编写《警务实用英语》的几点思考

目前警务英语教材建设明显滞后于教学形势的发展,需要探索新路。《警务实用英语》在编写过程中,本着注重培养学生语言、文化素质、适应“互动式”、以学生为中心的教学,突出听、说、写能力培养的理念,作了一系列尝试。     

试论数字化警务中居民身份识别与管理构想

数字化警务是指警察机关的社会行政管理和刑事执法活动借助计算机信息和数宇信息技术手段进行管理的警务方式方法。从社会管理和刑事执法的角度来讲,确认公民的个人身份及有关信息是非常重要的。在现代数字化警务工作中,必须把居民的身份识别与社会信息数字化管理有机地结合在一起。     

Correlates of the endorsement of two competing policing styles among police cadets in China

ABSTRACT

The purpose of this study is to investigate police cadets’ endorsement of the law enforcement style and the community policing style of policing at a time when both styles of police practices have received significant attention in China. The data used in the analysis were collected from a national police university in China featuring a large sample of 900+ cadets. The first research objective concerns the dimensionality of sentiments toward the two styles of policing among police cadets. The second is the identification of key factors associated with these styles. The principal findings are that police cadets do see the law enforcement style and the community policing style as two distinctive conceptual dimensions. Moreover, different factors are associated with endorsement of each of the two styles of policing. Policy implications of these findings are discussed in some detail.

概括治安管理工作中非规范化行为的表现和特征,深入分析导致非规范化行为产生的四个方面的原因,指出大力加强治安管理工作的警务规范化建设,是遏制非规范化行为的必由之路,并就如何开展治安管理警务规范化建设,提出四个方面的建议。     

A comparative study on legal frameworks of work and family reconciliation in Mozambique and Tanzania

ABSTRACT

This paper analyses legal frameworks designed to reconcile work and family responsibilities in Mozambique and Tanzania from the perspective of ILO standards. Three labour laws are explored, the Mozambique Family Law 2004, the Mozambique Labour Law 2007, and the Tanzania Employment and Labour Relations Act 2004. ILO standards have encouraged both countries to become better equipped for working families to reconcile their work and family responsibilities. Their legal frameworks, however, remain below ILO standards, especially in parental leave and childcare services. The paper finds the root cause of such low compliance from a number of historical junctures, including a historical hangover from colonial regimes, social development policies and structural adjustment policies. The paper suggests a stronger commitment by the Mozambique and Tanzania governments’ and active involvement of civil societies to reshape the patriarchal political economy and promote gender equality in both public and private spheres.     

WASPI's Is (Mostly) a Campaign for Inequality

Women Against State Pension Inequality (WASPI) has mounted a vociferous campaign for full compensation to be given to ‘1950s women’ who, it argues, have suffered severe financial hardship as a result of the rise in their state pension age from age 60. That campaign has gained significant political traction, with much sympathy expressed for the plight of those affected and acceptance (most notably by the Scottish National Party and the Labour Party) that some form of compensation is urgently needed. But WASPI fails to acknowledge the rise in the state pension age's roots in the fight for women's equality, disregards the fact that the problems experienced by this cohort as they near retirement are faced by both women and men and glosses over the fact that the increase in pension age above 65 applies to both genders equally. Its campaign obscures deeper and more important issues in old‐age income replacement.     

开创浦东公安监管工作新局面的实践与思考

构建社会主义和谐社会是我们党从全面建设小康社会、开创中国特色社会主义事业新局面的全局出发提出的一项重大任务。公安机关作为武装性质的国家治安行政力量和刑事司法力量,应从构建社会主义和谐社会的内在要求和公安工作的实际出发,担负起“维护社会稳定、促进社会和谐”的时代重任。     

加强警务实战教法库建设之构想

随着公安机关大练兵的深入开展,广大民警警务实战水平和能力的进一步提高,公安机关战斗力的持续提升,对公安院校、警察训练学校和训练基地警务实战教学水平提出了更高的要求。需要建立一套能很好实现教学目标,紧密联系实际,生动鲜活,有警务实战特点的可持续发展的教学方法和训练体系。     

试论提高公安民警的实战技能

公安工作对民警实战技能提出很高的要求,但当前民警实战技能不强,与实战要求存在较大距离,对此,必须大力加强民警技能培训力度,进一步规范警务运作,配齐配强一线民警的武器装备,大力提高民警实战技能。
