The United Nations Industrial Development Organization’s (UNIDO) portfolio of technical cooperation projects changed radically between 1992 and 2004. In 1992, industrial-development-related projects constituted 98% of the portfolio in monetary terms, and environment-related projects 2% while, in 2004, the former constituted 43% and the latter 57%. However, the larger share of the environment-related projects in 2004 was only marginally, if at all, linked to UNIDO’s industrial development agenda. A compelling explanation for this radical change in the organization’s technical cooperation portfolio is provided by a model of strategic choice that draws on resource dependency and institutional approaches and that allows for staff strategic actions. Two factors, UNIDO’s financial and confidence crisis in the 1990s and an organizational culture wedded to industrial development, shaped UNIDO’s strategic responses, which, for the most part, did not integrate environmental concerns into industrial development projects and programs as instructed by its principal governing body.

Policy makers tend to focus on the extension of citizenship as the primary means by which new populations become incorporated into a society. Although acquiring formal citizenship is necessary in order to participate in many aspects of a state's civic, social, and political life, the extension of legal citizenship is far from a guarantee for full membership. Instead of focusing exclusively on naturalizing immigrants, we need to consider T.H. Marshall's three spheres of citizenship—the civil, political, and social. By extending social elements of citizenship prior to or at the same time as we extend other benefits, we will move towards more complete citizenship for and greater civil and political engagement among all residents in our society—non-citizens, naturalized, and native-born, alike.

L'existence “d'intérêts spécifiques” qu'on pourrait naturellement attribuer à la catégorie des femmes est amplement débattue dans la littérature contemporaine. Ainsi, selon certains, les femmes en tant que catégorie sociodémographique seraient traditionnellement plus portées à s'intéresser à certains sujets (l'enfance, la parité entre les sexes, l'avortement, etc.) qu'à d'autres. Or, bien que la littérature sur la définition des intérêts des femmes soit assez étoffée, peu d'études essaient, de mesurer leurs effets sur le comportement politique des citoyennes. Ainsi, aucune analyse n'a été proposée jusqu'à maintenant pour mesurer si la présence d'enjeux particulièrement parlants pour les citoyennes augmente leur engagement intellectuel (notamment dans des enjeux de démocratie directe). A travers l'analyse des votations populaires pour la période 1999-2005 (VOX), nous nous proposons de voir dans quelle mesure le niveau d'intérêt spécifique qui caractérise l'objet soumis au vote influence les stratégies cognitives que les femmes activent lors du processus de formation de l'opinion. En partant de modèles dualistes développés en psychologie cognitive, nos analyses montrent que les citoyennes sont davantage prêtes que les hommes à activer des stratégies cognitives plus exigeantes d'un point de vue intellectuel lorsque le projet soumis au vote les touche de près.  相似文献

This review essay focuses on the problem of citizenship in three different areas, namely human rights, identity politics and surveillance. Heli Askola’s work focuses on the magnitude of demographic challenges that contemporary migrant-receiving states in the Global North face, and specifically focuses on the broader demographic picture of low birth rates, and increasing diversity and populations ageing; thus, focusing the problem of identity politics in the context of citizenship acquisition in Global North states. Richard Sobel’s book explores the empowerment of American citizenship, specifically through a unique reading of constitutional and political apparatus in the United States. Finally, Pramod Nayar’s work addresses state-based surveillance mechanisms like biometrics, biobanks and the internet within the context of citizenship and how new forms of subjectivity are forged within a culture of surveillance. These three works approach citizenship through a legal category of political membership, but also a process of political subjectivization.  相似文献

Citizenship is increasingly investigated not just in terms of rights and duties, but as contentious, evolving and continuously forged anew. This article analyzes an Israeli High Court ruling from 2007 to show how a liberal, human rights-based discourse enabled effective citizenship within neocorporatist frameworks for those outside the formal political community. The ruling, which extended Israeli labor law to Palestinians in the Israeli-occupied West Bank, marks the breakdown of neocorporatism’s fundamental premise of congruence between labor force participation and participation in the political sphere, which engenders new opportunities for rejecting subjecthood and demanding inclusion. This marks a new development in the balance between the conflicting imperatives of economic inclusion and political exclusion in Israel’s relations with the Palestinians, and legitimizes practices of citizenship where formal political space is denied. It is not yet the ‘de-nationalizing’ of the state, but may be a step in decoupling effective citizenship from national belonging.  相似文献

