Using the National Incident-Based Reporting System (NIBRS) to Test Estimates of Arrestee and Offender Characteristics

National-Incident Based Reporting System (NIBRS) information for 1993 iscompared with two other sets of homicide data to assess the acuracy ofprocedures for estimating age-, sex-, and race-specific arrest counts fromtraditional Uniform Crime Report (UCR) data. The simultaneous age, race, andsex characteristics of offenders provided in the NIBRS arrest and offender segmentsare compared with estimates of the same characteristics derived from summaryUCR arrest data. The results suggest that using UCR marginal totals toestimate arrest counts by race and sex produces reasonably accurateestimates of the number of black and nonblack male arrests for murder andother offenses. Estimates of arrests of females by race and sex are lessaccurate, probably because of the relatively small number of arrests ofwomen and girls. Estimating male arrest counts for specific age groups alsoproduces reasonably accurate estimates. The results suggest that previousresearch employing such estimates may have been misleading in the estimatesof female arrests by race but accurate in the estimates of male arrests byrace. Although the use of summary UCR-based estimates in futurecross-sectional research will become increasingly unnecessary as the NIBRSreplaces the current UCR program, time series research designs on arrest andcrime trends will continue to require estimates.     

Why Are Houses More Affordable in France?

It is not surprising that houses are more affordable in France than in Britain. Even the Barker Report proposes taxing builders, and the UK's record should be a source of shame. France has constructed roughly 150-200 per cent more housing than the United Kingdom for the last 40 years, incentivising construction by fiscal measures and by the institutional environment, including favouring social housing. Spain has substantial recent construction which on its own may not produce affordability, with little social housing. Construction aids can be of relatively low cost and produce affordable homes, but this can reduce the funds available to assist the very poor.     

Lessons from Tuskegee: What Law Enforcement Can Learn from the History of Bioethics

Though Black lives continue to be lost during encounters with law enforcement, we remain far from a policy solution. While leading presidential candidates fail to offer concrete proposals, the recommendations of Campaign Zero appear to have found little traction. Furthermore, we are far from understanding the causes of the disproportionate use of violence against minorities. Faced with a growing crisis, law enforcement would do well to consider professions that have taken successful steps to outgrown their history of racial violence. The medical community’s response to the Tuskegee syphilis experiment is particularly instructive. Much as the medical community responded to a crisis of racial violence by fundamentally reconceptualizing the role of the physician, the time has come for a new ethics of policing that will reshape our understanding of the role of law enforcement.

就业是最大的民生,深化公共就业政策改革是推动我国公共就业发展的必经之路。本文在注意力配置理论的基础上,以中央政府工作报告为主要研究材料,通过文本分析和扎根理论的研究方法,探究了改革开放以来我国公共就业政策的变革过程与驱动机制。研究发现,改革开放以来国家在顶层设计上越来越重视公共就业问题;公共就业政策变革中经历了双轨制就业政策、市场化就业政策、积极的就业政策以及就业优先战略政策阶段,不同阶段政策措施发生了较大变化;其中经济发展形势、劳动力供给状况和党的执政理念是驱动公共就业政策变革的关键因素。未来中央政府应赋予地方政府更多的公共就业政策创新空间,各级政府在政策改革中应充分考虑党的执政理念、注重经济增长的就业弹性和人口质量红利的开发。
