在国家公共应急管理体系中,中国红十字会的地位和作用比较突出,它既是国际红十字运动的成员国组织,又是中国党和政府在人道服务领域中的独特助手。作为一个复杂组织系统,从其权力垂直分层看,中国红十字会在中国政治体制中的垂直定位具有法定性、历史性和继承性,这不仅体现在国际红十字与红新月运动和各国红十字会之间的历史关系定位,还体现在中国红十字会同党和政府之间的责任纽带关系。因此,中国政治体制性质规定了中国特色红十字会的政治组织力。但是,在复杂系统中的组织应急张力,即组织联盟力、执行力和社会动员力等扁平向度的技术管理能力却因机制问题降低了它应对应急事件的执行能力。为此,应着力增强组织自我革新力,创新社会力量参与应急管理联动机制,拓展公共应急联盟共享空间,满足复杂系统对应急组织能力建设的需要。 相似文献

Conflicts and politics in organizations are common in both the public and private sectors. However, there are few comprehensive studies regarding the relationship between politics, conflicts, and outcomes in the public sector. Therefore, this study sought to empirically explore the relationships between organizational performance, organizational conflicts, and organizational politics in the public sector. To analyze the effects of organizational politics and conflicts on performance in government organizations, hierarchical multiple regression analyses were performed. This article combines inductive and deductive theory building to identify building blocks for a theory of inter-organizational
networking, a phenomenon that has gained prominence in international relations, but is largely neglected by IR scholars. Organizational
and network theory are identified as the major starting points for theory building. Hypotheses are generated from the network
of Euro-Atlantic security institutions, which has become the most sophisticated network of its kind since the early 1990s.
The article looks specifically at the genesis of dyadic inter-organizational relations and of entire networks, at the relevance
of networking for policy output and at the system effects that networks have on individual organizations. The theoretical
findings are presented so as to allow a transfer to other geographical and functional areas of networking.

This article looks at the determinants of the political integration of migrants at the local level, focusing on two dimensions of political integration: political interest (attitudinal dimension) and political participation (behavioral dimension). Based on a representative survey among Italians, Kosovars, and Turks in the city of Zurich, we tested the thesis advanced by the social capital approach which posits a link between membership in voluntary associations and political integration. Our findings suggest that membership in voluntary associations favors the political integration of the three groups under investigation. Furthermore, we find an impact of both ethnic and cross‐ethnic membership. However, while the effect of associational involvement on the behavioral dimension of political integration is strong and consistent across national groups, the attitudinal dimension displays a weaker and differential impact. Political attitudes and socio‐demographic characteristics play a less important role, except for the effect of the former on political interest, and also tend to have a differential impact on the three groups. 相似文献

The United Nations Industrial Development Organization’s (UNIDO) portfolio of technical cooperation projects changed radically
between 1992 and 2004. In 1992, industrial-development-related projects constituted 98% of the portfolio in monetary terms,
and environment-related projects 2% while, in 2004, the former constituted 43% and the latter 57%. However, the larger share
of the environment-related projects in 2004 was only marginally, if at all, linked to UNIDO’s industrial development agenda.
A compelling explanation for this radical change in the organization’s technical cooperation portfolio is provided by a model
of strategic choice that draws on resource dependency and institutional approaches and that allows for staff strategic actions.
Two factors, UNIDO’s financial and confidence crisis in the 1990s and an organizational culture wedded to industrial development,
shaped UNIDO’s strategic responses, which, for the most part, did not integrate environmental concerns into industrial development
projects and programs as instructed by its principal governing body.

The probability that a defendant's DNA profile is unique in a population of untyped individuals is shown to be bounded below by one minus twice the sum of the match probabilities over the population. This bound assumes that the possibility of laboratory or handling error can be neglected, and applies only when there is no non-DNA evidence in favour of the defendant. There cannot be a completely general lower bound: if there is overwhelming non-DNA evidence that the defendant is not the source of the crime stain, then that is also overwhelming evidence of non-uniqueness. Application to k-locus short tandem repeat (STR) profiles is discussed, and illustrated with calculations based on the 6-STR-locus system used in current UK casework. However, because of the problem of the non-DNA evidence, there seems to be no satisfactory way for an expert witness to address the question of uniqueness in court. 相似文献