Victim–offender mediation (VOM) programs have gained considerable popularity in juvenile courts, yet little is known about how these programs actually influence offenders. This paper explores young offenders’ subjective experiences of voluntary participation in a county‐run VOM program in Minnesota. The authors conducted in‐depth, qualitative interviews with seven young offenders (aged 15–24), and four sets of their parents, who had recently participated in a VOM session with their crime victim(s). Data analysis revealed varying motivations for the offenders’ participation in the sessions, a range of emotional consequences, and some potential for enduring behavior change. Based on these findings, the authors propose guidelines for future practice and research with young people involved in mediation, conferencing, and restorative justice programs.  相似文献

The author analyzes the development of domestic service in Bremen and Liverpool as two examples of major commercial ports in the 19th century characterized by significant merchant wealth and casual, dock-related employment. The migration pattern and age structure of domestic servants are examined and key aspects of their employment history are explored in terms of residential location, length of service, and social background of their employers. Census data are used for both port cities (drawing, in particular on the relational database currently being constructed for the Liverpool Mercantile Project), together with the Bremen civil registers for marriages and deaths, and qualitative material, such as diaries and autobiographies from members of the merchant class. By developing an explicitly comparative analysis within the framework of an established typology the article provides a basis for assessing the extent to which the nature of domestic service in the two port cities, as well as the recruitment and retention of domestic servants, was determined by similarities in the growth of merchant wealth and culture or by distinct regional or national characteristics in the underlying pattern of urban migration.  相似文献

The German colonial world was marked by an ostensibly self-evident boundary between the white ruler and the black ruled that situated Europeans and indigenous peoples as diametrically opposed and socially discrete. This situation, however, was problematised by the gendered and sexualised interactions between European and indigenous society. The result was often a slippage between the administrative attempts to create recognisably ‘German’ families (perceived in racial terms), and the antinomian realities of human relationships that transgressed racial lines. This in turn gave rise to reproductive anxieties in the face of a new liminal population of ‘half-castes’ (Mischlinge) that refused the white–black, master–slave dialectic of the colonial ideal. Many historians have recently attempted to link the troubled history of race relations in German Southwest Africa to the later history of Nazi anti-Semitism and genocide, by focusing on the apparent continuities between the Holocaust and the Herero–Nama wars. However, an alternative genealogy for the Holocaust that refutes this genocidal continuity thesis is possible through an investigation of the origins and contents of the debates about the nature of the German colonial family and its relationship to German citizenship between 1904 and 1914.  相似文献

This study investigates the voting behavior of the Taiwanese electorate in two different levels of election by taking into account two aggregate-level effects, namely the political and economic contextual effects. Using both individual-level and aggregate-level data to study the 2008 legislative election and the 2012 presidential election in Taiwan, this paper not only confirms that the valence politics explanation outperforms other individual-level voting models in the legislative election and in other elections in Taiwan, but also demonstrates how the two contextual effects influence individual voting behavior. Specifically, the political contextual effect had influence on the individual electoral choice in both the 2008 legislative election and the 2012 presidential election, whereas economic contexts only affect voters’ decision when choosing a president. The multilevel analysis reveals that different individual-level voting models could provide partial explanation for voting behavior; however, the findings also show that we may overlook how contextual effects may affect the electoral choice.  相似文献

Contemporary governments have persistently responded to accruing implementation blind-spots by further restructuration of public bureaucracies. This has come with increased agencification and coordination efforts to enhance organizational efficacy and to produce trust for legitimation purposes. Accountability reforms in particular rarely address non-formal implementation processes that seem to characterize these efforts, mainly, inter-organizational trust. This is despite mounting evidences on the centrality of organizational trust in collaborative implementation processes of policy reforms. Basing on qualitative data from Kenya, this paper explores the production of organizational trust and its influence on the implementation environments for accountability reforms between oversight and governmental institutions. Data indicate that common difficulties in collaborative-implementation framework like fragile horizontal accountability-relations, misinterpretations of authority, obsession with control and autonomy, poor organizational-communication mechanisms, public trust deficits, poor internalization and institutionalization, etc. also correspond to problems of organizational trust. So, it is suggested that besides building public and interpersonnel trust, a policy design should also device steps that can strengthen internal-accountability systems, reduce some forms of bureaucratic slackness, enhance interorganizational communication and justice systems. This should improve inter-agency trust and ease cultural-instrumental tensions typical in collaborative implementation relations common in modern public administration.  相似文献
