关东大地震后的日本治安政策

关东大地震不仅给日本带来惨烈的损失,还造成关东地区极大的社会混乱。灾后产生了“不法鲜人①暴动”等谣言,引发了自警团和警察、军队滥杀在日朝鲜人、中国人以及日本的社会主义者等一系列血腥事件。日本政府“先发制人”的社会治安政策是造成这一惨案的根源。大地震后反动的治安政策不仅影响了正常的灾害救助,加深了殖民地人民的心理裂痕,而且成为日本走上法西斯主义道路的重要推动力。     

法治视野下食品安全诚信构建

食品安全问题层出不穷,构建食品安全诚信是遏制食品安全问题、满足人们群众健康需求的迫切需要。首先,食品安全诚信建设必须以法治为保障,发挥法律的规范、引导作用。其次,构建食品安全失信惩戒机制,包括强化对失信行为的刑事处罚及行政处罚、完善行业禁人制度。最后,构建食品安全诚信信息体系,建立起食品安全信用监管体制、征信体制、评价制度、披露制度等,并建立政府、行业、社会三个层面的诚信数据库。     

对毕达哥拉斯学派宗教性的探讨

毕达哥拉斯学派曾为古希腊的显学,赫一时。该学派曾对包括柏拉图在内的诸多哲学家和整个西方哲学界产生影响。故其学说内容一直被历代哲学家和历史学家所探讨研究。立足于毕达哥拉斯学派的哲学思想,对其有宗教倾向的思想的内在逻辑进行了探讨。通过这些探讨,我们可以更好更深入地理解毕达哥拉斯学派的思想,并对学界有关"毕达哥拉斯学派是否为宗教"的争论提出了笔者自己的答案。     

砂拉越华族族群母语教育与文化传承的维护:以古晋中华第一中学之兴办为个案研究

砂拉越位于婆罗洲,原为文莱属地,1841年白人拉惹政权建立后,大批华人在其招垦下移入砂拉越。在华文教育萌芽的初期,白人拉惹对其取自由放任的态度,直至20世纪20年代,因华人社会中的政治运动及海外华侨民族主义在各个华文学校的发展,才颁布学校注册法令,开始干涉砂拉越地区的华文教育。二战后,白人拉惹将砂拉越让渡给英国,新成立的殖民地政府急于统合境内各族群对砂拉越的认同,遂推动以英语为教学媒介语的国家教育制度,迫使砂拉越华文中等学校在改制成以英语授课的学校或独立中学之间做出选择。为保存族群母语教育,为华族子弟接受母语教育提供机会,在古晋地区创立的中华第一中学,决定成为一间华文独立中学。这间华文独立中学至今仍有千名以上学生,其校园中充满华族文化气息。本文对古晋中华第一中学的创立、发展、经营作一个案研究,期盼对吾人进一步了解战后砂拉越华族社会族群语言的维护及文化的传承有所助益。     

Potency levels of regulated cannabis products in Michigan 2021–2022

Evaluation of cannabinoid concentrations in products from the legal cannabis market has been fraught with uncertainty. The lack of standardized testing methodology and the susceptibility of cannabinoids to degradation under certain storage conditions complicates the efforts to assess total tetrahydrocannabinol (THC) levels across wide geographic areas. There are few peer-reviewed surveys of cannabinoid concentrations in regulated products. Those that have been done have not characterized the effects of differences in analytical methodology, sample population, and storage conditions. Viridis Laboratories, which operates two cannabis safety compliance facilities in Michigan, has analyzed over 34,000 cannabis products throughout 2021 and 2022 before the sale in the regulated market. Fifteen cannabinoids in cannabis flower, concentrates, and infused products were tested using methanolic extraction and analysis by high-performance liquid chromatography with diode-array detection. Methods were validated before use, and the flower analysis procedure was certified by the Association of Analytical Collaboration. All the samples were tested before submission for sale and therefore had not undergone prolonged storage. The results are compared with those seen in other states as well as in the illicit market. Total THC levels in cannabis flower from the regulated market are significantly higher than those seen in illicit products. The distribution of cannabinoid levels is similar in flowers intended for either the medicinal or adult-use markets, with an average potency of 18%–23% of total THC. Total THC in concentrates averages up to 82%. Other cannabinoids are observed at significant levels, mostly in products specifically formulated to contain them. These results may act as a benchmark for potency levels in the regulated market.     

