With its transition from land power to sea power and the rapid expansion of its national interests, the security of maritime channels has become an important agenda for China. China has shifted its focus from the dilemma of Malacca Strait to the construction of a sea-lane network in its bid to protect its maritime rights and interests. To build its sea power as a strong nation, China should follow its “21st Century Maritime Silk Road” strategy and establish its strategic pivots at harbors at Sumatra Island and Kalimantan Island in Indonesia so as to improve its ability to ensure its navigational safety.  相似文献

The joint establishment of One Belt One Road is a practice of international cooperation initiated by China and actively participated by other countries. One of the important issues is how to ensure sustainable common security, and what kind of geopolitical theory should be employed for guidance. Traditional geopolitical theories, such as sea power theory, land power theory and Rimland theory, mainly serve for the fi ght for geopolitical hegemony or military strategy. They are in sharp contrast with the goal of One Belt One Road, which is of mutual interest and a win-win situation. However, One Belt One Road is still regarded by some countries from the traditional geopolitical perspective. To equip One Belt One Road with new geopolitical concepts, the author hereby proposes the theory of land-ocean peaceful cooperation, which is a non-alliance network community of common interests, security and destiny. This community would be established for mutual benefi ts, between ocean countries and land countries, among ocean countries and among land countries. It could help policy communication among participant countries of One Belt One Road, and the establishment of an open net-like system of peaceful operation and common development. The theory of land-ocean peaceful cooperation of sustainable security, together with the practice of international cooperation of One Belt One Road, will undoubtedly break through the vicious cycle of the Eurasian geographical fi ght and confrontation between sea powers and land powers illustrated by the traditional geopolitics.  相似文献

"一带一路"倡议提出以来,对国家贸易拉动效应明显,但中资企业劳动关系受区域风险因素影响逐步显现。各区域风险因素中,国家因素是首要原因,雇主和工程因素次之。在"一带一路"24个港口国家中有20个国家的劳动关系风险集中在中度风险,而阿尔及利亚与巴哈马的劳动关系风险等级是高度风险,安全度最低,加拿大与坦桑尼亚为一般风险,安全度最高。中资企业与当地的政治、经济、文化、社会环境产生互联融通,使中国劳动关系总体呈现"两极化"的发展态势:一极向微观网络延伸,伴随互联网+平台企业的崛起,劳动关系风险呈现网络化发展趋势;另一极向宏观区域延伸,伴随"一带一路"倡议的推进,劳动关系风险呈现区域化趋势。  相似文献

来华留学生是“一带一路”倡议得以向前推进的重要人才和智力资源,留学生毕业回国后能在 推动中国企业人才队伍国际化建设、促进国家间友好往来方面发挥不可替代的促进作用。研究以推拉理论为依 据,在上海市部分留学生集中的高校进行了问卷调查,采用因子分析的方法对影响来华留学生回国就业的因素 进行实证分析。结果显示,在影响来华留学生回国因素中,留学生来源国方面的拉力作用大于中国方面的推力, 不同区域、不同学历的来华留学生回国的推拉力因素具有显著差异,对汉语和中国文化的掌握程度的提高会减 弱留学生回国拉力的作用程度。  相似文献

The doctor requires expert knowledge, skill, experience and sufficient time to successfully perform the examination. Since the accurate assessment of the effects of psychoactive substances present depends on a comprehensive evaluation of toxicological test results, the calculation of results at the time of the event and the results of the medical examination, an unprofessionally performed examination can have far-reaching consequences, primarily legal in nature.  相似文献

食品是人类赖以生存和发展的物质基础,食品安全关系国计民生。食品安全问题随着社会的发展而引起人们的高度关注,食品安全权与生命权、健康权具有同等重要的地位,从人类生存意义上来看,公民的食品安全权是人类不言而喻的一项基本权利,但目前我国的宪法并没有明确确认公民这一基本权利。事实上,我国宪法规定的模糊性已造成了对公民食品安全权保障的不确定性。因而,食品安全权应属于公民的一项基本权利,我国宪法应予以确认,并在宪法的高度给予其强有力的保障。  相似文献

This article explores the possibility of measuring the impact of law enforcement on organized crime in a reliable and accountable manner, both in general terms and with a practical focus on the Canadian context. In considering measures to combat organized crime, a focus on process measurement has obscured the more substantial question of progress as regards the dependent variable itself: the bottom line of reducing the impact of organized criminal behaviour. While outcome measures are more challenging to identify than process measures, this fact alone does not minimize the need to demonstrate the connection between organized crime enforcement and its presumed outcomes to a greater degree of certainty. To date, this has not been realized to any significant degree, as revealed by a review of existing international approaches to measuring the impact of enforcement activity. The article argues that a multidisciplinary focus on community level indicators of crime, if initially less accessible than process measures of impact on organized crime groups, offers promise as a measurement of absolute and relative impact of state investment in enforcement.

目的 研究道路交通伤对患者的智力和记忆的影响。 方法 采用韦氏成人智力量表中国版(WAIS -RC)和韦氏记忆测验量表 (WMS)对 178例患者进行研究。 结果 发现 178例患者的平均智商为71.8± 17.8。言语智商 78.3大于操作智商 67.9(t=13 ,p <0 .0 0 1)。 3 4 .8%的患者智商低于正常 ,4 5 .5 %处于边缘状态。患者的平均记忆商为 5 7.9± 11.7。 5 9.6%的记忆商低于 5 1,84 .3 %的患者记忆商低于正常。 结论 伴有颅脑损伤的道路交通伤患者多有程度不同的智力和记忆损害。  相似文献

基于争夺国际中间地带的地缘战略传统,美国将“一带一路”倡议作为对华战略博弈的重要场域。自中国提出并落实“一带一路”倡议以来,美国政府的反应策略可以划分为战略意图警惕、少边主义阻断和多边制度竞争三个阶段。美国对华竞争策略的演变逻辑集中表现为愈发强调争夺中间地带国家的重要性,以谋取第三方支持作为其“竞赢”中国的战略工具。美国对中国及其“一带一路”倡议的负面战略评估,以及美国国内外对华共识凝聚力的上升,为其对华竞争手段赋予了承诺扩大化、议题安全化和策略明晰化的特质。美方的举措破坏了国际多边合作机制的现有框架,也在美国社会层面扰乱了舆论生态和决策环境,加剧了国际安全环境中的不可控风险。跟踪分析美国针对“一带一路”倡议在中间地带展开的竞争举措,不仅能够理解中美关系的演变轨迹与发展趋势,也要求中国通过战略研判、意图传递与制度对接等路径予以应对。  相似文献
