Population genetic data of 38 autosomal InDels in San Basilio de Palenque,the first free town in America

In order to increase the information about Indels, we report allele frequencies and statistical parameters of forensic efficiency obtained typing a sample of 114 unrelated healthy individuals living in San Basilio de Palenque – Colombia using a panel of 38 autosomal InDels. No significant deviations from Hardy–Weinberg expectations were found except in the marker rs10629077 (p = 0.0002). The present database will be useful for forensic and paternity purposes for the region studied. Moreover, these additional markers can help forensic laboratories to solve parentage testing as well as to improve the analysis of degraded DNA samples.     

Rethinking the ‘Cold War’ in the Asia‐Pacific*

Abstract

Whereas the Yalta System collapsed and the Cold War ended in the Euro‐Atlantic context, the basic structure of the Cold War remains in the Asia‐Pacific region, and still provides potential sources for future conflicts. This paper reconsiders the regional Cold War and its implications for current international politics in the Asia‐Pacific region. It argues that the relaxation of tensions seen since the late 1980s resembles the 1970s’ détente in the Euro‐Atlantic region, i.e. recognition of a Cold War political status quo, rather than the ‘end of the Cold War’. Along with political and ideological confrontations, significant elements within the Cold War structure in the Asia‐Pacific are regional conflicts among its major players. Their historical correlation within the San Francisco System has been neglected in past studies. The paper suggests that re‐examining the disputes within a multilateral framework may provide a key to a breakthrough in understanding the current status quo.     

Social Policy and Social Control： Case of San Joso del Rincon in the State of Mexico

This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies （＂Social Comptrollership＂） involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government＇s operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program （in Spanish： ＂Programa de Vivienda RuraF＇） that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from ＂high or very high levels of marginalization＂. The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into.

A Need Not Being Met: Providing Paid Family and Medical Leave for All Americans

Many parents in the United States face the quandary of whether to take time off from work to care for themselves, their children, or other family member, understanding that their jobs may not be there upon return and they will receive no income during their leave. The Family and Medical Leave Act has not lifted this burden; it only provides for unpaid leave. Four states and several cities have implemented paid family and medical leave statutes with both employees and employers benefiting. This Note proposes a uniform paid family and medical leave statute based on other countries’ statutes; proposed federal legislation; and statutes in New York, California, and San Francisco.

《朝鲜解语花史》辨误二则

文对《朝鲜解语花史》中收录的襄阳妓和史凤姬两位妓女诗人究竟是朝鲜时代妓女还是唐朝妓女进行了辨析，并引用中国古文献，证明襄阳妓的《送别》实为唐朝襄阳妓的《送武补阙》，史凤姬的《咏神鸡枕》实为唐朝妓女史凤七首同一主题系列诗中的一首，为辨认韩国妓女文学作品真伪作出了贡献。

“三农”问题实质上是一个政治问题。是因农民的意志上升不到统治意志,平等权、自由权及社会经济权利得不到切实的保障。发展乡村自治能够实现农民的“自我管理权”,扩大农民的权力。因而是解决三农问题的重要路径。乡村自治的理论和实践及乡村治理的现状都证明了在这一点。
