关于党校信息化建设的思考

当今是信息社会,信息化建设至关重要。党校作为社会主义理论宣传阵地更要适应时代发展要求,努力开创信息化建设的新局面,把党校办成具有现代化教学、科研、管理手段一流的马克思主义理论阵地。     

执政党危险之最论

我们党的最大政治优势是密切联系群众,党执政后的最大危险是脱离群众。当前,党内腐败对党群关系危害最深,人民群众最痛恨。只有大力加强制度建设,坚持立党为公、执政为民,坚决清除腐败,党才能进一步密切同人民群众的血肉联系。     

Charismatic female leadership and gender: Pia Kjærsgaard and the Danish People's Party

ABSTRACT

Research on the leaderships and electorates of populist right-wing parties emphasizes that most of these parties are charismatic and male-dominated, both as regards their leaderships and their voters. However, while studies about the gender gap focus mainly on demand-side factors, such as electoral support, socio-economic characteristics and the voters’ attitudes towards issues such as immigration, those that analyse the role and position of gender issues are still rare. Similarly, or even more, overlooked is an analysis of the rhetoric, style, charisma and discourse of populist female leaders, such as those representative of two now well-established Scandinavian populist right-wing parties: the Dansk Folkeparti (DF, Danish People’s Party) and Norway’s Fremskrittspartiet (FrP, Progress Party). Both parties have long been led by women although Pia Kjærsgaard of the DF recently stepped down, leaving the party leadership to Kristian Thulesen Dahl, a man of the younger generation of party members; Siv Jensen in Norway smoothly followed the long-term and charismatic leadership of Carl I. Hagen in 2006. The main focus of the paper, however, is on Pia Kjærsgaard, discussing the role gender plays in relation to her style, rhetoric and/or discursive strategies, but also in the gendered constructions featured in the Danish mainstream media. In the article, Meret also refers to the case of Marine Le Pen and the Front national (FN) in order to consider whether the Nordic cases represent a specific framework for female leadership, highly influenced by context and opportunity.     

新时期构建党的纪律教育平台的理论与实践思考

构建党的纪律教育平台,加强纪律教育,是落实党要管党、从严治党的必然要求,是加强党的纪律建设的迫切需要,是做好新时期干部教育培训工作的现实需要。新形势下构建党的纪律教育权威平台,就是要在把握和尊重干部成长规律和干部教育培训规律的基础上,进一步整合资源、突出重点、创新方法、健全机制,提高党的纪律教育的科学化、制度化、规范化水平,不断夯实党员干部廉洁从政的思想基础、筑牢拒腐防变的思想道德防线,切实解决党员干部"不想腐"的问题。     

党推进文化建设的历史经验及启示——以民主革命时期为例

新民主主义革命时期,党充分认识到文化的地位和作用,将文化建设作为党领导的民主革命事业的重要组成部分,积极推动中国新文化发展的历史进程,积累了丰富的文化建设经验,主要包括：把推进文化建设作为党的一项重要历史使命：坚持以马克思主义为指导并加强党对文化建设的领导;牢牢把握中国先进文化的前进方向;制定和实行正确的文化发展方针政策;重视包括知识分子在内的文化人才队伍建设。这些历史经验为党领导社会主义文化建设奠定了坚实的基础,也给当今中国建设文化强国、促进社会主义文化大发展大繁荣以重要启示。     

创新党史学习教育的有效途径

加强党员干部的党史学习教育,是提高党的建设科学化水平的重要途径。目前,各级培训机构在党史教育中还存在着不少问题,如对党史教育重视程度不够、存在＂庸俗化＂倾向、专业人才缺乏、教育方式针对性不强等。因此,相关部门必须高度重视并合理安排党员干部进行党史学习教育,加强党史教育工作队伍建设。各级培训部门在党史教育过程中要突出重点把握规律,增强其有效性和针对性。     

一人公司犯罪主体论

一人公司属于刑法上的单位主体。经公司人格否定评价后的一人公司仅就特定事项在公司法上丧失公司人格,但仍具备成立单位主体的前提。如果因为犯罪行为而构成特定事项上的人格否定,则不能成为单位主体。经“单位主体否定”评价后的一人公司若属于有组织犯罪,应追究其自然人的刑事责任。     

The Chilean presidential elections of 1999–2000 and democratic consolidation

This article examines the campaign and the outcome of the presidential elections held in 1999–2000 in Chile. It argues that the election marks a crucial phase in the consolidation of democracy in Chile. It can be seen as the first “normal” election since the return to democracy in 1990. It was unusually competitive and the result was in doubt until the second round vote. The election was notable for its emphasis on the future. Issues of the past were largely ignored ‐ as was the position of General Pinochet in London. The campaign of the Right was based upon an above‐party appeal while that of the ruling coalition relied on the traditional weight of parties in Chile. The result can be seen as an endorsement of the policies of the Concertacion government, but it also represented a resurgence of the Right. The victorious candidate, Ricardo Lagos, has stressed his commitment to social justice and to equity ‐ but he faces the problem of a governing coalition with internal differences still to be resolved, and a Right better placed to be a formidable opposition.     

关于对领导干部实施党内监督的若干思考

在现实中实施对领导干部党内监督还存在不少需要解决的问题 ,某些领导干部败坏党风、违犯党纪的现象得不到有效的查处和制约。在新的历史时期 ,要加强对领导干部实施党内监督 ,必须完善党内监督机制 ,保证纪检部门权力的相对独立 ,规范党内监督制度 ,达成监督工作民主化     

网络传媒对执政党权力基础的影响

政党的核心作用在于作为＂桥梁和纽带＂来连接民众和公共权力。执政党的权力基础在于获得了大多数民众的拥护。现今,网络传媒的高度发展对执政党自身、民众与执政党沟通方式、民众与公共权力的关系等都产生了广泛而深远的影响。在此情形之下,执政党需要认清形势、看准趋势,按照网络传媒自身的客观规律进行管理和利用,以期实现与网络传媒的良性共处和互动。
