欧盟通用产品安全法律制度初探

欧盟通用产品安全法律制度的框架是通过两项具有里程碑意义的指令 (GPSD 92 / 5 9和GPSD 2 0 0 1/ 95 )来建立和完善的。这两项指令均为采用产品安全立法新模式的横向指令 ,即直接规定对生产者和销售商的通用产品安全义务———只能将安全产品投放市场。本文通过对两项指令重要条款的比较分析 ,介绍了欧盟通用产品安全法制的发展及现状     

论常州派词统的形成

在有清一代乃至整个词学史上，真正建立起词统并对后代产生深远影响的莫过于常州词派。从张惠言、董士锡到周济，经过几十年的探索，以周济编的《宋四家词选》为标志，正式提出了一个体现词派特色的词统，在给学词指出一条途径的同时，也张扬了词派的理论主张及其形成过程，即从张氏的“比兴寄托”到周济的“穷高极深”之趣，再到“有寄托”与“无寄托”相统一的发展历程。

Distributive Justice and Crime

The heavy concentration of crime on a few areas, and the concentration on the chronically victimised within those areas, together illustrate the gross inequality of the risk of crime victimisation. This inequality also characterises other hazards of life. Criminology has too often reduced the problem of crime to the problem of the offender. Recognising crime hazard as an issue of distributive justice requires a different mind set. The Crime and Disorder Act 1998 recognises the drivers of crime as lying outside criminal justice, but does not put in place a panhazard analysis of the kind required, community safety being presented as a type of crime prevention. Movement towards panhazard thinking may well be somewhat facilitated by the workingthrough of the incorporation of the European Convention on Human Rights, actions flowing from section 17 of the Crime and Disorder Act, and a reconsideration of how emergency services might work.     

暴力危及飞行安全罪

保证生命安全是人的最基本需求。“安全发展”体现了科学发展观“以人为本”的本质特征。目前我国安全生产形势十分严峻,伤亡事故频发、职业危害严重,劳动者安全健康合法权益受到侵害。只有实现安全发展,劳动者的生命安全得到切实保障,社会才能和谐稳定,经济才能持续发展。因此,构建社会主义和谐社会,必须从保障劳动者安全健康切身利益这一现实问题入手。

随着我国与世界经济发展的联系越来越紧密,在海外就业的中国公民也越来越多,他们的安全问题也越来越突出,如何确保我国海外务工人员的安全,成为摆在我们面前一个十分重要的问题.文中首先探讨了困扰海外中国劳工保护的主要问题,接着介绍了美国的相关立法经验,最后提出保护中国海外劳工安全的具体建议.     

Examining Temporal Associations Between School Connectedness and Early Adolescent Adjustment

This study examined (a) the associations between school connectedness and early adolescent adjustment problems over a 1 year period and (b) the equivalence of these associations across gender. Five hundred middle school students (53.4% female), initially in the 6th and 7th grades, participated in the two-wave study. Results from two-group cross-lagged panel analyses were consistent across boys’ and girls’ data. After controlling for baseline levels of adjustment problems, school connectedness predicted lower levels of early adolescent conduct problems 1 year later. Regarding the opposite direction of associations, and even after baseline levels of school connectedness were taken into account, conduct problems predicted lower levels of subsequent school connectedness. There were no cross-lagged associations between depressive symptoms and school connectedness, although elevated levels of baseline depressive symptoms predicted higher levels of subsequent conduct problems. Findings elaborate previous research by demonstrating that early adolescents actively shape the middle school environment.

The Blue (White and Red) Orchestra: a soundtrack for the country that never was

The aim of the paper is to go beyond the commonly accepted view of Sarajevo’s Plavi orkestar (The Blue Orchestra) as the 1980s “teen pop-rock sensation” and illuminate the less conspicuous, but nevertheless crucial, political dimension of the band’s music and visual aesthetics. This will be done by discussing several “pieces of the puzzle” essential to understanding the background to and motivations behind Plavi orkestar’s political engagement in the second half of the 1980s: (1) the “Sarajevo factor;” (2) the Sarajevo Pop-rock School and the New Primitives “poetics of the local;” (3) the generational Yugoslavism; (4) the New Partisans “poetics of the patriotic;” and (5) the post-New Partisans “hippie ethos.” The concluding section of the paper will reflect on Plavi orkestar’s resurgence in 1998 and explore the question of the band’s continuing resonance within the post-Yugoslav and post-socialist contexts. An argument underlying the discussion of all of these elements is that Plavi orkestar’s Yugoslavism of the 1980s is best understood as a soundtrack for the country that never was (i.e. a popular-cultural expression of what, from the viewpoint of a particular generational cohort and its location in the “Yugoslav socialist universe,” the community they thought of as their own ought to have been but never really was), and that the current value of this soundtrack lies in offering not only a particular window into the pre-post-socialist past but also in being a symbolic referent for a certain kind of retrospective utopia that gauges the realities of the post-socialist – that is, neo-liberal capitalist – present and, in so doing, figures as a “normative compass” for the life of dignified existence.
