论构建和谐城市进程中的外来人口及其治安行政管理

外来人口对城市稳定与发展有着重大的影响,既有积极效应又有消极效应。从消极方面看,增加了城市负担,加剧了城市衣、食、住、行等方面的矛盾;从积极方面看,繁荣了市场,促进了城市物资、信息交流和经济发展,加快了城市建设的速度,大大促进了城市建设的发展,方便了城市人民生活,在稳定社会和构建和谐城市进程中起到了一定的积极作用。因此,对外来人口实行科学的治安行政管理,首选之策应该是以“动”制“动”,以“外”管“外”,保护外来人口的合法权益,寓管理于服务之中,引导外来人口的流出、流入,使之由盲目无序转为有目的、有秩序的流动。

‘Becoming a waste land where nothing can survive’: resisting state-corporate environmental crime in a ‘forgotten’ place

Environmental justice advocates have made visible the practice of disproportionately siting hazardous waste facilities in low-income communities of color throughout the USA. Typically, state-corporate actors decide where to place these environmentally undesirable projects, with an eye toward the bottom line rather than the health and safety of particular community members. Through an analysis of secondary data and archival materials, ranging from public hearings to court documents and newspaper accounts, a case study of state-corporate environmental crime and how one rural, historically African American town in Arizona organized to resist the siting of a fourth landfill in their community is explored. Theoretical concepts advanced by Ruth Wilson Gilmore, such as ‘forgotten places’, are put into conversation with the literature on state-corporate crime. An examination of the relationship between environmental inequality, state-corporate crime, and people’s capacity for resistance is presented.     

Deaths during recreational activity

This study of recreational deaths in the "land of sun and fun" has pointed out several useful factors. Firstly, accidental deaths are more common than naturals. Secondly, the most common accidental death is drowning while swimming. The latter is not usually at public facilities, but rather at unsupervised uninstitutionalized surroundings. Finally, a younger population is involved with a frequent number of them with alcohol detected and/or drugs.

扒窃行为研究

扒窃行为的违法性内容是无法控制财产的紧迫危险感。以紧迫危险感为基础,公共场所仅指人流量多的开放场所;"随身性"的范围具体是指伸手可及的范围;认定扒窃不依据"技术性"。数额不是扒窃的特征,应确认扒窃是独立的盗窃行为方式;扒窃的既遂标准是财物"失控说"。     

The semiotics of religious space in Second Life®

Scholarly research on the religious dimension of Second Life® can be conducted with reference to several elements: ties between the religious dimension of Second Life and that of the “First Life” (an approach privileged by the sociology and the psychology of religion); the transcendent value inherent in the creation of an alternative reality (an approach favored by the philosophy of religion); the enunciation of a “virtual” religious dimension through the digital artifacts of Second Life (an approach promoted by aesthetics, phenomenology, and semiotics); and so forth. Adopting the point of view of cultural semiotics, the paper summarizes the results of a “virtual” ethno-semiotic participant observation conducted over six months in portions of the digital “metaverse” of Second Life where a religious dimension is predominant. The consequent analysis of digital places of worship singles out five main characteristics of their aesthetics, phenomenology, and semiotics: isolation, prototypicality, didacticism, anarchy, and parasitism.     

Tackling Ill-Treatment in Places of Detention: The Work of the Council of Europe’s “Torture Committee”

The article examines the working methods and effectiveness of the Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (the CPT) which, since 1990, has been carrying out visits to places of detention. It also examines the impact the Committee has had upon European standards and expectations, and, in particular, upon the jurisprudence of the European Court of Human Rights, and raises certain issues in respect of the establishment of the United Nation’s Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of the Committee against Torture. This article draws upon material to be published in The Treatment of Prisoners: European Standards (Council of Europe Press: 2006).
