公民社会的讨论,一直是国内学术界关注却没有结论的问题,如果把这一问题置于公民社会的论域中进行讨论,也许能够拓展这一问题的视域。例如我们不去直接寻找建构公民社会的某些条件,而是梳理了那些能够具有公民社会的基本要素,比如公民身份的信仰基础、宗教信仰共同体及共同体成员资格等问题就可以看出,对于那种从总体社会传统中走出来的现代中国而言,只要是能够在国家与市场之外具有一定的社会交往功能、社会组织功能的民间群体,它们就可能具有了一定的公民社会要素。中国社会中的基督教聚会,实际上就是一种这样的民间信仰群体。  相似文献

Abstract

This article analyzes contextual and organizational challenges and constraints faced by think tanks in Bangladesh. It argues that while think tanks have been visible in the policy discourse through fostering policy debates and advocating policy proposals, their direct impact on policy outcomes remains limited. Think tanks’ research findings are often interpreted through the prism of politics. A number of think tanks are institutionally weak and face challenges in funding, attracting researchers, and retaining research focus. Think tanks can potentially focus attention to the wider policy community, and emphasize intermediate influences, such as, building capacity, wider networking and interacting with a broader base of policy-makers, in order to be effective and relevant in the policy discussions.  相似文献

This article illustrates the character of the alpine and prealpine societies of the Insubric area, which is both open and closed. In these mountains, various migratory forms (periodic, temporary, and definitive) could be both exclusion and stability factors. Even if under a lineage model, family reproduction forms were close to a “unilineal” system. Yet, emigration left open pluriestablishement, the intensity of which depended on the openness of the local economy and demographic configuration of the households.  相似文献

Abstract

I take strong exception to the idea that theories of neighborhood change, in and of themselves, caused the decline of inner cities. Rather, the demographic, social, and economic forces that existed in the postwar years caused some inner‐city neighborhoods to decline. The replacement of working‐class and middle‐income households by households with much lower incomes, on average, was the single biggest cause of neighborhood decline. Metzger ignores this fact as an alternative explanation for why some neighborhoods declined. It is highly implausible that my theories and those of other urban experts had such a strong impact on the public policy, building, and finance communities. Because people were responding to real conditions, it is likely that the same events would have occurred even if my model of neighborhood change had never been developed.  相似文献

Catastrophe risk     
This paper examines the recent emergence of initiatives involving the reinsurance industry and the capital markets to develop mechanisms to finance the losses arising from catastrophic events. These initiatives are discussed from two perspectives. One perspective explores these financing mechanisms from the contention that catastrophic events are becoming increasingly non-insurable within contemporary risk society. In this regard the paper addresses issues relating to the coherence and sustainability of the risk networks underpinning efforts to maintain the insurability of catastrophic events. These catastrophe-financing initiatives are also discussed from a second, although related perspective. This refers to the very emergence of these different financing mechanisms. In this regard the moving potential of liberal government or the inventive mechanics driving the development of different ways to manage catastrophic risk become significant. The paper argues that the emergence of these different catastrophe-financing mechanisms is occurring at the intersection of concerns over the non-insurability of the catastrophic and the extremes of capitalist ingenuity, suggesting both perspectives might offer insights into some of the possible future trajectories of risk society.  相似文献
