协调等。在各种利益冲突的复杂社会环境中,基层党组织应当着重发育利益协调功能。在利益协调中促进社会和谐,提升基层组织活力,为执政党谋求政治支持。     

‘Paz,progreso, justicia y honradez’: law and citizenship in Alta Verapaz during the regime of Jorge Ubico⋆

Prospects for the ‘rule of law’ in the present are shaped by historical experiences of law by elite and non‐elite groups in the past. In this article I explore changing conceptions and practices of‘rights’and‘justice’as expressed in the legal and administrative encounters between indigenous people and state officials during the regime of Jorge Ubico (1931–1944). The extension of the state's coercive and administrative apparatus to remote rural areas, new legislation and changes in public administration transformed relations between working people, coffee fmqueros and the state in Guatemala. This implied new obligations and exactions for Mayans, but also provided them with new opportunities to contest and negotiate their conditions. Indigenous people strategically engaged with the law to contest the terms of their domination by elite actors and to mediate conflicts between themselves. As state ideologies of‘moral behaviour’led to increasing regulation of the private sphere, this was particularly important in the case of conflicts over gendered rights and obligations. Although formally excluded from the category of citizens, indigenous people used the official language and discourse of citizenship to further their claims, in turn reshaping Guatemalan nation‐state.     

Public affairs in China: exploring the role of brand fairness perceptions in the case of Mercedes‐Benz

Mr Sheng Wang demonstrated his perception of Mercedes‐Benz's unfair treatment and insensitivity to Chinese buyers by having his Mercedes sports coupe towed by a water buffalo through his Chinese hometown, Wuhan. But he did not stop there. Next, he ordered workers, specifically hired for this purpose, to pound the car with sledge hammers and sticks until the exterior was completely disfigured. Journalists love the story's inherent drama, and in subsequent days, media reports showed images of the car being towed and ultimately smashed. The event created strong public awareness about both Mr Wang's dissatisfaction about the treatment he received from Mercedes‐Benz and the subsequent Mercedes‐Benz's management reactions triggered by the event. In our paper, we explore this case in more detail, highlighting the crucial role of brand fairness in managing brands in China. Although brand managers implicitly emphasize the importance of fairness in branding strategies, brand management emphasizing fairness is an underdeveloped research concept. Our paper provides an understanding of theories and concepts of brand (un)fairness and brand fairness management illustrated by what we refer to as the Mercedes‐Benz case. We identify three dimensions of Brand Fairness Management: prevention, procedures, and outcomes. This framework will assist brand managers in China in developing successful brand fairness strategies and management programs. We posit that implementing these branding practices will increase the likelihood that consumers perceive the brand in question as fair, leading to an increase in loyalty and positive word‐of‐mouth. 电子政务、市民特征与用户信息行为——基于天津市市民调查的实证研究

电子政务如何更好地满足不同用户的需求,业已成为当前中国电子政务研究的重点方向。在理论上,本研究首先将中国电子政务的所有服务分为三大类:"电子学习""电子行政"和"电子参与",然后对用户的性别、年龄、教育背景、职业等个人特征与其信息行为偏好之间的相关关系提出了一系列理论假设;在实证上,于2006年进行了针对天津市城市居民政府网站使用情况的问卷调查,对中国电子政务的用户特征及其信息行为偏好之间一系列理论假设进行了检验。实证研究表明,用户对政府网站服务功能的选择性使用所呈现的差异,是由用户身份特征的差异性和政府网站建设的局限性两个方面决定的。根据研究结论,提出了一系列提高政府网站的使用率、减少网络用户为获得政府信息和服务所需的时间和精力的投入、提高登录政府网站用户的满意度等方面的政策建议。     

“划一”与“创新”的制度困境及其消解以组织理论的视角审视现代西方社会制度的变革

制度创新有其必然性。西方技术理性的片面化发展,使社会政治制度也陷于标准化的技术理性控制之下,最终表现为制度创新与技术理性标准化的冲突,并导致组织冲突的形成与发展。而组织冲突的消解将最终依赖于制度创新,实现制度创新则应该以所有制关系变革为前提。
