Gettin’ Down Home With the Neelys: gastro-porn and televisual performances of gender,race, and sexuality

This article illuminates how performances of gender, race, and sexuality are integrated with representations of food and food performance in contemporary American cooking television. Interrogating the intersections of food, gender, race, sexuality, and performance, this essay explores how the cable-television show, Down Home with the Neelys, depicts a nouveau gastro-porn anchored in the perceived pornographic level of blackness itself. The author reveals the ways that food and performances of food become a medium of gendering and racialization employed by American popular media. Through the lens of reality television, shows like Down Home (re)produce a certain type of black heterosexuality and gendered enactments of domesticity and space, while challenging dominant televisual reflections of black love and labor. The author argues that the Neelys self-consciously employ a vernacular aesthetic performative of “down home” (a uniquely classed, temporally–spatially situated, and sexualized blackness) to exploit the phenomenon of gastro-porn in a highly lucrative performance that signals the entangled artifice of gender, race, and sexuality. More than offering culinary expertise and education, such cooking instruction reveals the pedagogy of gender, race, and sexuality as visual lessons of a complex and contradictory authenticity. This essay reveals television cooking shows as critical sites for considering the domestic laboring of gendered and racialized sexualities. In particular, shows like Down Home evince the ways that race continues to be rendered in visual terms and the enduring edibility of blackness.     

Erzählungen des Kindes‐ und Erwachsenenschutzes: Eine Anwendung und Erweiterung des Narrative Policy Frameworks

The Child and Adult Protection Authorities (KESB) have been the subject of controversial discussion since their establishment in 2013. The reform of the Guardianship Law provided for an institutional shift away from local guardianship authorities to regional specialist authorities. This article uses the Narrative Policy Framework (NPF) to examine the history of today’s controversy, simultaneously proposing an analytic strengthening of said framework. Previous NPF studies summarize policy actors into opponents and proponents. As a result, we do not know whether different actors use different narratives. We therefore separate the expert from the MP discourse. The analysis shows that the experts' arguments for a new institutional arrangement and a person‐oriented narrative dominated, which put the fundamental rights of the persons affected by guardianship measures up front. The study contributes to the understanding of the current controversy, in which a person‐oriented narrative seems to be dominant again, directed against the new authorities.

Environmental Stressors and Food Security in China

This article considers the immediate forces influencing China’s food system and food security. By immediate is meant events of the reform period, from the late 1970s to 2008. It begins by asking the question that has preoccupied specialists since the publication of Lester Brown’s Who Will Feed China? in 1995: How much arable land does China have? Is that land area sufficient to insure grain sufficiency? To insure food security? The article focuses on the human pressures on the food production environment, and then treats the effects of socioeconomic change: land, air, and water degradation. The core of the article examines six responses of the state to both perceived and actual environmental stressors: policy restricting arable land conversion, China’s one-child policy, investment in irrigation systems, the South–North Water Diversion Project, large-scale afforestation and reforestation campaigns, and the program to convert marginal agricultural lands to forests and grasslands.

政策网络管理应重点研究七个基本问题和应注意十个重大问题,政策网络管理存在工具、互动和制度三种观点和个人权威控制、专制控制、结果控制、文化或集团控制、声誉控制五种控制机制,具体管理模式可以从行动者、认知和制度三个维度和政策管理、过程管理和网络宪政三个层面进行架构,并可根据不同的网络环境选择不同的网络管理行为.网络行动者的数量、管理能力与技巧、网络的开放性、利益冲突、网络管理成本是影响政策网络管理有效性的重要因素,网络管理的绩效也可根据不同的网络结构选择不同的评价指标进行定量到定性的评价.     

第一代独生子女婚姻生育选择及对未来人口和家庭结构的影响——兼与庄渝霞商榷生育政策调整的可行性

随着第一代独生子女进入婚育年龄,产生大量的双独家庭、单独家庭,不同家庭类型的变化将引起政策生育率自然回升,如果考虑到有部分家庭放弃生育二孩,则意愿生育率会低于政策生育率。本文从独生子女婚育选择的角度出发,使用相关调查数据分析,发现由双独家庭所产生"4-2-1"家庭的数目受政策微调生育的影响较小,政策微调可以大幅度降低一孩家庭的比例,二孩家庭比例的增加无疑会降低家庭风险,且不会大规模地增加出生人口数量,因此,中国应当对生育政策进行微调,增强人口结构的合理性。     

社会结构异质性与流动儿童社会网络的建构——以同伴关系为核心

本文以同伴关系为切入点,考察社会结构异质性因素对流动儿童社会网络建构的影响。研究发现,流动儿童在同伴关系建构过程中表现出较高的主动性,交往对象呈现外向发展特征;流动儿童的兄妹数、成绩好坏、自身生活方式以及对城市居民态度的认知对其发展同伴关系的主动性有影响;流动儿童生活体验和生活环境对其发展同伴关系对象选择有影响。本文以实证研究回应了几种相悖的研究结论:布劳的肯定性结论与国内多数学者的否定性结论,系出自不同语境,各有合理性,但某些结论也需要进一步讨论。     

青年的政策觉识与支持老年父母的关系:一项香港与上海的比较研究

这项研究探讨香港与上海两地青年的公共政策或社会责任、子孙或家庭责任、个人责任的觉识对其照顾、接纳和承担照顾父母的意愿的效应.研究结果显示:(1)对政府或社会的养老政策责任的觉识愈高者则照顾父母的意愿明显地愈高;然而,对老年人的自立生活具愈高的觉识者,其照顾父母的意愿却愈低;(2)对倡导尊敬老年人的觉识愈高和对老年人的自立生活的觉识愈低者,其接纳照顾父母的意愿愈高;(3)对政府责任的觉识愈高者和对个人责任的觉识愈低者,其承担照顾父母的意愿愈高.文章同时就倡导两地照顾或供养父母的政策启示进行讨论.     

马英九“软实力”思想评析

在马英九以大陆为主要对象的“国家安全政策”中,“软实力”是一个十分重要的概念。他企图以政治价值观的漫洇,推动大陆民主化;以文化、教育理念的扩散,输出价值观;以“活路外交”塑造“民主台湾”、“文化台湾”的形象,最终达到对大陆实施“软制约”、“软制衡”的目标。虽然,由于岛内外种种原因的限制,马英九的“软实力”思想尚未对大陆产生明显的影响力,但这一切是在“没有硝烟的战场”上实施的,应引起我们足够的重视。     

基于网络计划的应急预案的可操作性研究

制定应急预案是突发事件应急管理的重要内容,而可操作性则是应急预案的基本要求.我国已经制定了很多应急预案,但这些应急预案是否具有可操作性并不确定,也难以全部通过演练来判断,目前,国内外在应急预案可操作性方面的研究有限,因此,在应急预案综述研究的基础上,提出可操作性预案的制定步骤和可操作性预案应该包含的内容.把项目管理中的网络计划与应急预案相结合,将应急预案的应对过程看作项目,应对步骤看作工序,使用网络计划的形式来表达可操作性预案的应对过程,给出示例进行说明,并使用网络计划来分析应急预案的时间计划.在时间紧迫且资源不足的情况下,引进资源保障率的概念,使用网络计划分析应急预案对突发事件的处置效果,并可为未来的资源配置提供参考;最后,从应急预案的内容等方面提出一个综合评估的指标体系,对应急预案的可操作性进行评估.主要为可操作性应急预案的制定和评估提供参考.
