社区警务背景下的我国安全社区建设

社区警务的精髓在于"公众参与、社区警察和多机构齐抓共管","安全社区"的真谛在于"跨部门合作、人人参与和共享",由此达成的理论共识和实践同步将在社区乃至社会形成互动共赢的格局。公安机关积极参与社区警务背景下的我国安全社区建设,一是将安全社区建设置于唤起公民意识、辅佐阳光警务、推进警民关系建设、创新公安社会管理的高度加以认识;二是具体参与建设活动;三是发挥骨干作用;四是推进标准化的安全建设。     

浅析涉鉴舆情事件的应对和规制

在当前社会转型期,许多影响重大的群体性事件都与鉴定意见有关,涉鉴舆情事件越来越引起人们的广泛关注,分析其迁延变化特点已成为不同学科领域的研究热点.本文依据近几年发生的典型案例,总结归纳出涉鉴舆情发生、发展经历的四个不同阶段并分析了每个阶段不同的影响因素,从司法鉴定、政府工作和媒体舆论等三个层面提出了每个阶段的应对措施.

美国校园警务管理机制在为校园师生提供优质服务、确保校园的安全稳定等方面做出了贡献,已经成为美国校园安全保障体系的重要组成部分。在我国,日益复杂的校园安全问题正成为目前影响社会稳定、引发社会动荡不安的一大隐患。应分析美国校园警务管理机制的特点和优势并加以借鉴,在当前应对我国校园安全事件的有效措施之一,就是要制定《校园安全法》,明确校园警察的法律地位,以促进校园警务机制的尽快构建和良性发展,为校园安全管理提供坚实的保障。     

Responding to young people responsible for harm: a comparative study of restorative and conventional approaches

Research investigating the impact of restorative responses on offenders has increased in sophistication and complexity over the last decade. Extending beyond earlier studies documenting satisfaction with restorative justice, investigators have considered its relationship with recidivism, reparation compliance and perception of fairness. A few experimental studies have compared conventional and restorative approaches, with results generally favoring the latter. This study focuses on intermediate outcomes of justice approaches on adolescents responsible for harm. These outcomes represent benefits of restorative justice often theoretically argued but rarely empirically evaluated. The study employed a quasi‐experimental design and scales developed through previous qualitative research and consultation with stakeholders. Adolescents participating in conventional vs restorative responses, in both court and school contexts, were compared on eight variables in three areas: accountability, relationship repair and closure. While some variation in outcome depends on context, the results add to the growing literature documenting the benefits of restorative approaches.

警察协助分类的再探讨

警察协助在内容上分为执法协助和一般职务协助。在此初步探讨的基础上进一步深化,从主体视角观察,分为内部协助义务和对外职务协助。从性质视角观察,根据裁量性强弱,分为羁束协助和裁量协助;根据时间性紧迫,可以区分为日常协助和紧急协助。警察协助未来的发展方向应当是主体间的协助义务动态化,协助义务的性质不断明确化。     

中国与巴布亚新几内亚警务合作的现状、挑战及对策

中国与巴布亚新几内亚的双边警务合作启动较晚,“一带一路”倡议为此提供了重要的历史机遇和条件。随着“一带一路”倡议、项目的落实,两国经贸合作、人员往来、文化交流等活动大幅增加,这使得警务合作的必要性、迫切性愈加凸显。当前,我国与巴新的警务合作主要体现在订立条约、人才培训和国际协作等三个方面。在合作中,双方也面临着资源力量结构性不足、大国干涉、缺乏健全稳定机制的挑战。通过增强双边政治互信、经济联系、文化交流,补足警务资源结构性缺陷,健全双边警务合作机制,推动双边乃至多边协议条约签署,可以为两国开展深层次、宽领域警务合作提供坚实支撑和必要保障。     

公安院校交通管理工程专业实战化教学思考——以江苏警官学院为例

实战化教学是公安院校学生教育培养工作的重要组成部分,对于全面提升学生综合素质、培养学生动手操作及指挥协调能力具有积极促进作用。进一步提升公安院校交通管理工程专业实战化教学的效果,需要根据专业实际情况,从教学理念、学时安排、教师投入、学生态度等方面入手进行不断完善,并形成相应有效的改进对策。     

The physical competence test of the Dutch National Police: The effects of wearing a police uniform on test performance

ABSTRACT

In this study, we investigated the effects of wearing a police uniform and gear on officers’ performance during the Physical Competence Test (PCT) of the Dutch National Police. In a counterbalanced within-subjects design, twenty-seven police officers performed the PCT twice, once wearing sportswear and once wearing a police uniform. The results showed clear indications that wearing a police uniform influenced the performance on the PCT. Participants were on average 14 seconds slower in a police uniform than in sportswear. Furthermore, performing the test in uniform was accompanied by higher RPE-scores and total physiological load. It seems that wearing a police uniform during the test diminishes the discrepancy between physical fitness needed to pass the simulated police tasks in the PCT and the job-specific physical fitness that is required during daily police work. This suggests that wearing a police uniform during the test will increase the representativeness of the testing environment for the work field.
