关于基层公安机关提高履行职责能力的途径

根据党的十六届四中全会关于加强党的执政能力建设的要求,结合基层公安实际,我们从　　改进领导方式、创新运行机制、讲究管理艺术、增强打击效能、提升服务层次五个方面提出了提高基层公　　安机关履行职责能力,为巩固党的执政地位、维护党的执政安全、优化党的执政环境、夯实党的执政基础　　的基本途径。     

Sexism predicts favorability of women in the 2020 democratic primary… and men?

Considerable research has examined the role of sexism and vote choice, especially within the context of the 2016 presidential election. These findings are clear, consistent, and unequivocal – sexism hurt Hillary Clinton at the ballot box. However, the 2020 presidential primary provides an opportunity to examine sexism's effects on candidate favorability among a broader range of candidates. Using data on candidate favorability from the 2019 VOTER survey, I find that sexism is unsurprisingly predictive of lower favorability of women running for the Democratic nomination. However, I also find that sexism influences support for men running for the nomination, in a way that is statistically indistinguishable from its effect on support for women. This effect persists even among only Democratic respondents.

中国传统吉祥图案的寓意是在传统文化的大环境中被强化的。在装饰艺术中,无论是图案纹样还是装饰绘画,其寓意所表达的中心都与“吉祥”有关,这是一个延绵千万年的永恒性主题。“吉祥”原意是美好的预兆,吉者福善之事,祥者嘉庆之征。《周易·系辞》有“吉事有祥”之句,《庄子》也有“虚室生白,吉祥止止”之说。由此可见,吉祥是对未来的希望和祝福,具有理想的色彩。中国吉祥图案因物喻意,物吉图祥,将情景融为一体,因而主题鲜明突出,构思巧妙,形成了独特浓郁的民族色彩和个性。     

The Image is the Message: Instagram Marketing and the 2016 Presidential Primary Season

The 2016 presidential primary candidates expanded their social media marketing campaigns to include the image- and video-centered social network platform Instagram. To explore the role that images play in framing political character development and to identify which images received higher levels of engagement, content analyses were performed on the top seven primary candidates’ Instagram accounts. Results indicate that candidates most frequently employ the ideal candidate frame in their images, which also garnered the highest number of user likes and comments. Results also reveal that among Instagram image attributes, candidates frequently and successfully used text within their images, but filters were inconsistently applied across the candidates.     

温针灸治疗痰湿壅盛型原发性高血压并发肥胖36例

目的 观察温针灸治疗原发性高血压并发肥胖的临床疗效。方法 选择中医辨证为痰湿壅盛型原发性高血压并发肥胖的患者36例,采用温针灸配合耳针治疗,1个月为1个疗程,共治疗3个疗程,观察温针灸治疗前后患者的血压及肥胖指标的变化,并观察综合疗效。结果 温针灸治疗3个月后,患者血压、体质量、肥胖度、体质量指数和体脂百分率均显著下降（P＜0.01）,总有效率为91.7%,随着疗程的增加,疗效显著提高。结论 温针灸疗法对痰湿壅盛型原发性高血压并发肥胖患者具有降压和减肥的双重作用。     

Keeping the left at bay: Delegate selection system choice in US Democratic presidential nominations

In the modern era of US presidential nominations, every election cycle we witness around 20% change in delegate selection system types. This variance remains unexplained and for the most part unexplored. At the same time, prior formal and empirical models offer contradicting expectations of party leader behavior in their choice of system. This paper looks to bridge this divide. We argue state party leaders use delegate selection systems to select candidates favorable to their own ideological position. When the median partisan is ideologically left relative to the position of state Democratic leaders, the leaders of the Party will open up the delegate selection system to dilute the voices furthest on the left. We employ maximum likelihood estimation as a method to show that left positioning of citizens relative to state Democratic leaders increases the likelihood the state Democratic Party will use a primary system as opposed to a caucus.     

关于加强基层医疗卫生服务建设的建议——兼论推进疫情防控关口前移

加强基层卫生服务,推进疫情关口前移,是落实习近平总书记关于疫情防控重要指示精神的重要举措。本文在总结当前基层疫情防控现状的基础上,分析国外家庭医生制度特点及对我国的借鉴意义,探讨我国基层卫生服务建设的重点、难点与不足以及在重大疫情防控中的作用,并在此基础上提出建议:加强基层卫生服务体系建设,培养全科医生公共卫生应急技能,强化基层疫情应急服务,加强医防融合和全民健康教育,推进疫情防控关口前移,构建重大传染病的社会屏障。     

基本医疗服务法制化研究

获取基本医疗服务是公民保障生命健康的基本权利,应当通过法律加以明确,使之成为"拟制公共产品"。公共卫生服务与基本医疗服务是两种性质不同的服务,不宜用一部法律来统一规定,因此全国人大《基本医疗卫生保障法》的立法模式是不适宜的,应当单独出台《基本医疗服务法》。政府提供基本医疗服务的范围主要包括基本医疗保险、基本医疗救助、基本药物和基本诊疗项目、基本医疗服务体系和基本医疗设施、基本医疗服务人力。公民的医疗服务请求权可以通过诉讼救济,医疗服务请求诉讼的类型属于行政给付之诉。     

养阴活血法治疗阴虚阳亢型原发性高血压的临床研究

目的:观察养阴活血法治疗阴虚阳亢型原发性高血压的疗效及其对生活质量的影响。方法:55例阴虚阳亢型原发性高血压患者,随机分为治疗组(n=30)和对照组(n=25)。治疗组和对照组均常规服用降血压药,治疗组加用中药,两组患者均连续治疗3周。观察治疗前后血压、临床症状改善情况。结果:治疗后两组血压(收缩压、舒张压)均明显下降,与治疗前比较有显著差异(P<0.05),但组间比较无显著差异(P>0.05);两组患者总有效率比较,差异无显著性(P>0.05);两组治疗后症状积分均明显降低(P<0.01,P<0.05),两组治疗后症状积分比较,差异有显著性(P<0.01),两组治疗前后症状疗效比较,治疗组总有效率为94.0%,优于对照组的72.0%,差异有显著性(P<0.01)。结论:养阴活血法治疗阴虚阳亢型原发型高血压有改善临床症状的作用,能提高原发性高血压患者生活质量。     

怀牛膝有效成分对血管平滑肌收缩作用的影响

目的:研究怀牛膝有效成分(总皂苷、总甾体、总生物碱)对血管平滑肌收缩作用的影响.方法:采用大鼠体外主动脉平滑肌标本,先用不同浓度的怀牛膝有效成分直接作用于血管平滑肌,观察其舒张程度;再用不同浓度的怀牛膝有效成分对抗去甲肾上腺素(NE)引起的血管收缩,观察其舒张程度.结果:怀牛膝总皂苷不仅对NE引起的血管收缩有显著的抑制作用,而且还有直接舒张血管平滑肌的作用.结论:怀牛膝总皂苷具有直接舒张血管和显著对抗α受体的作用.