Fatal exsanguination following complete transection of femoral vessels due to angle grinder injury in an industrial accident

Angle grinders are one of the most dangerous and frequently used tools in industrial settings. Angle grinder injuries range from superficial cuts to deep penetrating injuries with underlying fracture-dislocation and vascular trauma. The injuries caused by angle grinders mostly involve the head, face, or upper limbs, while the lower limb is an unusual site. The high-speed rotating disc of the angle grinders does not respect anatomical boundaries or structures; therefore, the injuries caused may be disfiguring, permanently incapacitating, or even fatal. We report a fatal case of an angle grinder injury to the lower limb. The victim sustained a sharp cut over the left thigh while woodworking in an industrial setup. The rotating disc of an angle grinder had transected the skin, subcutaneous fat and muscles, and both the femoral vessels of the left side, which led to fatal exsanguination within 10 min of the incident.

With domestic violence (DV) at an all-time high, police departments are drastically underutilizing technology to combat DV. Currently, New York police departments complete a “Domestic Incident Report” at the scene of domestic incidents but fail to adequately facilitate support services. New York State should mandate a services component into police DV protocols, specifically by commissioning: (1) an application linked to DV organizations presented at the scene of domestic incidents; and (2) a gateway application to refer victims to the correct services. Such tools would allow for the rendering of more efficient support to DV victims in times of immediate crisis.     

International society: the social dimensions of Indonesia's foreign policy

Realism has been the dominant conceptual approach to studying Indonesian foreign policy. This article, however, considers realist analyses to be insufficient since their emphasis on the struggle for power and security in the system of states has led to the neglect of the importance of perspectives which focus on order. To fill the gap it then intends to apply the English School perspective which focuses on the concept of international society to trace the nature and function of Indonesian foreign policy. Two cases are examined, including the Asian African Conference and Association of South East Asian Nations, to demonstrate the relevance of international society for policy ideas and action. The central argument is that the Indonesian elite worldview indicates that the creation and maintenance of order in international societies are ones which are prominent objectives legitimizing the conduct of Indonesia's external relations.     

When experimentalist governance meets science‐based regulations; the case of food safety regulations

This paper examines a central regulatory mechanism that shapes food economies. Food safety regulations in the United States rely on a science‐based transnational regulatory system known as Hazard Analysis and Critical Control Point (HACCP), which bears central features of what Sabel and Zeitlin identified as experimentalist governance: a new form of regulation that is flexible, responsive, and involves stakeholders in iterative and direct democratic deliberation. The core theoretical question the paper examines is what the reliance on science means for the promise of an experimentalist policy regime to enable a new form of democratic politics. Based on a case study of the HACCP system implemented by the US Department of Agriculture's Food Safety and Inspection Service since the late 1990s, HACCP's reliance on food science has acted as an effective divider between producers who were able to take advantage of the system's flexibility and others for whom this was challenging. There is clear evidence that HACCP posed a disproportionate burden on small processors and that some of them were unable to adapt to the requirements of the regulatory system. In so far as the HACCP‐based food safety regulations delineated the kind of producer that thrived in the system and contributed to the demise of another set of producers, the regulatory system shaped market outcomes.

目前涉及民用爆炸物品的各种案件和事故频繁发生,严重危害了公共安全和生产安全,给国家和人民群众生命财产带来重大损失,涉爆问题成为当前影响社会稳定的重大问题。近年来我国政府对民用爆炸物品的管理愈来愈重视,出台了新的规范,加大了监管力度,但即便如此,涉及民用爆炸物品的事件还是屡屡发生。这其中的原因是多方面的,既有管理机制的,也有认识方面的。
