十七大报告将创新提到了一个新的高度,对创新提出了更高的要求、更新的目标,同时也为公安交通管理工作创造了更加良好的创新环境和氛围。道路交通管理工作不但要在执法思想上、执法理念上不断注入新的活力,而且还要在工作机制、管理方法、科技建设上创造新经验。     

Public and family support and concerns for providing DNA to law enforcement in long-term missing person cases

The identification of long-term missing persons and unidentified human remains is a global challenge. Many people stay on missing persons registers, with unidentified human remains stored for extended periods in mortuaries around the world. Research exploring public and/or family support for providing DNA in long-term missing persons cases is scarce. The aims of this study were to examine whether trust in police predicted the level of support for providing DNA and explore public/family support and concerns for providing DNA in such cases. Trust in police was measured through two widely used empirical attitude scales; “The Measures of Police Legitimacy and Procedural Justice”. Support and concerns for giving DNA were measured through four hypothetical missing persons case scenarios. The results showed more positive attitudes towards police legitimacy and procedural justice significantly predicted support, with the percentage level of positive support across the four case types as follows: cases involving a long-term missing child (89%), elderly adult with dementia (83%), young adult with a history of runaway (76%), with the lowest level of support for an adult with an estranged family (73%). Participants also reported more concerns about providing DNA when the missing person circumstances involved family estrangement. Understanding levels of public/family support and concerns around providing DNA to police in missing persons cases is vital to ensure that DNA collection practices reflect what the public/family support and, wherever possible, alleviate public concerns.     

Youth, Police Legitimacy and Informal Contact

This paper explores the under-researched topic of young people’s attitudes towards police in two studies using structural equation modelling. The first study examines the influence of police legitimacy on the willingness of young people to assist police. The second study examines the impact of informal contact with police during a community policing project on young people’s willingness to assist police. Findings show that young people who view police as legitimate are more willing to assist police. Participation in the community policing project had a significant and positive influence on young people’s willingness to assist police independent of young people’s attitudes about police legitimacy.

重庆警察学院“院局共育”的特色路径探究

以重庆警察学院为例,从区域特色、师资特色、专业特色和实训特色四个方面探究重庆警察学院院局共育的特色路径。研究结果认为重庆警察学院在特色路径的探索过程中立足地方需要,凸显区域特色,创新师资建设,彰显师资特色,设置前沿专业,突出专业特色,利用实战平台,强化实训特色,构成了重庆警察学院四位一体的教育新机制。     

浅谈语块理论在警务英语翻译中的运用

语块是语言中结构相对固定、整体预制、易于提取的表达形式。在警务英语翻译中运用语块不仅有必要性,而且还有可行性。要有针对性地建立警务英语语料库,有目的地储备警务英语语块,扩展翻译单位,加快信息处理,促进翻译过程,提高翻译的准确性、专业性和时效性。     

公安院校大学生自我管理现状调查与分析--以四川警察学院为样本

以四川警察学院为样本对194名警校生的自我管理状况进行调查,结果表明：1．公安院校大学生自我管理水平相对偏高,其中自我规划能力最低;2．男女生在自我管理维度上不存在显著差异,但男生自我认识能力明显大于女生,女生自我约束能力大于男生;3．不同年级的公安院校大学生在自我约束能力上存在显著差异;4．是否是独生子女不影响公安院校大学生的自我管理能力,但会影响自我管理能力的某些维度;5．除了自我认识的维度外,担任干部的学生在自我评价、自我约束、自我规划维度上均略高于非学生干部的学生。     

司法警察端源考证

人民法院司法警察是人民警察的重要警种之一,是维护审判秩序,保障司法公正、权威的重要武装力量。然而,这样一支司法行政执法力量,其诞生和发展并不是与我国古老而悠久的司法体制与审判制度应运而生的。我国司法警察的发端起源与中国司法制度和审判制度的变迁以及中国警察制度的建立有着千丝万缕的联系,我国司法警察制度的建立发展又带有深刻的西方警政思想的烙印。     

A case study of interpreter-mediated witness statement: police interpreting in South Korea

Interpreters play an important role in police interviewing witnesses from culturally and linguistically diverse backgrounds. In the cases where interpreters lack professional attributes such as interpreting competence and impartiality, it is very likely that the interpreted evidence and statement will not be a faithful reproduction of original utterances. If attention is not paid to possible alterations by interpreters to the original utterances of the witness and duty of care is lacking in the procedure of obtaining statement from witnesses through such interpreters, the official legal record may not be an accurate one. Drawing on the data of a video-recorded interpreter-mediated police interview in South Korea, this paper examines issues arising from the lack of understanding of the role of interpreters, which may have implications for criminal proceedings. The findings indicate that in addition to interpreter training, more efficient police training in the adoption of best practice guidelines in interviewing through interpreters is required.     

广西北部湾经济区建设中农村劳动力培训调查研究

本文通过对广西北部湾经济区农村劳动力培训需求、培训课程、培训方式、培训机构和培训评估的问卷调查和访谈,探索目前北部湾经济区农村劳动力培训存在的问题及原因,提出以调查培训需求为出发点、尊重农民的个体差异、全方位开设所需课程、多种培训方式综合运用、整合培训机构、健全培训机制等措施,以期为政府提供有关政策咨询和建议,提高农民的综合素质,促进广西北部湾地区经济的发展。
