The United States — Japan relationship: A post‐cold war future

Abstract

In the introduction, the editors discuss the emergence of a new body of literature on Southeast Asia's regional relations that is both theoretically informed and stimulating. One element of this literature features a constructivist challenge to realism, traditionally the dominant perspective on Southeast Asian International Relations. Constructivist writings have helped to broaden the understanding of Southeast Asia's regional order by capturing its ideational determinants (norms and identity), the agency role of local actors, and the possibility of transformation through socialization and institution building. But constructivism itself has been challenged by other perspectives, including neo-liberal, English School and critical approaches. The essays in this special issue of The Pacific Review capture this emerging debate. The editors argue that the articles in this special issue are a good indicator of the theoretical pluralism that marks the study of Southeast Asia's regional relations today. Southeast Asian studies need not be dominated by either realism or constructivism, but can accommodate a diversity that vastly enriches our understanding of regional conflict and order.     

Gorillas in the closet? Public and private actors in the enforcement of transnational private regulation

This paper examines to what extent the background presence of state regulatory capacity – at times referred to as the “regulatory gorilla in the closet” – is a necessary precondition for the effective enforcement of transnational private regulation. By drawing on regulatory regimes in the areas of advertising and food safety, it identifies conditions under which (the potential of) public regulatory intervention can bolster the capacity of private actors to enforce transnational private regulation. These involve the overlap between norms, objectives, and interests of public and private regulation; the institutional design of regulatory enforcement; compliance with due process standards; and information management and data sharing. The paper argues that while public intervention remains important for the effective enforcement of transnational private regulation, governmental actors – both national and international – should create the necessary preconditions to strengthen private regulatory enforcement, as it can also enhance their own regulatory capacity, in particular, in transnational contexts.

基于消费者视角的食品质量安全生产可行性探析

通过构建质量安全成本函数，定性研究了提高质量安全水平对生产者收入的影响。比较了不同条件下提高食品质量安全水平对生产行为影响的差异性。初步认为质量安全水平的提高，对生产者来说有其经济上的可行性。一是长期的质量安全成本会趋于下降，存在利润增加的空间；二是可以寻求到最大化的利润点。     

农产品质量安全的立法研究

《农产品质量安全法》的颁布和实施,填补了我国调整农业初级产品法律上的空白,基本形成了"从农田到餐桌"的农产品质量安全法律体系。但目前我国的农产品质量安全立法还存在着农产品范围不明确、禁止生产区域界定不清、法律责任规范不足等诸多不足,必须针对这些问题进行深入分析,进而构建出适合我国农产品质量安全运行规律的法律体系,才能从根本上提高我国农产品质量安全水平。     

Martin Wight's Thought on Diplomacy

Martin Wight was a founding member and one of the most influential thinkers of the 'English School' of International Relations. His thought on diplomacy is at the heart of his international theory. He portrays diplomacy as a defining activity of international relations; it marks the international sphere.
