Abstract This article profiles selected Safe Schools/Healthy Students (SS/HS) interventions in three Oregon communities that have completed Safe Schools/Healthy Students projects, representing a substantial investment in building school and community collaborations, expanding positive behavior supports in schools, and establishing school-based mental health services. The University of Oregon Institute on Violence and Destructive Behavior served as the local evaluator for these projects. Although the scope of each project encompassed the six intervention elements required by the federal funding agencies, we focus on lessons learned from select components of the projects: Positive Behavior Supports in Schools, Mental Health Service integration, and Sustainability. This article describes the methods and outcomes of each component, from project startup to summative analysis of the outcomes. We conclude with our observations and recommendations for research and evaluation methodology and implementing future SS/HS projects. 相似文献

The safety of students at American schools has become a national priority. With every incident of lethal violence, public fear swells and the demand for effective violence prevention methods increases. School resource officer (SRO) programs that assign sworn law enforcement officers to schools are frequently identified as one straightforward and popular strategy for making schools safer and more secure. However, the placement of these officers at schools raises complex issues and poses new challenges to students’ rights, including the risks of unreasonable search and seizure, the inappropriate sharing of confidential information, and students’ decreased feelings of safety. In this paper, the authors will provide the reader with a review of these students’ rights issues and the possible consequences to students and schools when these rights are not respected. The authors then provide the reader with a review of the relevant literature on the relationship between SROs and students and outlines specific recommendations for the successful implementation and operation of SRO programs that foster positive and respectful connections with students and school officials. 相似文献

只有在联合国的批准或授权下,或经被干涉国的邀请,国际社会才能对发生于一国的人道主义灾难实施人道主义干涉。而西方大国越来越倾向于擅自以人道主义的名义武力介入他国。这种单边的人道主义干涉多是某些国家实现一己私利的工具,从未成为国际习惯,也违反《联合国宪章》,因此是违反国际法的。而联合国现行的体制无法有效发挥在制止人道主义灾难方面应有的作用,使大国有了擅行干涉的口实。为此,应完善联合国的人道主义干涉体制。 相似文献

This article studies the securitization of transnational crime by the Association of Southeast Asian Nations (ASEAN) since 1996–97. It first introduces transnational crime as a criminal matter before positioning it within the international security debate through an elaboration of the Copenhagen School and its securitization theory. It then examines whether transnational crime has been articulated in security terms in the ASEAN rhetoric. The article demonstrates that the member states have made statements in which they make claims about security in the context of crime. Yet, there is little evidence that this has encouraged regional policy-makers to adopt common security responses. ASEAN has failed to implement joint actions due to domestic circumstances but also because of its own consensus model and resistance to institutional reforms. Finally, the article suggests that the problem of transnational crime could be dealt with more effectively if it was approached primarily as a criminal matter rather than as a security issue. 相似文献
