论中国共产党文化民生思想的历史演进及启示

在旧民主主义社会语境中,文化建设只是维护剥削阶级反动统治的工具,而文化的民生意蕴和人本价值更是被公然遮蔽。在中国共产党诞生到成熟壮大的过程中,文化民生思想也历经新民主主义革命、社会主义革命以及社会主义建设日趋成熟和凸显。梳理建国以来中国共产党对文化民生建设认识的历史演变进程,揭示其演变特点和趋势,能够关照当下文化民生建设,在文化民生建设的价值归宿和实践创新上得到重要启示。     

试论民生的本质属性

民生问题是指与百姓生活密切相关的衣食住行。从本质上讲,民生问题是人类社会发展的永恒主题,是经济社会发展的根本目的。民生问题是多层次的,权利、机会、规则、分配的公平是民生的本质要求,体现为由低到高的逐层递进。马克思主义理论体系蕴含着丰富而深刻的民生思想。     

The mouse deer and the crocodile: oil palm smallholders and livelihood strategies in Sarawak,Malaysia

The dominant view among policy-makers in Sarawak, a resource frontier state in Malaysian Borneo, is that the only viable way to involve smallholders in the oil palm boom that has transformed the agricultural economy of that island is to consolidate them into larger production entities with externally provided management and finance. However, despite lack of government support, the area of smallholder oil palm has increased dramatically in the past decade in those regions with access to roads and palm oil mills. We argue that, once processing infrastructure is in place, oil palm smallholders can readily take advantage of this infrastructure to pursue a profitable livelihood option, with lower cost and greater flexibility than large-scale operations. In this paper we explore the characteristics of oil palm smallholders in Sarawak and the complex and varied processes by which they have inserted themselves into the rapidly expanding landscape of large-scale plantation development. We develop a typology of oil palm smallholders and present a case study based on a questionnaire survey of 72 farm-households in five longhouse-communities in northern Sarawak. The analysis shows the economic viability of independent oil palm smallholders and identifies appropriate means of support that could raise incomes and spread benefits more widely.     

African Green Revolution,food sovereignty and constrained livelihood choice in Mozambique

This article examines the complicated food security agendas of the African Green Revolution and the food sovereignty models in Mozambique. Drawing on fieldwork conducted by the author in Mozambique in 2014 and 2015, the paper analyses how smallholder farmers engage with these two agrarian models. Whereas the literature frequently presents the African Green Revolution and the food sovereignty in oppositional frames, this paper finds that farmers in Mozambique utilize some of the tools that these models offer in complementary rather than competing ways. One such area is the use of commercial hybrid seeds and herbicides by some farmers associated with food sovereignty, an approach that runs counter to food sovereignty’s principles of agroecology. In Mozambique, farmers’ “lived experience” of food sovereignty is more a strategic response to their limited livelihood options, using whatever tools are available to them, rather than a resistance to power.

Inclusive Factors of Economic Growth: Nature,Region, Livelihood and Harmony——Based on Provincial Dynamic Panel Data GMM Analysis

From the history of economic development and the theory of economic growth perspective, exploring economic inclusive growth need to rely on natural resources, to exist appropriate regional differences, to allow residents to share fruits and harmonious and stable security environment. On the basis of traditional economic growth model, inclusive growth dynamic panel model is built. The empirical results show that: natural resources have a positive effect on promoting economic growth; urban-rural gap exists “inverted U” shaped relationship on economic growth mechanism; two elements of traditional economic growth, employment and physical capital, also promote economic growth; economic growth exists a great inertia. Early total economy has played an important role in promoting economic growth.     

现代服务型公安视野下的民生警务

民生警务不是"以公安机关为本"的警务,其本质特征是"以人为本"、"以社会为本"的警务,是主动倾听社会和公众呼声的警务,是积极回应公众呼声的警务,是对公众呼声负责任的警务。"民生警务"在构建现代服务型公安的整体框架中兴起和实施,是构建现代服务型公安的内在逻辑使然,符合现代服务型公安的内在规范,势必强力促进现代服务型公安的重塑。

十八届四中全会法治思想中的民生理念

党的十八届四中全会对法的论述诠释了法的目标,即把中国建设成社会主义法治国家,解释了法律是治国重要的武器,好的法律体系和法律制度才能真正贯彻公平、正义,维护人民的各种权益。全会一再强调恪守立法为民思想,加强法律体系建设,以高标准、严要求,加强法律制度和法律执行队伍的建设。无论全会中论述法的目的,还是法的权威及法律实施的各项要求,无一不透漏着党的民生思想,展现着以民为先、为民服务的思想。民生思想贯穿十八届四中全会报告,彰显在法治思想的精神与理念中。
