(Re)Making a politics of protection in immigration policy: the “criminal alien,” gendered vulnerability,and the management of risk

The two most recent Department of Homeland Security interior immigration enforcement programs, Secure Communities and the Priority Enforcement Program, have directed deportation efforts toward noncitizens convicted of crimes. One of their targets, the ‘criminal alien,’ has been (re)fashioned in political and legal discourses since the 1980s. Through critical discourse analysis of the 2013 immigration reform debates and their incorporation of the Violence Against Women Act (2013), this article examines the ways in which contemporary immigration policy renders the racialized ‘criminal alien’ (sexually) threatening to the ‘vulnerable’ woman. Dichotomous constructions of deserving and undeserving immigrants, in turn, bolster an array of strategies to manage the ‘risk’ of noncitizens, including border control and financial self-regulation.     

Industrial Relations and Justice Ideologies in the Firm: A Justice-Based Explanation of Works Council Effectiveness

This paper investigates why the effectiveness of works councils varies across firms. Drawing on a large body of literature on justice in organizations, and on the basis of the premise of methodological individualism, we present the groundwork for a justice-based theory of workplace codetermination. The theory focuses on workers' attitudes toward justice in organizations, the structural reasons behind these attitudes, and their consequences for the effectiveness of codetermination. Results from a qualitative employee survey in four German firms provide first empirical support for the theory presented.     

国有企业企业家失范行为矫正研究——政府主导下的制度变迁

四个典型的案例反映出在我国国有企业企业家群体中普遍存在着失范行为。惟有变迁国有企业企业家所处的制度环境,才能有效矫正他们的失范行为,而政府正是这场制度变迁的主导者。这不仅关系到能否实现国有及国有控股企业效益大幅度提高的目标,而且也决定着国有企业改革的命运。     

Theorising noncitizenship: concepts,debates and challenges

Abstract

Existing political theory, particularly which deals with justice and/or rights, has long assumed citizenship as a core concept. Noncitizenship, if it is considered at all, is generally defined merely as the negation or deprivation of citizenship. As such, it is difficult to examine successfully the status of noncitizens, obligations towards them, and the nature of their role in political systems. This article addresses this critical gap by defining the theoretical problem that noncitizenship presents and demonstrating why it is an urgent concern. It surveys the contributions to the special issue for which the article is an introduction, drawing on cross-cutting themes and debates to highlight the importance of theorising noncitizenship due to both the problematic gap that exists in the theoretical literature, and the real world problems created as a result of noncitizenship which are not currently successfully addressed. Finally, the article discusses key future directions for the theorisation of noncitizenship.     

Behavior Research: Improving Social Services for Young People in the Community

This research is based on a social community centre for young people. Researchers have been working together with social workers in carrying out the practical research. Using a process of problem solving, making improvement plans, applying theories into practice, feedback evaluation, and seeking further questions, we are continuously working to improve the quality of social services for young people. We also hope to improve social work methods and the professionalism of social workers.     

“Knowledge” and “Faith”: Ecological Self in Flight Behavior

The contemporary American writer Barbara Kingsolver's latest novel Flight Behavior articulates personal account with the subject of climate change. In the process of helping save King Billies in southern Appalachia, USA, Dellarobia, the female protagonist, internalizes knowledge with faith and achieves a reconstruction of feminine subject from ego to ecological self. Moreover, the writing of scientific theme through fiction reveals an interdisciplinary perspective to approach the belief in feminine autonomy.

自助行为是民法中的一种私力救济手段,在性质上属于事实行为.它的实施条件是须为自助的目的,须因情势紧急来不及请求公力救济.它的实施原则是须依法定方式,须在必要的限度内.它的实施方式是扣留债务人财物,毁损债务人财物,扣留债务人人身,制止债务人对有义务容忍的行为进行抵抗.在实施自助行为后,行为人应立即申请有关国家机关处理.在错误实施自助行为的情形下,行为人应当承担过错的赔偿责任.     

论任务型组织的结构

近几年来,任务型组织迅速地从一种边缘化的组织形态向社会生活的中心迈进,在处理一些重大的、紧迫的事件时,特别是在处理“危机事件”中,任务型组织表现出巨大的优势。作为一种不同于常规组织的组织形态,它在组织结构形式上表现出动态性、开放性、灵活性和非线性的特征,属于一种远离平衡态的组织结构。如果对任务型组织的实质性方面进行分析的话,也可以看到它的“目标结构”、“利益结构”、“权—责结构”、“交往结构”和“规范结构”等方面的内容。
