云南回族抗争历史现象透视

云南回族突出的抗争历史现象是由其强烈的抗争意识所驱动的.强烈抗争意识的形成同回族坎坷的历史命运紧密连在一起,既有主位的原因,也有客位的根源,归根到底是封建统治条件下民族歧视和民族压迫的结果.社会主义制度的建立,从根本上铲除了民族歧视和民族压迫的制度根源,然而,历史所造成并遗留下的民族隔阂乃至民族歧视的现象不可能在短时期内彻底消除,历史形成的各民族特殊的民族意识、民族心理、民族认知习惯等文化心理因素仍以相对稳定的形式影响着人们的生存方式和各民族间的交往关系.因此,回族的抗争历史现象仍在一定程度上存在并表现出来.分析其中原因,正视和解决存在的问题,有利于民族的团结、进步和发展.     

People Trafficking: Conceptual issues with the United Nations Trafficking Protocol 2000

This paper examines the UN 2000 Trafficking Protocol in the context of international responses to the issue of people trafficking. Attention is drawn to the conceptual flaws in this new instrument regarding the failure to address domestic trafficking, not incorporating the purchasing and selling of people as defining characteristics of trafficking, and the lack of clarity around issues of prostitution. Framing the discussion within feminist theory, the essay concludes that women’s campaigning will continue to be crucial to putting issues such as human trafficking on the international political agenda. This is extended to affirm that people’s struggle against oppressive circumstances will lead the tackling of the underlying causes of trafficking.     

对公安干警培训应增设急救内容的思考

各种意外伤害事故、灾害和危重急症,均需要在现场进行急救,第一个到达现场的往往是公安干警。社会的需求要求公安干警具备一定的救护能力,也需要具备自救能力。因此,在对公安干警的培训中,应增加急救内容。在具体的培训过程中,要注意实践技能的掌握,注重教学方法,以实现教学目标,达到教学目的。

依法治国与以德治国相结合,是江泽民同志站在新世纪的历史高度,在深刻总结古今中外治国经验的基础上而提出的治国方略,包含着丰富而博大的思想内涵,在理论上是对马克思主义国家学说的丰富和发展,是我们党在治国方略上的完善和创新,对于建设中国特色的社会主义具有极其重大的现实意义。本文较详尽地分析了以法治国与以德治国的相互关系,进而提出了如何在社会主义现代化建设中更好地将以法治国与以德治国相结合的几点建议。     

Abolishing Illiteracy and Upgrading Culture: Adult Education and Revolutionary Hegemony in Socialist Laos

ABSTRACT

This article examines the monopolisation of political space by the Lao People’s Revolutionary Party, before and after 1975. Together with coercive measures, the Marxist-Leninist regime consolidated rule by establishing and disseminating new concepts of state power, social responsibility and socialist subjectivity, which formed the basis of a radical form of revolutionary hegemony. The Party propagated a new rhetoric of rule through mandated activities including village meetings, co-operatives and a much expanded but poor-quality mass education system. This article examines the system of adult education, where the Party sought to eradicate illiteracy and “upgrade culture” among economically productive 15 to 45-year-olds. Motivated by both politics and pedagogy, the Party imported this system from the Democratic Republic of Vietnam in the 1960s before institutionalising it after 1975. The resulting organisational structure fanned the rhetoric of rule across the national territory in an extensive manner that reached the illiterate “masses” in large numbers. Even where the programme encountered material shortages and apathy, mandated participation in adult education propagated the vocabulary and grammatical structure of socialist Laos, providing a codebook for how to participate in socialist society.

推进改革开放和中国特色社会主义事业,是中国共产党百年历史中的重大事件。中国共产党在领导人民书写波澜壮阔的改革开放史的进程中,辩证理解和深刻把握人民主体地位的精神要义和实践内涵,始终坚持人民是推动改革实践的主体、人民是共享改革成果的主体以及人民主体地位和党的领导的统一性这三个内在相联的部分,更加广泛凝聚改革共识和形成改革合力,创造了经济发展和社会稳定的奇迹。     

论立案与侦查的关系——关于初查的法律思考

我国侦查部门一直以来是采用先立案后侦查的提起侦查方式。然而,执法实践证明,一切侦查活动都必须在立案之后才能进行是不可能的。立案不能作为提起侦查的条件,提起侦查的条件应概括为;侦查主体获得犯罪线索之后,只要认为有可能存在犯罪事实时,就可以提起侦查。立案则可以在侦查的任何一个阶段,它标志着要追究犯罪嫌疑人的刑事责任。     

From Identity Verification to Behavior Prediction: Ethical Implications of Second Generation Biometrics

In this article, we will compare ethical issues raised by first and second generation biometrics. First generation biometrics use characteristics readily visible to the naked eye to ensure that the person identified is the person he claims to be, whereas second generation biometrics focus on behavioral patterns with the aim of predicting suspicious behavior or hostile intentions. While the collection of biometric features for identification is visible to the person involved, capturing biometric features from a distance may go unnoticed. Our study of a range of U.S. and European projects of second generation biometrics, particularly of Future Attribute Screening Technology and Automatic Detection of Abnormal Behaviour and Threats in crowded Spaces, shows that if data subjects are not aware of the processing of their data, and if behavioral patterns are interpreted without any knowledge of the subject's will and motives, there are risks of discrimination and stigmatization. Thus, second generation biometrics raise some new ethical concerns besides issues of integrity, privacy, and data protection and further underscore the importance of the principle of informed consent in order to maintain public trust.

2003-2005年度全国百强县中浙江均占30个,稳据全国第一。浙江省县域经济全面发展,与“省管县”体制不无关系。由于避免了市对县的财政截留,浙江县域经济发展的优势非常明显。近年来,海南、浙江、湖北、河南、广东、江西、河北、辽宁等省先后开始了“强县扩权”的改革,并取得显著成效。     

未成年人犯罪问题调查及检察维权探析——以云南省个旧市为例

当前,未成年人犯罪日益增多,已成为突出的社会问题。刑法的修正充分表明,未成年人刑事司法已成为我国刑事司法的重要组成部份。个旧市检察院10余年工作实践表明,未成年人保护工作是一项系统工程,需要全社会尤其是检察机关的积极参与。检察机关充分发挥检察职能,积极化解社会矛盾,对于维护社会公平正义、促进社会和谐稳定具有重要的实践意义。
