基于"地方性"、"应用型"人才培养定位和"注重学理,亲近业界"的人才培养理念,紧密围绕地方经济建设和社会需求,结合专业特点,探索建立食品质量与安全专业"四维一体"人才培养新模式。即"分类定向、学工融通、资源整合、开放管理"为四维,"理工管结合"为一体的复合型人才培养模式。培养食品行业急需的"精食品、强检验、善管理"的应用型复合人才,以服务于长三角经济建设。     

The legal regime for application of the precautionary principle in India: future directions for the GM regulatory regime

The precautionary principle is one of the most contentious principles in contemporary international legal developments. The very fact that it is a principle of international environmental law has been questioned by many legal scholars. However, this does not take away the fact that the precautionary principle continues to be applied widely across sectors both internationally and nationally. The nature and scope of its application has varied widely according to the context and sector within which it has been applied. The central issue which this article seeks to address is the regulatory and the policy making space that is available to the Government of India in the context of the obligations as undertaken under the Cartagena Protocol and under various other international treaties. The regulatory space would also be affected by the domestic legal developments across sectors in which the principle has been applied. India’s recent decision on the large-scale commercialisation of Bt-Cotton has already created much debate regarding its appropriateness given the realities of Indian farm practices. More specifically, it has also led to a rethinking of the role and application of the precautionary principle in addressing these realities. Considering that the Indian policy on biotechnology is currently being drafted, it is important to look into the scope of applying the precautionary principle in taking any decision on genetically modified organisms (GMO) in terms of their distribution of risks, incorporating the social and equity impacts of such decisions.

Gender Differences in the Educational Expectations of Urban,Low-Income African American Youth: The Role of Parents and the School

This study examined how youths’ gender is related to the educational expectations of urban, low-income African American youth, their parents, and their teachers. As predicted, African American boys (ages 9–16) reported lower expectations for future educational attainment than did their female counterparts. Parents and teachers also reported lower expectations for African American boys (ages 6–16) than for girls. These findings held even when controlling for academic achievement. Contrary to predictions, the magnitude of the difference in expectations for males vs. females did not increase as a function of youths’ age. In keeping with our hypotheses, parental expectations fully mediated the relation between youths’ gender and youths’ expectations. Finally, certain school-based factors (i.e., positive teacher expectations and positive youth perceptions of the school environment) appeared to protect youths’ expectations from the deleterious impact of low parental expectations.

论食品安全事故中的赔偿责任人

发生食品安全事故,往往会涉及多个责任人,其责任是不同的。食品生产者承担严格责任并不意味着其他连带责任者也一样承担严格责任。销售者、广告者承担的是过错责任。《食品安全法》关于销售者的责任规定,有宽纵之嫌;而广告者的责任似乎又过于严厉。为求平衡,销售者、广告者的责任均以过错推定责任为宜。消费者向原材料提供者的索赔,也面临法律障碍。《食品安全法》关于销售者十倍赔偿的责任规定,是“纸老虎”,消费者要胜诉十分困难。农民个人作为农产品生产者,其责任监管十分欠缺,是急需研究和完善的一个领域。

《核安全法》背景下我国核损害赔偿制度立法研究

核工业是实现我国能源可持续发展的重要支柱,对保持我国核大国地位,维护国家安全,推动经济发展起着非常重要的作用。然而核电工业的发展又面临着核损害事故的风险。因此,核损害赔偿法律制度对于核电事业的建设与发展至关重要。2018年起正式实施的《核安全法》对核损害赔偿问题进行了原则性规定。我国现行核损害赔偿制度依然不成体系,存在专门立法效力层级过低,原则性规定可操作性不强,内容不够完善等问题。建立健全核损害赔偿法律制度有利于保障核电事业的健康发展,能够依法尽可能地补救损害所产生的后果,同时有助于完善我国核法律体系,更为适应核电"走出去"的新形势。在现有制度的基础上,我国未来核损害赔偿法律制度要明确制度目标与宗旨,界定核损害的定义与范围,确立营运者严格责任制与唯一责任制,提高营运者责任限额并实行财务保证制度,建立健全核保险,确立并细化国家补充性赔偿责任。     

Sustainable Development in Developing Countries: The Role of Social Entrepreneurs

Internationally, there has been a general trend towards crime prevention and community safety measures. The main policy ideas and instruments associated with this trend have spread widely in Western countries. This article examines the Swedish national crime prevention policy. As Sweden is a welfare society with a long tradition of social crime prevention, it is of great interest to explore to what extent the aforementioned trend has influenced its crime prevention policy. We do this by examining Sweden's national policy and how its concepts have spread to the local level—specifically, to municipalities and their local crime prevention councils. We find that there has been a preventive shift in Sweden, although not as far-reaching as in many other European countries. Substantial changes have occurred in the understanding and direction of crime prevention work, and the question is to what extent this development will continue.

Abstract

Jane Addams (1860-1935), founder of Hull House in Chicago, was a social worker, sociologist, criminologist, feminist, and pacifist. She dedicated her life to caring for the underprivileged and oppressed and to fighting for the rights of workers, women, and children. This paper examines her life and seeks to demonstrate her many contributions to sociology, criminology, and society. Among her pioneer works in criminology that have not been recognized are the ecological maps of Chicago that preceded Park's and Burgess' concentric zone theory, social justice issues such as child labor, compulsory education, and juvenile offenders. She also was a peace activist during World War I and many of her ideas and concepts are found in the peacemaking writings of current criminologists.
