The safety of students at American schools has become a national priority. With every incident of lethal violence, public fear swells and the demand for effective violence prevention methods increases. School resource officer (SRO) programs that assign sworn law enforcement officers to schools are frequently identified as one straightforward and popular strategy for making schools safer and more secure. However, the placement of these officers at schools raises complex issues and poses new challenges to students’ rights, including the risks of unreasonable search and seizure, the inappropriate sharing of confidential information, and students’ decreased feelings of safety. In this paper, the authors will provide the reader with a review of these students’ rights issues and the possible consequences to students and schools when these rights are not respected. The authors then provide the reader with a review of the relevant literature on the relationship between SROs and students and outlines specific recommendations for the successful implementation and operation of SRO programs that foster positive and respectful connections with students and school officials. 相似文献

只有在联合国的批准或授权下,或经被干涉国的邀请,国际社会才能对发生于一国的人道主义灾难实施人道主义干涉。而西方大国越来越倾向于擅自以人道主义的名义武力介入他国。这种单边的人道主义干涉多是某些国家实现一己私利的工具,从未成为国际习惯,也违反《联合国宪章》,因此是违反国际法的。而联合国现行的体制无法有效发挥在制止人道主义灾难方面应有的作用,使大国有了擅行干涉的口实。为此,应完善联合国的人道主义干涉体制。 相似文献

This article examines how media framed the deadly stampede that killed several dozen people gathered to celebrate a festival in Ethiopia. News articles published by 14 national media (N=21) and 116 international media (N=117) on October 2 and 3, 2016 were collected and comparative content analysis was carried out between April and May 2017. Conflict, attribution of responsibility and political consequences frames dominated the coverage. The differences observed in the use of conflict, responsibility and morality frames by national and international media were statistically significant. The differences in the appearance of political consequences and human-interest frames in national and international media were not statistically significant. In terms of coverage pattern, the themes of headlines of almost all the news articles published on the first day after the incident focused on deaths of people whereas the second day headlines diverged to deaths, mourning, unrest that followed, and other issues as the media found additional facts to organise strong and compelling frames to influence the audience. Based on the findings, this article generalises that national and international media cover the same disaster from different perspectives—national media promote national interest whereas international media emphasise conflict. 相似文献

From our perspectives as students, we reflect on the teachings of Lawyer as Peacemaker, a Winter 2015 course taught at UCLA School of Law — the school's course devoted to peacemaking lawyering. Utilizing our newfound peacemaking worldview, we share our collective reactions to the Lawyer as Peacemaker course and the ten articles in the Family Court Review Special Issue on Peacemaking for Divorcing Families. We then advocate for integrating peacemaking into law school curricula and experiential learning offerings and make recommendations on how law schools today can prepare students to practice peace.

Franz Böhm is seen as a cofounder of the Freiburg School of economists and of neoliberalism. As a member of the German Bundestag his influence was strongest on the development of German competition policy. Böhm's writings are widely read and quoted. Even today they are regarded as the obligatory foundation on which economic and systems policy is built. Analysis of his opinions and comparison with other neoliberal views—for example, those of Walter Eucken and Ludwig Erhard—do, however, reveal major differences of opinion. A good number of Böhm's opinions are now practically taken for granted as being the basis of economic policy. 公众共用物是人类社会得以持续发展的物质源泉和基本资源。环境资源等公众共用物可被不特定多数人非排他性使用,但自由主义导致的个人利益至上,价值观缺陷导致的狭隘利益至上,使得公众因共用引发个体私人利益与公众公共利益之间的冲突,产生公众共用物的公用悲剧。针对公用缺陷,经典解决方案侧重通过产权化将具有非排他性的共用物转变为具有排他性的物权客体。由于对公众共用物过度或不当产权化,因此经典解决方案偏离了最初的设想,异化为公众共用物私用悲剧。公众共用物公用缺陷和私用缺陷是一个硬币的两面,为统筹解决这两种问题,对公众共用物的开发利用进行规制,需要明确公众共用物的法律地位,确认其共用权利性质,更新理念并明确公众共用物开发利用的原则,明晰公众共用物产权,明确并完善公众共用物调整方式。 相似文献
