东亚共同体:路径、机制与挑战

基于东亚金融危机的体制性原因,东亚一体化提上了议事日程,应该说,这是区域合作的政治构想。然而,作为政治构想的东亚一体化是一种"经济增长型政治"的意图,它走出了一条与欧盟完全不同的路径。首先,在欧洲,以"欧洲人"为核心的欧洲主义成为地域统合的原动力,可是,东亚经济统合缺乏"欧洲人"那种主体性意识,这是一种地域结构性的差异。其次,东盟"10+3"模式是东亚共同体的推进机制,然而,与欧盟比较,东亚缺少一个既有共同政治基础、又有法律约束力的推进机构。再次,冷战从欧洲全面退却,但是,在东亚,"冷战"呈进攻态势,"亚洲主义"成为东亚一体化进程中难以跨越的障碍。最后,文章指出,应以自由贸易协定推进东亚机构建设,以机构推进东亚一体化进程,并推动东亚共同的经济政治制度建设。

Advancing Knowledge through Grassroots Experiments: Connecting Culture and Sustainability

Since 2006, hundreds of communities in Canada have produced Integrated Community Sustainability Plans, based on a four-pillar model of sustainability and developed in consultation with residents and stakeholders. These community-based experiments have developed models, knowledge, and insights about the place of culture in local sustainability. Both conceptual thinking and planning practices regarding the role of culture in sustainable communities were at an embryonic stage when these initiatives took place. The discussions, plans, and implementation processes have advanced both theory and “leading edge” practices with regard to culture and community sustainability, illustrating the importance of a robust relationship between research and practice.     

Identifying with the Nation: Spain's Left-Wing Citizens in an Age of Crisis

This study analyses the extent, sense, and strategies employed by sympathisers with Spanish state-wide left-wing parties to ‘reconstruct’ their affective ties with the Spanish nation after the ‘monopolisation of patriotism’ by Franco's regime. Such an undertaking is further complicated within the context of economic crisis and intensified peripheral nationalism found in Catalonia and the Basque Country. This article applies qualitative analysis to the discourse of left-wing participants from 11 focus groups held in March 2012 amidst the economic (and political) crisis. As expected, this context of crisis favoured the emergence of explicit discourse on the Spanish nation, providing an opportunity to gain a better understanding of its nature. Findings show that welfare nationalism and social patriotism define the kind of attachment developed by the interviewees towards Spain better than the concept of constitutional patriotism, or any kind of ethnic-cultural feeling of belonging.     

浅析当前农村建立稳定教师队伍的困境及对策

当前我国农村地区存在着严重的师资力量不足等问题,大批优秀大学生到落后地区支教,可以相对缓解当前农村教育的部分问题,但却无法从根本上解决当前农村教师队伍建设问题。建立稳定的农村教师队伍有如下对策:解决经费短缺和工资拖欠问题;改革工资评定制度;建立城市与农村教师双向流动制度;定期对教师进行教育培训。     

试论中国社区警务的构建

从一定意义上讲,中国是实践社区警务最早的国家。构建中国社区警务是必要的,也是可行的。构建社区警务,必须贯彻改革精神,解放思想,转变传统思想观念,对警务重心、警务模式和警务风格重新调整,强化基层基础工作,深化派出所和刑侦体制改革,并应建立与之配套的民警巡逻体制。
