21世纪初俄罗斯周边地缘政治状况的量化分析

前苏联解体和冷战结束后,俄罗斯周边地缘政治环境发生了很大变化。利用量化分析方法(莱科标 度)建立量化体系,测量当今俄罗斯周边地缘政治具体的交化及程度。可以看出,当今俄罗斯地缘政治的状态是: 俄罗斯地缘政治状况最危险的区域在它的南部(外高加索、中亚地区),而最安全的区域是东部(东亚)。     

Stalking Policies and Research in the United States: A Twenty Year Retrospective

Twenty years ago California passed the first stalking law in the United States. Since then, much has been done in the U.S. to increase regulation and understanding of this serious crime. All states and the District of Columbia have laws criminalizing stalking. The U.S. Congress enacted a law making it illegal to stalk across state, federal, and international boundaries. It also mandated a model stalking code for states be developed that is both constitutional and effective, and established January National Stalking Awareness Month. The National Center for Victims of Crime established the Stalking Resource Center to raise awareness and encourage the development and implementation of multi-disciplinary responses to stalking in local communities. In addition, there has been an explosion of stalking research, including two national surveys on stalking victimization and a study on the implementation of stalking laws nationwide. Despite these many achievements, significant deficiencies exist with respect to U.S. stalking policies and research. Many policymakers and practitioners are unclear about what constitutes stalking. Stalking statutes vary widely from state to state with respect to behaviors outlawed and penalties imposed. Reliable information about many aspects of stalking is not readily available, and implementation of stalking laws remains limited. This paper examines these issues in more detail and provides recommendations on how U.S. stalking policies and research may be improved.

Research and standardisation in nanotechnology: evidence from Germany

Nanoscience and nanotechnology are science fields which are growing extremely dynamically. Germany occupies the top position in Europe and is only second to the US worldwide, which can be attributed to growing research promotion by the state. Based on a general conceptual framework on the role of different types of standards in the research process and technology life cycle, we argue that the market success of nanotechnology applications depends very much on the development of corresponding standards, which clarify not only terminology, measurement and testing methods, but also regulate safety and health aspects and specify interfaces. Other countries, European and international standardisation organisations have launched first initiatives rather early. However, Germany was not able to translate its excellent starting position in nanotechnology research into a leading position in standardisation initiatives, which pave the way for future commercialisation of nanotechnology and also the basis for the next generation of research activities. Based on a survey among stakeholders of German nanotechnology research, we are able not only to provide a first empirical validation of our conceptual model on the role of standards in the research process, but also to define the major problems at the interface between research and standardisation, and finally, to recommend possible options for their solution.

Topics in terrorism research: reviewing trends and gaps, 2007-2016

ABSTRACT

The topical focus of research on terrorism has frequently been critiqued for being too narrow, too event-driven and too strongly tied to governments’ counterterrorism policies. This article uses keyword analysis to assess the degree to which these issues remain present in the literature on terrorism as represented by the 3.442 articles published between 2007 and 2016 in nine of the field’s leading academic journals. Several fluctuations notwithstanding, research on terrorism has retained a strong focus on al-Qaeda, jihadist terrorism more generally, and the geographic areas most strongly associated with this type of terrorist violence. Results also indicate that the field remains event-driven and consistently underemphasizes state terrorism as well as non-jihadist terrorism, such as that perpetrated by right-wing extremists.     

区县人大代表选举中的选民参与——对北京选民的追踪调查与比较分析

对北京选民进行长达10年的追踪调查说明,区县人大代表选举过程之中,选民在参与态度和行为模式上有以下一些基本特征:(1)选民参与总体上处于比较积极的水平;(2)选民的参与程度和参与方式都比较有限;(3)近10年来选民的参与态度和行为模式均处于快速变迁过程之中;(4)态度和行为的变迁具有非均衡性。这些特征从一个侧面反映了社会转型期中国政治文化变迁的一些基本逻辑     

外交调研中的人物调研

本文对人物调研的重要性进行了系统阐述。从“搜集调研对象人物自己的文章、著作、言论”等六大类别归纳了人物调研的方法。尤其是结合外交工作的需要和外交工作的内在规律,详细地论述了包括“政治思想和政策主张”、“政策的实行、效果和未来动向”在内的人物调研的4个重点方面和其他次要方面,并概述了对人物调研对象的工作建议。     

论犯罪心理痕迹的研究利用

犯罪心理痕迹是犯罪人犯罪心理及其行为活动的产物和反映。依据犯罪行为与犯罪心理及其有关因素之间关系的心理学原理对其进行研究利用 ,对分析案情、刻画罪犯、确定侦查方向和范围有着重要的作用。因此 ,要重视和开展犯罪心理痕迹的研究利用。     

高等教育领域行政法问题研究之回顾与前瞻

行政法学界对高等教育领域的行政法问题的研究起步较晚,但近几年来,关注程度渐高,研究力量渐强,学术成果渐多,已成为行政法学研究的一个新的亮点。在这一过程中,公民的维权诉求、司法审判的突破和行政法学者的直接参与无疑发挥了重大作用。在中国走向法治的背景下,高等教育改革与发展过程中政府管理和高校治理出现的新问题将更多地被提到法律的层面,行政法学研究也将面临更多的机遇和挑战。高等教育行政法学研究将呈现出由研究内部问题到研究外部问题、从局部研究到系统研究、由关注司法实践到关注立法完善、由依托一般原理到构建部门体系的趋势。
